CALLED MEETING COMMISSION CHAMBER
November 25, 2013
Augusta Richmond County Commission convened at 12:00 Noon, Monday, November
25, 2013, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, D. Smith, Williams, Johnson, Jackson, Davis and
G. Smith, members of Augusta Richmond County Commission.
ABSENT: Hons. Fennoy and Mason, members of Augusta Richmond County
Commission.
Mr. Mayor: In the interest of everybody’s time and seeing as we now have a quorum, I’d
like to go ahead and call the legal meeting to order. Mr. Attorney.

Mr. Brown: Good afternoon, Mayor and Commissioners. We’d like to go into legal
session for potential litigation.
Mr. Mayor: Can I get a motion to that effect?
Mr. Johnson: So move.
Mr. G. Smith: Second.
Mr. Mayor: Yes, sir, Commissioner Williams.
Mr. Williams: The one item that the attorney has stated, are we going to have personnel
as well?
Mr. Mayor: Mr. Attorney.
Mr. Brown: This is just for potential litigation.
Mr. Williams: I’d like to add personnel as well to that so we can –
Mr. Mayor: Okay.
Mr. Brown: And personnel.
Mr. Mayor: We have got a motion that’s been properly seconded. Commissioners will
now vote by the usual sign.
Ms. Davis out.
Motion carries 7-0.
Mr. Mayor: We are in legal.

Mr. Mayor: I’ll go ahead and call the meeting back to order.
2.Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. Brown: We’ll request a motion to close the legal meeting.
Mr. Mayor: Do we need a motion to close it?
The Deputy Clerk: The affidavit.
Mr. Mayor: Can I get a motion to that effect?
Mr. D. Smith: So moved.
Mr. Mayor: Do we have a second?
Mr. Johnson: To execute the affidavit?
Mr. Brown: Yes.
Mr. Johnson: Okay.
Mr. Mayor: Motion to execute the closed meeting affidavit. We have a motion. Do we
have a second?
Mr. Johnson: Second.
Mr. Mayor: We have a motion that’s been properly seconded. Commissioners will now
vote by the usual sign.
Ms. Davis and Mr. Lockett out.
Motion carries 6-0.
Mr. Mayor: Mr. Brown.
Mr. Brown: We would request a motion be made to approve a resolution by
Augusta, Georgia Commission to engage the services of Anderson & Kreiger, LLP to
represent Augusta, Georgia and its interest at the Augusta Regional Airport at Bush Field
related to a class action petition against the Transportation Security Authority at no costs
to Augusta and to provide an effective date and for other purposes.
Mr. Mayor: Can I get a motion to that effect?
Mr. Williams: So move.
Mr. G. Smith: Second.
Mr. Mayor: We have a motion that’s been properly seconded. Commissioners will now
vote by the usual sign.
Mr. Lockett out.
Motion carries 7-0.
Mr. Mayor: Mr. Brown.
Mr. Brown: We request a second motion to approve a resolution authorizing the
settlement of all claims by and against Dorseta Bucknor in the aggregate amount of
$15,000; authorizing the Mayor to execute settlement documents and the Finance
Department to disburse the amount of $15,000; waiving Augusta, Georgia’s Code of
Ordinances Sections in conflict for this instance only and for other purposes.
Mr. Mayor: Can we get a motion to that effect?
Mr. Lockett: So move.
Mr. Johnson: Second.
Mr. Mayor: We have a motion that’s been properly seconded. Commissioners will now
vote by the usual sign.
Motion carries 8-0.
Mr. Mayor: If there’s no further business to come before the body, we stand adjourned.
