WHEREAS, We, WR Toole Engineers, Inc. Consultant, entered into a contract with Augusta-
Richmond County on Apri115, 2003, for engineering design services associated with the Belair
Hill Subdivision Improvements, Project No. 324-04-203824335, File Reference No. 05-014 (A),
and
WHEREAS, certain revisions to the design requested by Augusta-Richmond County are not
covered by the scope of the original contract, we desire to submit the following Supplemental
Agreement to-wit:
Additional engineering services that were not in the original scope required to perform
environmental permitting.
It is agreed that as a result of the above modification the contract amount is increased by
$8,500.00 from $259,346.44 to a new total of $267,846.44.
This agreement in no way modifies or changes the original contract of which it becomes a part,
except as specifically stated herein.
NOW, THEREFORE, We, WR Toole Engineers,. Inc., Consultant, hereby agree to said
Supplemental Agreement consisting of the above mentioned items and prices, and agree that this
Supplemental Agreement is hereby made a part of the original contract to be performed under
the specifications thereof, and that the original contract is in full force and effect, except insofar
as it might be modified by this Supplemental Agreement.

SUBJECT: Belair Hills Road & Drainage Improvements Project
Environmental Permitting
TE Job No. 03-062
Mr. Ladson:
As per our recent conversation, environmental permitting is required for the Belair Hills Road &
Drainage Improvements project. Specifically, an individual permit from the United States Corp.s
of Engineers (USACOE) is required due to the area of wetlands impacted by the proposed
improvements. Anticipated wetland impacts are as follows:
. Temporary Impact - 0.20-acre
. Permanent Impact - l.2l-acre
The temporary impacts are associated with utility (storm drain) installation through wetland
areas while the permanent impacts are associated with construction of the storm water detention
pond and energy dissipation basins. Approximately 1.07-acres of the 1.21-acre permanent impact
is associated with the construction of detention pond. Please refer to the attached schematics for
additional information.
For individual permitting purposes WRTE proposes to utilize Sligh Environmental Consultants,
Inc. - Savannah, Georgia. The deliverable for this proposal will be an approved USACOE
permit. The time frame associated with the individual permitting process varies greatly based on
the extent of the proposed impact. However, given the nature of the project, a time frame of six
months is estimated for permit acquisition services.
WRTE proposes to provide these professional services for a lump sum fee of$8,500. We are
prepared to initiate these services uPQn receipt of your notice to proceed.
