CALLED MEETING COMMISSION CHAMBER
March 6, 2014
Augusta Richmond County Commission convened at 11:30 a.m., March 6, 2014, the
Honorable Corey Johnson, Mayor Pro Tem, presiding
PRESENT: Hons. Lockett, Guilfoyle, Mason, D. Smith, Fennoy, Jackson, Davis and G.
Smith, members of Augusta Richmond County Commission.
ABSENT: Hons. Deke Copenhaver, Mayor; Williams, member of Augusta Richmond
County Commission.
Mr. Johnson: I’ll call the special called meeting to order.
The Deputy Clerk: This is to approve the Intergovernmental Agreement with the
City of Hephzibah and the City of Blythe.
Mr. Johnson: All right, what’s your pleasure, gentlemen?
Mr. Fennoy: Motion to approve.
Mr. D. Smith: Second.
Mr. Johnson: All right. Commissioner Lockett.
Mr. Lockett: Thank you, Mr. Mayor Pro Tem. I would like to know, I guess Mr.
Plunkett is going to be the spokesperson, exactly what are we doing and what does it entail?
Mr. Plunkett: Yes, Mr. Lockett. The Clerk’s Office should have provided you yesterday
a copy of the intergovernmental sales tax agreement.
Mr. Lockett: I did. I read that.
Mr. Plunkett: What happens in that document, the three municipalities have to agree on
the funds that are being collected and disbursement of those funds. There’s a schedule to that
effect. This contract has to be signed prior to a call, the actual vote by the referendum. So that’s
why we’re asking for your approval today and then on Monday it would be a special call to call
for the vote on SPLOST VII.
Mr. Lockett: But my concern, excuse me for interrupting, but my concern is you
mentioned that this (inaudible) of funds, what is that going to look like? I understand that under
SPLOST there are a couple of different ways that you can do this. How are we doing it? What
impact is it going to have? I don’t know. I missed the last meeting, I was out of town, out of
state and if it was discussed, I don’t know.
