CALLED MEETING COMMISSION CHAMBER
October 7, 2013
Augusta Richmond County Commission convened at 12:00 Noon, Monday, October 7,
2013, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, Williams, Fennoy, Jackson and Davis, members of
Augusta Richmond County Commission.
ABSENT: Hons. Johnson, Mason, D. Smith and G. Smith, members of Augusta
Richmond County Commission.
Mr. Mayor: In the interest of time I’ll go ahead and call the legal meeting to order in
what Mr. MacKenzie is telling me it should be a brief legal meeting? Mr. MacKenzie.
1.LEGAL MEETING
A.Pending and potential litigation
B.Real estate
C.Personnel
Mr. MacKenzie: I would entertain a motion to go into a closed meeting to discuss
pending and potential litigation, real estate and personnel.
Mr. Fennoy: I so move.
Mr. Williams: Second.
Mr. Mayor: We have a motion that’s been properly seconded. Commissioners will now
vote by the usual sign.
Motion carries 6-0.
Mr. Mayor: We are in legal.

Mr. Mayor: I’ll go ahead and call the meeting back to order. Mr. MacKenzie.
Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit.
Mr. Mayor: Can I get a motion to that effect?
Mr. Lockett: So move.
Mr. Fennoy: Second.
Mr. Mayor: Motion’s been properly made and seconded. Commissioners will now vote
by the usual sign.
Motion carries 6-0.
Mr. Mayor: We have two other items. One Wayne will do.
Mr. Brown: It is a motion to approve and authorize the Mayor and Clerk of
Commission to execute a Quitclaim Deed entitled “Department of Transportation
Quitclaim Deed”, releasing its fifa interest in the road widening strips/portions being
acquired by the State of Georgia at 4150 Windsor Spring Road, specifically retaining its
interest in the remainder of 4150 Windsor Spring Road.
Mr. Mayor: Can I get a motion to that effect?
Mr. Lockett: So move.
Mr. Fennoy: Second.
Mr. Mayor: We have a motion that’s been properly seconded. Commissioners will now
vote by the usual sign of voting.
Motion carries 6-0.
Mr. Mayor: Mr. MacKenzie.
Mr. MacKenzie: The last item we have is a motion to approve a resolution
authorizing the settlement of all claims by David P. Pugh in the amount of one hundred
twenty three thousand four hundred and sixty dollars ($123,460); authorizing the
Administrator to disburse this amount and waiving any inconsistent provisions of the
Augusta Code for this instance only.
Mr. Mayor: Can I get a motion to that effect?
Ms. Davis: So move.
Mr. Fennoy: Second.
Mr. Mayor: We have a motion that’s been properly seconded. Commissioners will now
vote by the usual sign.
Motion carries 6-0.
Mr. Mayor: Mr. MacKenzie, I believe that’s all the business we have to come before the
body?
Mr. MacKenzie: That’s correct.
Mr. Mayor: We stand adjourned.
