OVERALL REVIEW  Semi-annual informational meetings to discuss operations and review programs.  Annual “informal” contract/lease review by RPF staff and the user group. If no changes, then continue as written. If changes need to be made, then include Legal and request Commission approval.  Automatic rollover should be a maximum of 5 years, and then require a formal contract review and approval.  Contract language should include SPLOST, audit, staffing, etc. (Volunteer Protection Act)  Better definitions. o Adequate staffing? Define this as it relates to daycamps, afterschool program, rentals, facility operation, etc. o Programs and events should be defined and approved by staff prior to promotion.  Annual audits where appropriate to be included as part of an overall audit.  Hold Harmless/Indemnity/Liability Insurance  Meet all ADA requirements.  City retains the right, and the keys, to enter the facilities as needed. o There may be a need to have “double locks” at certain locations for emergency needs. (Lock and Dam) o User groups have the right to have safe and private storage. SPLOST  If the project is for a City facility, park, etc. then the City will manage the project with input from the user group.  If the City chooses to fund a non-profit group with SPLOST funds then the City would not retain management responsibility for the project. ARPFD  Provide representation at Neighborhood Association meetings at least twice per year based upon the Association’s schedule.  Enforce and carry out the terms of the lease. o Maintain a file on volunteer certifications.  Enhance internal communication. o Divisions who are responsible for maintaining facilities and parks need to be aware of the terms of the leases and agreements. o Safety Coordinator needs up to date information on what the lease agreements include. o ADA compliance for all facilities should be inspected by Safety Coordinator and staff at all facilities.  Rental guidelines should be updated annually with all user groups (staff rates, responsibilities, etc.)  Only a Certified Playground Inspector should inspect equipment—City may need to contract out this service until we have certified staff. Background:The Recreation, Parks and Facilities Department has a number of user agreements with outside user groups who use our parks, fields and recreation centers. Going forward we want to make sure we are consistent in working with these groups and that we maintain contact with the groups on a regular basis. Scott Park from the Futhey R. Babcock Pavilion to the PIONEERS Pavilion. (Referred from February 9 Public Services Committee) Background:On October 19, 2010 at their regular meeting of the Augusta-Richmond County Commission, action was taken to name the new picnic pavilion at M. M. Scott Park for Mr. Futhey R. Babcock. Analysis:At the request of the Belair Hill Neighborhood Association, the picnic pavilion would like to be re-named the PIONEERS Pavilion in order to honor the founder, Mr. Maurice M. Scott Sr. and the co-founders, namely: Mrs. Lola I. Gambriel, Mr. Futhey Babcock, Mrs. Mammie E. Scott, Dr. William L. Graham and Mrs. Margaret E. Pickett. Financial Impact:N/A Alternatives:1.
