Honorary Road Naming Request

Honorary Designations allow citizens the opportunity to honor people that have made significant
contributions to the Augusta Richmond County community. Honorary designations can be made in
memory of an individual. Honorary road names will be displayed for a ten (10) year period. The sign
will then be turned over to the individual that applied for the naming, unless renewed. IT-GIS will
only accept a maximum of ten (10) designations per calendar year. Road designations will be
determined on a case by case basis

The Barnes Family would like to formally request a honorary name
change of Grand Boulevard to Rosa Lee Barnes Boulevard. We
are asking the city of Augusta to consider the name change or
addition to the Grand Boulevard to honor the late Ms. Rosa Lee
Barnes whom was a phenomenal pillar of the Turpin Hill community.
Ms. Barnes owned and operated Barnes's Grocery Store located at
2108 Grand Boulevard for many years. Ms. Barnes didn't only love
and care for her family, she loved and cared for every family in her
community just to name a few unselfish deeds of Ms. Barnes, when
someone came to her store and couldn't afford to feed their family
Ms. Barnes would provide food at no cost . If someone came to her
in need of a place to sleep she provided shelter for them . If you
needed someone to talk to her ears was always open. Ms. Barnes
was a loving, kind woman with a heart the size of this world . Ms.
Barnes was raised at 1034 8th Ave where she later raised her own
children , grandchildren, and great grand children,. Not only did she
own business she also owned three homes in the neighborhood .
As it still stand family members are still residing in them today.
Unfortunately Ms. Barnes was brutally killed at the tender age 83
July 11. 1997 by a drive by shooting, while sitting on the side of her
bed at 1034 8th Ave. Every year the family host a day of
remembrance for our beloved . we invite the entire community for
food and fellowship in her honor, this is something we've host for
the last 21 years. Our family would like to express our gratitude for
allowing us to create a Memorial Garden in Ms. Barnes memories at
2016 Grand Blvd as a special thanks to the City of Augusta. This
garden is such beautiful addition to this neighborhood. The family
would like to thank you in advance for your consideration and we
look forward to hearing from you soon.

RESOLUTION
WHEREAS: Katrina Moore, on behalf of the Augusta community, initiated a request for an Honorary Road Name Designation for Grand Blvd.
WHEREAS: It is proposed that Grand Blvd. be assigned an honorary name of Rosa Lee Barnes Blvd., not altering the official name Grand Blvd.;
WHEREAS: The honorary designation request does meet requirements for cultural, historical,
humanitarian, area lineage and/or distinguished career justification, in addition to its geographic affiliation;
WHEREAS: This honorary designation request is being made to honor the significance
Rosa Lee Barnes has made to the Richmond County community for
her deep personal commitment to the welfare of her fellow citizens;
NOW THEREFORE, BE IT RESOLVED BY THE AUGUSTA COMMISSION:
THEREFORE: Let it be known that Augusta, Georgia does hereby assign the Grand Blvd the honorary name of Rosa Lee Barnes Blvd. Traffic Engineering is to be notified of the honorary designation and the requested road signs should be erected accordingly.

Background:Ms. Katrina Moore, on behalf of the Augusta community,
initiated a request for an honorary road name designation for
Grand Blvd. to honor Mrs. Rosa Barnes. The request has been
endorsed by Commissioner Dennis Williams and Commissioner
Francine Scott. Mrs. Rosa Lee Barnes, whom was a phenomenal

neighborhood. Mrs. Barnes was raised at 1034 8th Ave. where

GEORGIA E-Verify and Public Contracts: The Georgia E-Verify law requires contractors and all sub-contractors on Georgia public contract
(contracts with a government agency) for the physical performance of services over $2,499 in value to enroll in E-Verify, regardless of the
number of employees. They may be exempt from this requirement if they have no employees and do not plan to hire employees for the
purpose of completing any part of the public contract. Certain professions are also exempt. All requests for proposals issued by a city

Background:The Augusta Fire Department and the Procurement Department
have concluded the bid process for Bid Item #21-084A
Firefighting & Ballistic Protective Clothing. Vendors were
permitted to bid on both sections or per section. After review of
the compliant bid proposals by the Fire Department and
Procurement Representatives, Ten-8 Fire & Safety Equipment
was the lowest bidder who met all the specified requirements of
Section I - Protective Clothing. Uniforms by John was the
lowest bidder who met all the specified requirement of Section II
- Ballistics.
Analysis:Ten-8 Fire & Safety was the lowest bidder that met all the bid
specifications for Section II Protective Clothing and Uniforms
by John was the lowest bidder that met all the bid specifications
for Section II - Ballistics. If awarded, these contracts will be
valid for two years with (3) one year options, if so requested by
the Augusta Fire Department.
Financial Impact:Funding for this contract is allocated in the Fire Department's
operational budget. The Fire Department estimates the annual
contract to be approximately $150,000.

This is a 2-year contract with three one-year options. The Fire
Department will be purchasing 15 sets of protective clothing at a
cost of $40,407 from the 2021 budget. The remaining items for
the first year will be purchased in 2022 at a cost of $109,593.
Funds are budgeted in the Fire Department operational account
274-034110-5311420 for both 2021 and 2022.

Dear BOOST Grants Program Applicant,
We received over 200 applications for The Building Opportunities in Out-of-School
Time (BOOST) Grants Program, which seeks to leverage out-of-school time and
whole child supports to address learning loss in Georgia. As the program
administrator, the Georgia Statewide Afterschool Network (GSAN) is pleased
to inform you that the Georgia Department of Education (GaDOE) has
approved a grant award for your afterschool and/or summer program.
Congratulations! This was a highly competitive grant, and we celebrate with you
on your success. Your approved grant amount for Year 1 can be found online using
the Grantee Award List.
The BOOST funding recommendations are based on your application’s overall
percentile score in comparison to all other applicants on each required element of
the application and also considered your organization’s dosage of programming.
Each application was fully read and scored by 5 qualified readers. More information
on this process can be found in the Application Scoring & Rubric section of the
BOOST FAQ document and the BOOST Grants Request for Proposals on the GSAN
website.
All funded organizations must be prepared to comply with all GaDOE Conflict of
Interest and Disclosure Policies, all GaDOE Program Specific Assurances, and all
requirements and expectations of the BOOST Grants Request for Proposals. In
addition, before accepting BOOST funding, organizations should self-assess and
affirm their capacity to:
carry out their programming within available financial resources,
o Note: Your grant award may be less than you requested – consider
carefully if the awarded funds are sufficient to operate programming.
GSAN will work with you to adjust any service projections accordingly.
attend and engage in required training and technical support with GSAN,
collect any required data and outcome measures as described in the RFP,
participate in any reasonable program evaluation efforts,
utilize 3 months of working capital, if necessary, to begin programming while
trainings are conducted and budgets finalized and reviewed (GaDOE
anticipates processing reimbursements monthly thereafter).
If you are unsure of your organization’s ability to meet the requirements of the
BOOST program, if you have questions regarding the requirements, or if you wish to
decline your grant award, please contact GSAN at boost@georgiavoices.org as soon
as possible. Please submit any questions or concerns related to grant
acceptance by Friday, October 8. Your formal contract (forthcoming) with
GaDOE will be your written acceptance of this grant award.
Next Steps
As 1 of 104 organizations funded in the BOOST program, you will be expected to
actively engage in the intake and orientation process. Below are 3 important steps
to take as implementation begins:
1. Complete the brief, online BOOST Grantee Intake Form. We recommend
a senior member of management complete this form.
2. If you are NOT already a registered vendor for the State of Georgia,
complete the Supplier Management Form as soon as possible. You must
also submit a current W‐9 dated within the past 12 months. Send these
documents to boost@georgiavoices.org with the subject line “Vendor Forms”
NO LATER THAN FRIDAY, OCTOBER 15. On the Supplier Management
Form:
a. Do not complete Section 1; only complete Sections 2-6.
b. In Section 2, the driver’s license number and state are optional fields.
c. In Section 2, the contact email should be that of the chief executive.
d. You do not have to include a voided check; however, if you do, the
process will likely be faster.
3. Spread the good news within your own networks! GaDOE’s press release
should be issued on September 30, 2021 and GSAN will also begin public
messaging on the same day. GSAN will provide a small media kit early
next week to support your communication efforts, including social
media templates, boilerplates, and suggested images. In the meantime,
GSAN is happy to support your efforts! Contact us if you’d like us to provide a
quote or statement specific to your organization.
4. Stay tuned! In the coming weeks you will receive additional information
regarding a readiness assessment, grantee networking opportunities, and
virtual orientation sessions that will cover program requirements and
eligible expenses, vendor status and collaborations with LEAs, training and
technical assistance, data collection, and program sustainability. We hope to
provide these dates by October 8 and complete all orientation sessions by the
end of November. We will also support you in signing your formal contract
with GaDOE, which we anticipate will be issued by October 15.
To recap, there are two immediate dates to remember:
Submit to GSAN any initial questions or concerns regarding your grant award
by October 8.
Complete and submit to GSAN your W-9 and GaDOE Supplier Management
Form by October 15.
Your afterschool and/or summer learning program is critical to the long-term
recovery and support of Georgia’s children and families, as well as in addressing
