recommended Award of Phase IV of the Air Carrier and General Aviation
Apron Rehabilitation (the Project) to E.R. Snell Contractor Inc. from
Snellville, GA for the Base Bid Amount of $1,064,648.50. (Bid Item #21-
168) It is hereby requested that the Augusta Commission approve this
Construction Contract to E.R. Snell Contractor Inc. in the amount of
$1,064,648.50 to Rehabilitate Air Carrier and General Aviation Apron Ph IV.

5th Amendment to Concessions Agreement- Sterling

Caption:Motion to approve the 5th Amendment to the Concessions
Agreement with Sterling Restaurant & Retail Group, LLC.
Background:Sterling’s cuSterling's concession agreement was recently
extended for an additional two-year period for consideration of
the challenges experienced within the travel industry during
COVID. The new contract expires June 2, 2023. The current
agreement includes three separate locations; the restaurant and
lounge, the retail/news shop located in the hold room area and
the bistro/coffee shop located in the public waiting area of the
Airport. The Airport is still recovering from the loss of
passengers over the last year, which is continuing to impact
Airport tenants. Sterling Management is not currently utilizing
the Bistro space and has agreed to return the location to the
Airport. Additionally, staff has agreed to allow Sterling to
continue using the retail space as storage for beverage, retail and
dry goods storage while selling gifts and notions from the
restaurant/lounge location until June 2, 2022.
Analysis:Airport Management believes there could be an opportunity to
lease the location to a new business, which would generate new
revenues for the Airport and make use of currently empty space.
The Airport cannot issue an RFP to assess possible opportunities
until the location has been released from the current Sterling
Concession Agreement. Airport legal counsel, Ms. Rachel
Mack, has reviewed and approved the amendment to the
contract.

Augusta Regional Airport
Bid documents may be examined at the office of the Augusta, GA Procurement Department, 535 Telfair Street – Room 605, Augusta,
GA 30901. Plans and specifications for the project shall be obtained by all prime, subcontractors and suppliers exclusively from
Augusta Blue Print. The fees for the plans and specifications which are non-refundable is $140.00.
It is the wish of the Owner that all businesses are given the opportunity to submit on this project. To facilitate this policy the Owner
is providing the opportunity to view plans online (www.augustablue.com) at no charge through Augusta Blue Print (706 722-6488)
beginning Thursday, March 4, 2021. Bidders are cautioned that submitting a package without Procurement of a complete set are
likely to overlook issues of construction phasing, delivery of goods or services, or coordination with other work that is material to the
successful completion of the project.

All questions must be submitted in writing by fax to 706 821-2811 or by email to procbidandcontract@augustaga.gov to the office
of the Procurement Department by Tuesday, March 30, 2021 @ 5:00 P.M. No bid will be accepted by fax, all must be received by
mail or hand delivered.
No bid may be withdrawn for a period of ninety (90) days after bids have been opened, pending the execution of contract with the
successful bidder. A 10% Bid Bond is required to be submitted along with the bidders’ qualifications; a 100% performance bond
and a 100% payment bond will be required for award.
Invitation for bids and specifications. An invitation for bids shall be issued by the Procurement Office and shall include specifications
prepared in accordance with Article 4 (Product Specifications), and all contractual terms and conditions, applicable to the
procurement. All specific requirements contained in the invitation to bid including, but not limited to, the number of copies
needed, the timing of the submission, the required financial data, and any other requirements designated by the Procurement

Subject: Rehabilitate Air Carrier and General Aviation Apron -Phase IV
Dear Mr. Judon:
Augusta Procurement has publicly Bid the Plans and Specifications for the proposed rehabilitation of the
existing north commercial aviation apron including but not limited to the rehabilitation of the existing
pavement and new pavement markings (see attached exhibit).
Mead and Hunt, Inc. has reviewed the response to the advertisement for bids (IFB #21-168) for the
Rehabilitate Air Carrier and General Aviation Apron -Phase IV project. Bids were opened and read publicly
on April 14, 2021 at 3:00 pm, local time at the Augusta Procurement Department. Bids were received from
E_R_ Snell Contractor Inc. and Reeves Construction Company.
Based on our review, we recommend awarding the Base Bid to the low bidder, E.R. Snell Contractor Inc_,
in the amount of $1,064,648_50 (See attached Bid Tabulation). The unit costs for each of the items and the
overall project cost are in line with costs for similar projects in the region. After evaluating the costs for this
work, we believe that it is an appropriate amount for the work involved. Based upon our review and the
City's Procurement Department's review, we believe E.R. Snell has submitted a responsive bid and is a
responsible, experienced airport pavement rehabilitation contractor.

Caption:Motion to approve the Contract with ER Snell. On June 24,
2021, Staff recommended Award of Phase IV of the Air Carrier
and General Aviation Apron Rehabilitation (the Project) to E.R.
Snell Contractor Inc. from Snellville, GA for the Base Bid
Amount of $1,064,648.50. (Bid Item #21-168) It is hereby
requested that the Augusta Commission approve this
Construction Contract to E.R. Snell Contractor Inc. in the
amount of $1,064,648.50 to Rehabilitate Air Carrier and General
Aviation Apron Ph IV.
Background:The pavement area being rehabilitated in this Project is the final
apron pavement rehabilitation project and serves an average
volume of commercial and charter aviation traffic throughout the
year in addition to a higher volume of aircraft during The
Master’s golf tournament. This Project’s Base Bid consists of
the rehabilitation of the existing asphalt concrete apron,
including but not limited to the milling and repaving of the
asphalt ramp and the application of new pavement markings.
Analysis:Airport Commission has recommended approving a contract to
E.R. Snell Contractor Inc. for the purpose of Rehabilitating
Phase IV of the Air Carrier and General Aviation Apron based
on Bids received utilizing Bid Item #21-168. Based on these
reviews, Staff recommends awarding the contract to E.R. Snell
in the amount of $1,064,648.50. E.R. Snell’s unit prices for each
of the items and the overall Base Bid amount are in line with
costs for similar projects and the Engineer’s Estimate. Due to the
American Rescue Plan, this project is proposed to be funded
100% by the FAA through the 2021 AIP Grant and the ARP.

Caption:Motion to approve the Contract with Reeves Construction award
for the Taxiway E, E1, E2, and E3 Rehabilitation Project (the
Project) to Reeves Construction Company from Augusta, GA for
the Base Bid, Bid Alt 1, and Bid Alt 2 Amount of
$1,756,443.91. Bid Item #21-207.
Background:The pavement area being rehabilitated in this Project is the
parallel taxiway and connector taxiways that serve the east side
of the airfield and Runway 8-26. Runway 8-26 was removed
from Part 139 certification due to its condition as well as the
condition of Taxiway E, E1, E2, and E3. Taxiway E and the
connectors provide access to Runway 8-26 for general aviation
traffic and is used to taxi and park aircraft during the Master’s
golf tournament. In the last year, the pavement and electrical
system for Runway 8-26 was rehabilitated. This Project’s Base
Bid consists of the rehabilitation of the existing taxiways (E, E1,
E2, and E3), including but not limited to the milling and
repaving of the taxiway pavement and the application of new
pavement markings as well as the installation of new taxiway
edge lights. Bid Alternative 1 includes the application of seal
coat along the taxiway shoulders and Bid Alternative 2 includes
the installation of new electrical conduit along the taxiway
shoulders.
Analysis:Based on these reviews, the Augusta Aviation Commission
recommends awarding the contract to Reeves Construction Co.
in the amount of $1,756,443.91. Reeves’s unit prices for each of
the items and the overall Base Bid, Bid Alt 1, and Bid Alt 2
amount are in line with costs for similar projects and the
Engineer’s Estimate. This project will be funded through a 2022
GDOT grant with the Airport being responsible for 25% of the
cost and GDOT picking up the remaining 75%. This Contract
has been reviewed by Ms. Rachel Mack.
