HomeMy WebLinkAboutCalled Commission Meeting May 31, 2016 CALLED MEETING COMMISSION CHAMBER May 31, 2016 Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, May 31, 2016, the Honorable Hardie Davis, Jr., Mayor, presiding. PRESENT: Hons. Lockett, Guilfoyle, Sias, Smith, Fennoy, D. Williams, Hasan and Davis, members of Augusta Richmond County Commission. ABSENT: Hons. Frantom and M. Williams, members of Augusta Richmond County Commission. Mr. Mayor: We hereby call this meeting to order. The Chair recognizes Attorney MacKenzie. 1.LEGAL MEETING A.Pending and potential litigation B.Real estate C.Personnel Mr. MacKenzie: I would entertain a motion to go into an executive session to discuss pending and potential litigation, real estate and personnel. Mr. Lockett: So move. Mr. Smith: Second. Mr. Mayor: A motion and a second. Voting. I hope everybody had a great Memorial Day weekend and we took a moment to pause and reflect on those who gave all. Our veterans who are here, thank you for your service to this great country and certainly now to this city. Ms. Davis out. Motion carries 7-0. [LEGAL MEETING] Mr. Mayor: Okay. The Chair recognizes Attorney MacKenzie. 2.Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit. Mr. Smith: So move. Mr. D. Williams: Second. 1 Mr. Mayor: Voting. Mr. Guilfoyle out. Motion carries 7-0. A motion to hire Takiyah Douse as Mr. Mayor: Okay. All right. I’ve got a motion. Central Services Director at an annual salary of $96,000.00 plus $400 per month automobile allowance to start June 30, 2016 (sic) and to be designated an SES Level I employee. Mr. Fennoy: So move. Mr. Mayor: Can I get a second? Mr. Hasan: Second. Mr. Mayor: A second from Commissioner Hasan. And again for clarification that’s a start date of June 20, 2016. All right, I’ve got a motion and a second. A motion by the commissioner stth from the 1 and a second by the commissioner from the 6. Voting. Mr. Guilfoyle and Ms. Davis vote No. Motion carries 6-2. Mr. Mayor: The Chair recognizes Attorney MacKenzie. Mr. MacKenzie: I would entertain a motion to approve a resolution authorizing the acquisition to transfer property for the Augusta Public Transit Bus Operations and Maintenance Facility for the property located at 2413 Jennings Road, 2844 Regency Boulevard, 2950 Mike Padgett Highway and 1762 Lumpkin Road. Mr. Fennoy: So move. Mr. D. Williams: Second. Mr. Mayor: The second from Commissioner Dennis Williams. Motion by the st commissioner from the 1. All right, all those in favor will vote Yea and those opposed vote No. Motion carries 8-0. Mr. Mayor: Attorney MacKenzie. Mr. MacKenzie: I would entertain a motion to approve the subordination of Augusta, Georgia’s position of first lienholder on the property located at 1207 Pine Street, Augusta, Georgia to that of second lienholder for the original principal amount of $21,554.70. Mr. Sias: So move. 2 Mr. Hasan: Second. Mr. Mayor: I’ve got a motion and a second. Any further discussion? All those in favor will vote Yea and all those opposed vote No. Voting. Motion carries 8-0. Mr. Mayor: Attorney MacKenzie. Mr. MacKenzie: The next item would be a motion to approve the subordination of Augusta, Georgia’s position on the property located at 2001 Ashley Drive, Augusta, Georgia to a position no lower than that of second lienholder for the original principal amount of $5,000.00. Mr. Sias: So move. Mr. Fennoy: Second. thst Mr. Mayor: A motion with a proper second. Motion from the 4, second from the 1. All those in favor will vote Yea and those opposed will vote No. Voting. The Clerk: Mr. Fennoy? Mr. Mayor: Fennoy. Motion carries 8-0. Mr. MacKenzie: And the last one will be a motion to approve the subordination of Augusta, Georgia’s position on the property located at 2001 Ashley Drive, Augusta, Georgia to a position no lower than that of third lienholder position for the original principal amount of $2,500.00. Ms. Davis: So move. Mr. Hasan: Second. Mr. Mayor: Fantastic. I thank the distinguished lady from the third for making a motion.
