HomeMy WebLinkAboutCalled Commission Meeting July 14, 2015 CALLED MEETING COMMISSION CHAMBER July 14, 2015 Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, July 14, 2015, the Honorable Hardie Davis, Jr., Mayor, presiding. PRESENT: Hons. Sias, Frantom, Fennoy, D. Williams, Hasan and Smith, members of Augusta Richmond County Commission. ABSENT: Hons. Guilfoyle, M. Williams, Lockett and Davis, members of Augusta Richmond County Commission. Mr. Mayor: We’ll hereby call this meeting to order. 1.LEGAL MEETING A.Pending and potential litigation B.Real estate C.Personnel Mr. MacKenzie: I would entertain a motion to go into a closed meeting to discuss pending and potential litigation, real estate and personnel. Mr. Fennoy: I so move. Mr. Hasan: Second. Mr. Mayor: Voting. Motion carries 6-0. [LEGAL MEETING] Mr. Mayor: All right, we’re ready. We’ll call this meeting back to order. Attorney MacKenzie. 2.Motion to approve execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit. Mr. Sias: So move. Mr. Fennoy: Second. Mr. Mayor: Voting. 1 Motion carries 6-0. Mr. MacKenzie: The next item would be a motion relating to the Hyde Park property relocation schedule. st Mr. Mayor: The Chair recognizes the commissioner from the 1, Commissioner Fennoy. Mr. Fennoy: Yes. I would like to make a motion to authorize alteration to Hyde Park property relocation schedule to permit tenants along with homeowners to be relocated immediately. Mr. Hasan: Second. Mr. Mayor: We’ve got a motion and a second. Any further discussion? There being none, voting. Motion carries 6-0. Mr. MacKenzie: Next item is a PCS Nitrogen encroachment agreement. th Mr. Mayor: The Chair recognizes the commissioner from the 4. Mr. Sias: Move to approve granting a water line encroachment permit, agreement for Augusta, Georgia to PCS Nitrogen and authorize the Mayor and Clerk to execute the necessary documents as directed by Augusta, Georgia Law Department. Mr. Smith: Second. Mr. Mayor: Any further discussion? Voting. Motion carries 6-0. Mr. Mayor: To those of you who are in the audience we were delayed a bit. We have a series of committee meetings that won’t take place due to the number of individuals that we have here today but we will have several of the meetings, I think three committees have representation today that we can conduct the business of the people. The Chair recognizes Attorney MacKenzie. Mr. MacKenzie: The next item we have is a Resolution authorizing a settlement of all claims by firefighters in the amount of Robert Morris, et al vs. Augusta Richmond County authorizing the Mayor to execute settlement of documents and for the Finance Department to disburse the amount of $58,455.32. Mr. Sias: So move. Mr. Fennoy: Second. 2 Mr. Mayor: A motion and a second. Any further discussion? Voting. Motion carries 6-0. Mr. MacKenzie: The next item is a Resolution authorizing the settlement of all claims by Marshall Contracting, Inc. authorizing the Mayor to execute the settlement documents and the Finance Department to disburse funds in the amount of $11,205.00. Mr. Sias: So move. Mr. Fennoy: Second. Mr. Mayor: Voting. Motion carries 6-0. Mr. Mayor: All right. I’m going to recognize the Administrator and I’ve got a motion here on the podium that we’ll exercise after she speaks. Ms. Jackson: Yes. Just wanted to remind the body that when we presented the SPLOST calendar to you there were provisions inside that calendar relative to our legal requirements to In light of meet with the cities of Blythe and Hephzibah regarding their SPLOST VII requests. that there is a vote we need for you all to take today that would authorize the issuance of notice of an intergovernmental meeting between Augusta and the cities of Blythe and Hephzibah to discuss allocation of proposed SPLOST VII proceeds. To let you know, the Mayor and I along with the Finance Department have had an initial meeting with them, just a very informal meeting, to request from them documentation of their requests for the upcoming year and this is to formalize that process and make that official. st Mr. Mayor: Any questions?
