Emergency Management Ordinance
Department:Fire
Presenter:Christopher E. James, Fire Chief/EMA Director
Caption:Motion to approve the Emergency Management Ordinance and
authorize the Mayor to sign the ordinance.
Background:The emergency management ordinance establishes some of the
emergency management and response powers of the county, the
Mayor, and the Emergency Management Director. The
ordinance is from the ACCG 4th Edition Model Emergency
Management Ordinances and Agreements. The emergency
management ordinance is required for Augusta to receive a
disaster match from GEMA/HS for federal grants and for
reimbursement of a federally declared disaster.
Analysis:The ordinance is from the ACCG 4th Edition Model Emergency
Management Ordinances and Agreements.
Financial Impact:None at this time. If not approved, Augusta will not be eligible
for 10% match from GEMA.

Memorandum for Applied Learning Experience with AU
Department:Augusta Animal Services
Presenter:Crystal Eskola
Caption:Approval of MOU with Augusta University for the Applied
Learning Experience.
Background:Students complete hands on applied learning in specific fields to
enhance their over all learning experience and knowledge. For
instance, student may create a marketing plan for our
department. This MOU with Augusta University would open
the field of ALE to all students in the various colleges that
comprise AU. Until now, we have worked with the Hull
College of Business.
Analysis:This opportunity is available to Augusta Animal Services when
the students career interest would benefit from hands on
experience working in the animal management/welfare field.
Financial Impact:This opportunity is available at no cost to AAS. The student
provides their own supplies and transportation.
Alternatives:Do not approve the MOU and we do not get to take advantage of
this opportunity.
Recommendation:Motion to approve the MOU between The Board of Regents of
the University System of Georgia by and on behalf of Augusta
University and Augusta Animal Services.

State Court Accountability Court Programs.
Background:The Accountability Court has contracts with several agencies
who assist with providing counseling and medical assisted
treatment for those who elect to enroll in the program and
request additional treatment for alcohol and drug abuse.

SAMHSA, a federal grant, effective October 1, 2018.
Compensation will be $4,576 per year per participant with
