ENVIRONMENTAL SERVICES WORK SESSION March 7, 2017
PRESENT: Hons. Hardie Davis, Jr., Mayor; Davis, Jefferson, Guilfoyle, Sias, Frantom,
M. Williams, Smith, Fennoy, D. Williams, Hasan, Commissioners; Janice Jackson, Administrator;
Ted Rhinehart, Deputy Administrator; Mark Johnson, Environmental Services Director; Nancy
Morawski, Deputy Clerk of Commission.
Mr. Mark Johnson made a presentation to discuss long-term capitalization of solid waste
programs, debts and long-term liabilities of solid waste programs, revenues and expenses and a
continuation of the 2017 budget discussion and ways to improve the long-term financial position
of the solid waste enterprise funds. He outlined the areas of responsibility for both the Landfill
and Solid Waste divisions and the matter of the market competition with other disposal locations.
He noted various aspects in the area of collections including the number of customers,
opportunities involving scrap tires, recycling, CNG stations, bulk and yard waste, and highlights
of downtown and commercial/industrial collections. He presented information about other solid
waste programs such as demolition, the cutting/cleaning of vacant lots, street sweeping, mosquito
control, public education and involvement, and the scrap tire program. He also outlined several
recommendations for achieving savings and/or generating more revenue.
