CALLED MEETING COMMISSION CHAMBER
October 25, 2016
Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, October 25,
2016, the Honorable Hardie Davis, Jr., Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, Sias, Frantom, M. Williams, Smith, Fennoy, D.
Williams, Hasan and Davis, members of Augusta Richmond County Commission.
Mr. Mayor: They’re awful. Ms. Bonner, I’m going to have a coming to Jesus with them
any minute.
The Clerk: Make sure you invite him, now.
Mr. Mayor: He’s already here. All right, we’re going to call this meeting to order.
Attorney MacKenzie.
1. LEGAL MEETING
A. Pending and potential litigation
B. Real estate
C. Personnel
Mr. MacKenzie: I would entertain a motion to go into an executive session to discuss
pending and potential litigation, real estate and personnel.
Mr. Fennoy: So move.
Mr. Sias: Second.
Mr. Mayor: Voting.
Ms. Davis, Mr. Guilfoyle, Mr. M. Williams and Mr. Smith out.
Motion carries 6-0.
\[EXECUTIVE SESSION\]
Mr. Mayor: We’ll call this meeting back to order. The Chair recognizes Attorney
MacKenzie.
2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. Mayor: I would entertain a motion to execute the closed meeting affidavit.
Mr. M. Williams: So move.

Mr. Fennoy: Second.
Mr. Mayor: Voting.
Mr. Hasan out.
Motion carries 9-0.
Mr. Mayor: The Chair recognizes Attorney MacKenzie for a motion.
Mr. MacKenzie: I would entertain a motion to approve the subordination of Augusta,
Georgia’s position of first lienholder in the principal amount of $5,000.00 on the property
located at 2597 Lenora Church Road, Augusta to that of lower than second lienholder.
Mr. M. Williams: So move.
Mr. Fennoy: Second.
Mr. MacKenzie: No lower than second.
Mr. Mayor: A motion and a second. Voting. Attorney MacKenzie, can you suspend?
The Clerk: Subordination to second.
Mr. Mayor: Voting.
Mr. Hasan out.
Motion carries 9-0.
Mr. Mayor: Attorney MacKenzie.
Mr. MacKenzie: I would entertain a motion to approve the subordination of Augusta,
Georgia’s position of second lienholder in the principal amount of $2,500 on the property
located at 2597 Lenora Church Road to that of no lower than third lienholder.
Mr. M. Williams: So move.
Mr. Lockett: Second.
Mr. Mayor: A motion and a second. There being no questions, voting.
Motion carries 10-0.
Mr. Mayor: Thank you, Madam Clerk. Attorney MacKenzie.

Mr. MacKenzie: I would entertain a motion to approve a resolution of the
Commission to abandon the alley south of Broad Street, east of Twelfth Street and north of
Ellis Street as part of the road system of Augusta, Georgia.
Mr. M. Williams: So move.
Mr. Lockett: Second.

Mr. Mayor: A motion and a second from the commissioner from the 5. Voting.
Motion carries 10-0.
Mr. Mayor: Thank you. Again Attorney MacKenzie.
Mr. Mayor: I would entertain a motion to approve a lease for parking spaces and

agreement regarding bridges at 9 Street and Reynolds Street in Augusta, Georgia between
933 Broad Street Investment Company LLC.
Mr. Guilfoyle: I so move.
Mr. D. Williams: Second.
Mr. Mayor: A motion and a second. Voting.
Motion carries 10-0.
Mr. Mayor: Attorney MacKenzie, any additional business before us?
Mr. MacKenzie: I’ve got two more.
Mr. Mayor: I thought so.
Mr. MacKenzie: Next would be motion to authorize condemnation to acquire title of
property for Fire Station parcel 066-0-053-00-0 also known as 2649 Gordon Highway.
Mr. Lockett: So move.
Ms. Davis: Second.
Mr. Mayor: Got a motion and a proper second. Voting.
Mr. Guilfoyle votes No.
Motion carries 9-1.
Mr. Mayor: Attorney MacKenzie.

Mr. MacKenzie: And finally would be a resolution authorizing the settlement of
Richmond County Superior Court Civil Action 2015-RCCV-451 styled William T. Bass vs.
Garrett et al in the amount of $65,000.
Mr. Lockett: So move.
Mr. M. Williams: Second.

Mr. Mayor: Got a motion and a second from the commissioner from the 9. Voting.
Mr. Guilfoyle votes No.
Motion carries 9-1.
Mr. Mayor: And we have one more.
Mr. MacKenzie: One more would be a motion to authorize the hiring of Airport
Director of Facility Maintenance Paul Strycharz for a starting salary of $90,000.
Mr. Lockett: So move.
Ms. Davis: Second.

Motion carries 10-0.
