CALLED MEETING COMMISSION CHAMBER
February 13, 2018
Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, February 13,
2018, the Honorable Mary Davis, Mayor Pro Tem, presiding.
PRESENT: Hons. Jefferson, Guilfoyle, Sias, Frantom, M. Williams; Fennoy, D. Williams,
Hasan and Smith, members of Augusta Richmond County Commission.
ABSENT: Hon. Hardie Davis, Jr., Mayor.
Ms. Davis called the meeting to order.
1. LEGAL MEETING
A. Pending and potential litigation
B. Real estate
C. Personnel
Mr. MacKenzie: I would entertain a motion to go into an executive session to discuss
pending and potential litigation, real estate and personnel.
Mr. Sias: So move.
Mr. Hasan: Second.
Mr. Frantom, Mr. Jefferson and Mr. Fennoy out.
Motion carries 7-0.
\[EXECUTIVE SESSION\]
Ms. Davis: Madam Clerk, we’re going to call this meeting back to order please. We do
have Commissioner Smith that wants to vote and he’s in the back, okay, Madam Clerk?
The Clerk: Yes, ma’am.
2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. MacKenzie: I would entertain to execute the closed meeting affidavit.
Mr. M. Williams: So move.
Mr. Fennoy: Second.
Ms. Davis: We have a motion and a second. Please vote. Grady says yes.
Commissioner Smith does.

Motion carries 10-0.
Ms. Davis: Mr. MacKenzie, do you want me just to start with the motions? Okay.
Commissioner Williams.
Mr. M. Williams: Ms. Mayor, I’ve got a motion I’d like to make please. I want to
make a motion to increase the salary of Ms. Lena Bonner to $115,000 effective July 1, 2018.
Mr. Frantom: Second.
Ms. Davis: We have a motion and a second. Please vote.
Motion carries 10-0.
Ms. Davis: Commissioner Fennoy.
Mr. Fennoy: I would like to make a motion to amend the agreement with Janice Osei,
Interim HR Director, to eliminate the provision relating to professional liability insurance.
Mr. Frantom: Second.
Ms. Davis: We have a motion and a second. Please vote.
Motion carries 10-0.
Ms. Davis: Commissioner Frantom.
Mr. Frantom: I’d like to make a motion to transfer property at 916 Greene Street to
the Land Bank for development purposes and prevention of blight and for any proceeds
from the sale of such property to be paid to Augusta, Georgia.
Mr. D. Williams: Second.
Ms. Davis: We have a motion and a second. Please vote.
Motion carries 10-0.
Ms. Davis: Commissioner Sias.
Mr. Sias: Thank you, Madam Mayor Pro Tem. Move to approve the Board of
Assessors employment agreement with Alveno Ross with the term of the new agreement to
begin on July 26, 2018.
Mr. Frantom: Second.

Ms. Davis: We have a motion and a second. Please vote.
Motion carries 10-0.
Ms. Davis: Commissioner Guilfoyle.
Mr. Guilfoyle: Madam Clerk, motion to approve the acquisition of real estate at 2649
Gordon Highway, Map and Parcel No. 066005300-0 in the amount of $290,000 from the Fire
Department fund balance.
Mr. Sias: Second.
Ms. Davis: We have a motion and a second. Please vote.
Motion carries 10-0.
Ms. Davis: Mr. MacKenzie.
Mr. MacKenzie: That’s all I have. Thank you.
Ms. Davis: Okay, thank you. Commissioner Guilfoyle, you’re on with Public Services.
