HomeMy WebLinkAboutCalled Commission Meeting October 30, 2018 CALLED MEETING COMMISSION CHAMBER October 30, 2018 Augusta Richmond County Commission convened at 11:00 A.M., Tuesday, October 30, 2018, the Honorable Hardie Davis, Mayor, presiding. PRESENT: Hons. Jefferson, Guilfoyle, Sias, Frantom, M. Williams, Davis, Fennoy, D. Williams and Hasan, members of Augusta Richmond County Commission. Mr. Mayor: All right, well, good morning, everybody. I’ll call this meeting to order. The Chair recognizes Attorney MacKenzie. 1. LEGAL MEETING A. Pending and potential litigation B. Real estate C. Personnel Mr. MacKenzie: I would entertain a motion to go into an executive session to discuss pending and potential litigation, real estate and personnel. Mr. Frantom: So move. Mr. Jefferson: Second. Mr. Mayor: All right. Voting. Ms. Davis and Mr. Guilfoyle out. Motion carries 7-0. \[EXECUTIVE SESSION\] Mr. Mayor: All right, well, good afternoon. We’ll call this meeting back to order. The Chair recognizes Attorney MacKenzie. 2. Motion to authorize executive by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit. Mr. M. Williams: I so move. Mr. D. Williams: Second. Mr. Mayor: Voting. Mr. Fennoy and Mr. Guilfoyle out. 1 Motion carries 7-0. Mr. Mayor: All right, the Chair recognizes Attorney MacKenzie for a motion. Mr. MacKenzie: I would entertain a motion to approve a Resolution authorizing the settlement of all claims by David Walker in the amount of $75,000 and authorizing the Administrator to disburse this amount. Mr. Hasan: So move. Mr. D. Williams: Second. Mr. Mayor: I’ve got a motion and a second. Voting. Mr. Guilfoyle not voting. Motion carries 8-0. 3. Motion to ratify Resolution of Condolences in remembrance of Commissioner H. Grady Smith, III by recognizing him for his service on the Augusta Commission and that this resolution be spread on the Minutes of this meeting, with a copy to his family. Mr. Mayor: Okay, we’re now going to go to the special called meeting portion of our th agenda and on today we have with us the family of our friend, our commissioner from the 10, the distinguished gentleman Commissioner Grady Smith. We have his family with us and he was our friend. Today we want to take an opportunity to not only embrace his family but recognize his time with us. We’re going to have a series of recognitions and statement from members of this body. We’re going to begin and I’ll yield to our Mayor Pro Tem. \[Tributes to and recognitions of Mr. Smith were presented at this time\] The Clerk: Resolution of Condolences. Whereas, H. Grady Smith, III affectionately known by many of his constituents, friends and business colleagues as a friend to many was born to H. Grady Smith, Jr. and Pearl Rodrigues Smith on May 12, 1947 and Whereas, Commissioner Smith was educated in the Richmond County school system, graduating from the Academy of Richmond County, earned a business degree in 1975 from Augusta College and served his country in the United States Army and Whereas, Commissioner Smith enjoyed a prolific and distinguished civic career. He served two terms on the Augusta Commission from January 4, 2011 to October 16, 2018 representing Super District 10, served as Mayor Pro Tempore in years 2015 and 2016, Vice Chairman of the Engineering Services and Public Safety Committees in 2012. He received his Municipal Elected Official Certification from the Georgia Municipal Association and the University of Georgia Carl Vinson Institute of Government. He was known for his optimism about Augusta’s future and whereas, Commissioner Smith was a member of many professional and civic affiliations having served several terms as president of the Augusta Plumbing, Heating and Cooling Association, 2 served on the Augusta State University Board of Trustees, Past Director of the Augusta State Alumni Association, a long-term member of the Forest Hills Golf Course Management Committee and was tournament director of the Augusta State Collegiate Invitational Golf Tournament since 1988 and a member of the Augusta Exchange Club and Whereas, Commissioner Smith’s hardworking ways will be sorely missed by all of us who knew and loved him. The members of the Augusta Commission were deeply saddened to learn of his sudden passing and whereas the family, friends and colleagues of Commissioner Smith who some called a good friend to this city which was exemplified through his leadership and demonstrated through his untiring devotion that they may always remember and never, ever forget his love, concern and commitment for each of them as he shall forever live in our hearts and Therefore, it be resolved, that it is with our sincere care and concern that we the Augusta Georgia Commission send these humble words expressing our heartfelt sympathy. May you find comfort in knowing that others care and share in your loss. Hardie Davis, Jr., Mayor. Augusta, Georgia salutes and sincerely thanks H. Motion to approve Management Agreement between Augusta, Georgia, a political subdivision of the State of Georgia (“Augusta”) and the Board of Regents of the University System of Georgia on behalf of Augusta University (“Manager”) Augusta, Georgia. Mr. Mayor: I’ll entertain a motion to approve. Mr. Sias: So move. Mr. Frantom: Second. Mr. Mayor: Voting. Mr. Hasan out. Motion carries 8-0.
