CALLED MEETING COMMISSION CHAMBER
December 9, 2013
Augusta Richmond County Commission convened at 12:00 Noon, Monday, December 9,
2013, the Honorable Corey Johnson, Mayor Pro Tem, presiding.
PRESENT: Hons. Lockett, Mason, Williams, Fennoy, Jackson, and Davis, members of
Augusta Richmond County Commission.
ABSENT: Hons. Deke Copenhaver, Mayor; Guilfoyle, D. Smith and G. Smith, members
of Augusta Richmond County Commission.
Mr. Johnson: Mr. Attorney, I think we have a need for a legal meeting today?
Mr. MacKenzie: Well, go ahead and call the meeting to order first.
Mr. Johnson: I’d like to call the meeting to order.
1.LEGAL MEETING
A.Pending and potential litigation
B.Real estate
C.Personnel
Mr. MacKenzie: I would entertain a motion to go into a closed legal meeting to
discuss pending and potential litigation, real estate and personnel.
Mr. Johnson: All right. Can I get a motion to that effect?
Mr. Lockett: So move.
Mr. Fennoy: Second.
Mr. Johnson: All right. It’s been properly motioned and seconded. Any further
discussion? Hearing none, vote by the usual sign of voting.
Motion carries 7-0.
Mr. Williams: Mr. Pro Tem?
Mr. Johnson: Yes, sir.
Mr. Williams: I’m sorry, I missed something. I just voted and that’s to go into a legal
meeting, right?
Mr. Johnson: Yes.

Mr. Williams: Did we announce, we did make sure, I wanted to make sure personnel is
on there.
Mr. Johnson: Oh, yeah, it was.
Mr. Williams: And while I’m speaking, I need to have another staff attorney except Mr.
Andrew or Ms. Smitherman in that meeting if I can. I’d like to address some personnel issues
with them as well so how do we do that? I don’t need those two to be present in the –
Mr. Johnson: Well, we’ve got Wayne Brown here. He can sit in on that. We’re now in
legal.
[LEGAL MEETING]
The Mayor Pro Tem called the meeting back to order.
2.Motion to approve the execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit.
Mr. Williams: So move.
Mr. Mason: Second.
Mr. Johnson: All right. The motion’s been made and seconded. Any further discussion?
Hearing none, vote by the usual sign of voting.
Motion carries 7-0.
Mr. Johnson: Okay. Mr. Williams.
Mr. Williams: I’ve got another motion I need to make.
Mr. Johnson: Okay, go ahead.
Mr. Williams: My motion is to approve the, my motion is to approve transition, I’m
sorry, my motion is to approve the termination for Mr. Fred Russell as Administrator
effective December 31, 2013.
Mr. Johnson: That’s your motion? Do we have a second?
Ms. Davis: Second.
Mr. Johnson: All right. It’s been properly motioned and seconded. Any further
discussion? Hearing none, vote by the usual sign of voting.

Motion carries 7-0.
Mr. Johnson: Okay. Did you have your hand up, Commissioner Lockett?
Mr. Lockett: Yes, I do as soon as I get through fumbling around here and writing and so
Mr. Chairman, I’d like to make a motion to task the Human Resources Director to

immediately begin a search for a qualified professional service firm for a certified and
qualified Administrator.
Mr. Mason: Second.
Mr. Johnson: All right. It’s been properly motioned and seconded. Any further
discussion? Hearing none, vote by the usual sign of voting.
Motion carries 7-0.
Mr. Johnson: All right, gentlemen, no further business before legal, we stand adjourned.
