CALLED MEETING COMMISSION CHAMBER
April 28, 2014
Augusta Richmond County Commission convened at 12:00 Noon, Monday, April 28,
2014, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Guilfoyle, Mason, D. Smith, Williams, Fennoy, Johnson, Davis and
G. Smith, members of Augusta Richmond County Commission.
ABSENT: Hons. Lockett and Jackson, members of Augusta Richmond County
Commission.
Mr. Mayor: In the interest of time and I apologize for being a little late, I’ll go ahead and
call the legal meeting to order. Mr. MacKenzie.
1.LEGAL MEETING

C.Personnel
Mr. MacKenzie: I would entertain a motion to go into a closed legal meeting to
discuss real estate, pending and potential litigation, personnel and records not subject to
disclosure under the Georgia Open Records Act.
Mr. Mayor: Can I get a motion to that effect?
Mr. Fennoy: So move.
Mr. Mayor: Do we have a second?
Ms. Davis: Second.
Mr. Mayor: Okay, commissioners will now vote by the usual sign.
Mr. Johnson out.
Motion carries 7-0.
Mr. Mayor: We are in legal.

Mr. Mayor: I’ll go ahead and call the meeting back to order. But before we proceed I
know that most folks probably know that Commissioner Joe Jackson lost his wife to cancer
yesterday morning so I would just ask for a moment of silence as we honor her memory.
[MOMENT OF SILENCE]

Mr. Mayor: Thank you so much. Now we will proceed. Mr. MacKenzie.
2.Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit.
Mr. D. Smith: So move.
Ms. Davis: Second.
Mr. Mayor: We have a motion that’s been made and properly seconded. Commissioners
will now vote by the usual sign.
Mr. G. Smith out.
Motion carries 7-0.
Mr. Mayor: Mr. MacKenzie.
Mr. MacKenzie: I would entertain a motion to authorize the Administrator and the
Mayor to execute the necessary agreements to purchase known as 3348 Wedgewood Drive,
Augusta, Georgia for the amount of $8,000.
Mr. D. Smith: So move.
Ms. Davis: Second.
Mr. Mayor: We have a motion that’s been made and properly seconded. Commissioners
will now vote by the usual sign.
Motion carries 8-0.
Mr. Mayor: Mr. MacKenzie, do we have any other business?
I would entertain a motion to execute a Budget Amendment
Mr. MacKenzie: Yes.
No. 1 for the fiscal year 2014 for the Augusta Regional Airport to allow for a $390,000.00
increase this year as well as a $195,000.00 increase for each year thereafter from the
Transportation Security Administration of the Department of Homeland Security for
security at the airport.
Mr. Mayor: Can I get a motion to that effect?
Mr. Guilfoyle: So move.
Ms. Davis: Second.

Mr. Mayor: We have a motion that’s been made and properly seconded. Commissioners
will now vote by the usual sign.
Motion carries 8-0.
Mr. Mayor: Okay, Mr. MacKenzie, do we have any further business?
Mr. MacKenzie: That’s all.
Mr. Mayor: With no further business to come before the body, we stand adjourned.
