CALLED MEETING COMMISSION CHAMBER
February 10, 2014
Augusta Richmond County Commission convened at 12:00 Noon, Monday, February 10,
2014, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, Mason, Williams, Fennoy, Johnson and G. Smith,
members of Augusta Richmond County Commission.
ABSENT: Hons. Deke Copenhaver, Mayor; D. Smith, Jackson and Davis, members of
Augusta Richmond County Commission.
The Mayor Pro Tem called the meeting to order.
1.LEGAL MEETING
A.Pending and potential litigation
B.Real estate
C.Personnel
Mr. MacKenzie: I’d entertain a motion to discuss pending and potential litigation
and personnel.
Mr. Lockett: So move.
Mr. Williams: Second.
Mr. Johnson: It’s been properly motioned and seconded. If there’s no further discussion,
vote now by the usual sign of voting.
Motion carries 7-0.
Mr. Johnson: All right. We’re now in legal.
[LEGAL MEETING]
The Mayor Pro Tem called the meeting back to order.
Mr. Johnson: General Counsel.
2.Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit.
Mr. Guilfoyle: So move.

Mr. G. Smith: Second.
Mr. Johnson: I have a motion and a second. Any further discussion? If not, vote by the
usual sign of voting.
Motion carries 7-0.
Mr. Johnson: Okay, Mr. Attorney.
Mr. MacKenzie: I would entertain a motion to classify all Deputy Coroner positions
as non-exempt beginning with the current pay period.
Mr. Johnson: Can I get a motion to that effect?
Mr. Fennoy: So move.
Mr. Lockett: Second.
Mr. Johnson: It’s been properly motioned and seconded. Any further discussion?
Hearing none, vote by the usual sign of voting.
Motion carries 7-0.
Mr. Johnson: Mr. Attorney.
Mr. MacKenzie: That’s all I have. Thank you.
Mr. Johnson: If there’s no further business –
Mr. Williams: Mr. Mayor Pro Tem.
Mr. Johnson: Mr. Williams.
Mr. Williams: I want to make a motion that we send a request to the Sheriff’s
Department to do a preliminary investigation of the hard drive situation that we talked about as
tampering with the city’s computer.
Mr. Johnson: Okay. Do we have a motion to that effect?
Mr. Williams: That’s my motion.
Mr. Fennoy: Second.
Mr. Johnson: Okay. We have a motion and a second. Any further discussion? Hearing
none, vote by the usual sign of voting.

Mr. Lockett, Mr. Guilfoyle and Mr. G. Smith vote No.
Motion fails 4-3.
Mr. Williams: Madam Clerk, will you put that on the regular agenda for next week,
please?
The Deputy Clerk: Yes, sir.
Mr. Johnson: Mr. Attorney, is there –
Mr. MacKenzie: That’s all I have, sir. Thank you.
Mr. Johnson: All right. With no further business, the legal stands adjourned.
