HomeMy WebLinkAboutCalled Commission Meeting July 25, 2016 CALLED MEETING COMMISSION CHAMBER July 25, 2016 Augusta Richmond County Commission convened at 9:00 a.m., Monday, July 25, 2016, the Honorable Hardie Davis, Jr., Mayor, presiding. PRESENT: Hons. Lockett, Guilfoyle, Sias, Frantom, M. Williams (by telephone), Smith, Fennoy, D. Williams, Hasan and Davis, members of Augusta Richmond County Commission. Mr. Mayor: Good morning, everybody. We’ll call this meeting to order. The Chair recognizes Attorney MacKenzie. 1.LEGAL MEETING A.Pending and potential litigation B.Real estate C.Personnel Mr. MacKenzie: I would entertain a motion to go into an executive session to discuss personnel. Mr. Lockett: So move. Mr. Fennoy: Second. Mr. Mayor: Voting. Mr. Frantom and Mr. Guilfoyle vote No. Mr. Smith and Mr. M. Williams out. Motion carries 6-2. Mr. Lockett: Mr. Chair, you did say five minutes, right? Mr. Mayor: Yes, sir. I did. Thank you. [EXECUTIVE SESSION] Mr. Mayor: All right. We’re going to convene the meeting and then we’re going to take a three-minutes recess. Okay? That’s how we’ll do it. The Chair recognizes Attorney MacKenzie. 2.Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit. Mr. Fennoy: So move. 1 Mr. Lockett: Second. Mr. Mayor: Voting. Mr. Williams out. Motion carries 9-0. Mr. Mayor: Okay, the Commission will stand in recess for three minutes. [RECESS] Mr. Mayor: All right, so here’s our posture. We’re getting Commissioner Marion Williams on the phone and then we’re going to take action. I want to thank the commissioners for one, coming in this morning and their willingness to work on this matter. I know it’s important for us. We’ve got the digest and a number of other very important actions that need to take place so we can get our tax bills sent out. I also want to thank Ms. Bonner and Ms. McFarley for getting some refreshments for us to make our way through and have a little energy this morning. And then Administrator Jackson and Attorney MacKenzie for their hard work in helping us get to a good place today. All right, is he on, Ms. Bonner? The Clerk: Commissioner Williams, are you there? Mr. Mayor: Okay. All right. Mr. Mayor: Commissioner Williams, we want to thank you for getting up this morning three hours behind us on west coast time. Don’t forget the pistachios. Salted. Okay, Attorney MacKenzie. All right, I’m going to read the motion as it’s being presented to us. Motion to recommend – Mr. M. Williams: Madam Clerk. The Clerk: Yes, sir. Mr. M. Williams: I’m requesting a roll call vote. (inaudible) Mr. Mayor: Okay. I’m going to read the motion first. Motion to recommend to Board of Tax Assessors modification of proposed contract for Chief Appraiser Alveno Ross to include the following terms and to be provided to the Commission tomorrow. His employment status shall continue until the contract is executed. The recommendations are: two-year contract with one-year option, 90-day performance review to assess progress of putting tax exempt properties on the tax rolls and resolution of personnel matters within the office. No salary increase and finally resolution of double pay issue with Board of Assessors Secretary concerning duties as Board of Assessors Secretary and Executive Assistant in the office. Those are the recommendations. That’s our motion if we can get – Mr. Fennoy: So move. 2 Mr. Lockett: So move but somebody already said it, I believe. The Clerk: Mr. Fennoy. Are you seconding that? Mr. Lockett: I’ll second it, yes. Mr. Mayor: All right, we’ve got a motion and a second. Taking a roll call vote. The Clerk: Ms. Davis. Ms. Davis: Yes, ma’am. The Clerk: Mr. Fennoy. Mr. Fennoy: Yes. The Clerk: Mr. Frantom. Mr. Frantom: Yes. The Clerk: Mr. Guilfoyle. Mr. Guilfoyle: Yes, ma’am. The Clerk: Mr. Hasan. Mr. Hasan: Yes. The Clerk: Mr. Lockett. Mr. Lockett: Yes. The Clerk: Mr. Sias. Mr. Sias: Yes. The Clerk: Mr. Smith. Mr. Smith: Yes. The Clerk: Mr. Dennis Williams. Mr. D. Williams: Yes. The Clerk: Mr. Marion Williams. 3 Mr. M. Williams: No. Mr. M.
