HomeMy WebLinkAboutCalled Commission Meeting September 12, 2017 CALLED MEETING COMMISSION CHAMBER September 12, 2017 Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, September 12, 2017, the Honorable Mary Davis, Mayor Pro Tem, presiding. PRESENT: Hons. Jefferson, Guilfoyle, Sias, M. Williams, Fennoy, D. Williams, Hasan and Smith, members of Augusta Richmond County Commission. ABSENT: Hons. Hardie Davis, Jr., Mayor, and Frantom, member of Augusta Richmond County Commission. Ms. Davis called the meeting to order. 1. LEGAL MEETING A. Pending and potential litigation B. Real estate C. Personnel Mr. MacKenzie: I would entertain a motion to go into executive session to discuss pending and potential litigation, real estate and personnel. Mr. Guilfoyle: So move. Mr. D. Williams: Second. Mr. M. Williams and Mr. Fennoy out. Motion carries 7-0. \[LEGAL MEETING\] 2. Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit. Mr. D. Williams: So move. Mr. Jefferson: Second. Mr. Fennoy out. Motion carries 8-0. Mr. MacKenzie: I would entertain a motion to approve a resolution to settle the condemnation case for the property located at 2013 Florida Road, Case No. 2017RCCV00175, for the aggregate amount of $45,000. 1 Mr. Sias: So move. Mr. Jefferson: Second. Ms. Davis: We’ve got the mikes and our voting system up. So we have a motion and a second. Please vote. Mr. M. Williams abstains. Motion carries 8-1. Ms. Davis: Mr. MacKenzie. Mr. MacKenzie: And finally it would be a motion to authorize Raymond James Associates to conduct underwriting services for tax allocation district projects on a non- binding basis with an option to terminate such services at any time. Ms. Davis: Commissioner Sias. Mr. Sias: I have a question on that one. Was that to do services or just to do this one particular project? Mr. MacKenzie: It’s underwriting services but it can be withdrawn and terminated at any time. Ms. Davis: Commissioner Hasan asked what this is. This was just from our legal meeting as far as the – explain what that is, please, what their services would be. Mr. MacKenzie: This would be underwriting services for the tax allocation projects. Ms. Davis: In general? Mr. MacKenzie: This is language that is based on the letter that they provided which doesn’t get into specific projects but it – Ms. Davis: The letter that who provided? Mr. MacKenzie: That was provided by Raymond James. Commissioner Sias. Mr. Sias: Madam Pro Tem, I don’t see that motion as accurate, what the attorney has. This is supposed to be one particular project or one particular property area so I think that needs to be tightened up to be more specific to the required project. Ms. Davis: Mr. MacKenzie, would it appropriate to bring it back to the next Commission meeting? 2 Mr. MacKenzie: You can do that – Ms. Davis: And we’ll have time to read it through and have any questions for it, any questions that we have answered? Mr. MacKenzie: Right, the next legal meeting? Mr. Jefferson: I can make a motion to do that. Mr. Hasan: Second. Ms. Davis: Okay. Commissioner Sias. Mr. Sias: I think we could have gotten it done. It just needs to be specific to that one project so that the downtown folks can do what they need to do. I don’t think we need to hold it up. We just need to specify. Mr. M. Williams: Can it be brought back – Mr. Hasan: We’ve got a motion on the floor. Ms. Davis: Hold on, hold on, Commissioner Hasan. Commissioner Williams. Mr. M. Williams: Can it be brought back to our next Commission meeting? Ms. Davis: That’s what I was asking if we could bring it back to the floor next Tuesday. Mr. MacKenzie: The reason I worded it that way is because that’s the language of the letter we’re approving. It can be changed. I can bring it back to the regular Commission meeting. Ms. Davis: So, Mr. Jefferson, will you amend your motion to bring it back next Tuesday? Mr. Jefferson: Yes. Mr. Hasan: Second. Ms. Davis: Okay. We have a motion and a second. Please vote. Motion carries 9-0. Ms. Davis: Mr. MacKenzie. Mr. MacKenzie: That’s all I have. Thank you. 3 Ms. Davis: Okay, thank you. And I would also like to thank our Administrator, our first responders, our directors and employees of course for all the hard work that they did to get us through this storm. I think that we were very prepared and I’m very proud of all the efforts that everyone put in so I just wanted to thank all of you. It was definitely a huge effort I know on so many people’s parts so, Ms. Jackson, thank you for your leadership too. Ms. Jackson: Thank you very much. On behalf of everyone, I mean we got excellent community support. Everybody pulled together and did an outstanding job and I’m also very proud of our team as well as those inside the government as well as the other agencies we had to interact from the school system, public health, the list just goes on and on. Everybody did a great job. Ms. Davis: Yeah. Georgia Power as well. Big effort so very much appreciative. And, Commissioner Fennoy, will you give an update for the cookout that you helped lead the efforts on Friday? Mr. Fennoy: Is anyone here from the Kroc Center? Okay, Natasha, will you hold the check up for me please? Ms. Davis: You want to give us an update on it? Mr. Fennoy: $5284.50. And I just want to say that this was all made possible due to cooperation of the various departments of this government. The Utilities Department. The Fire Department. They did an outstanding job in bringing good food to the table. Perry Broadcasting did the live broadcasting and made the public aware of what we were doing. But again this couldn’t have been made possible without the help and cooperation of the various departments, the commissioners, the Mayor’s Office and the Administrator. I just want thank you for your support and I thought someone from the Kroc Center would have been here to accept the check but at our Commission meeting next Tuesday I’m going to try to have someone here for us to present the check to.
