1. Motion to receive as information that Augusta, Georgia, has entered into a 2
year contract, with three (1) year renewals, with EMS Management &
Consultants, Inc. to provide medical billings for EMS services rendered by the
Augusta Fire Department. EMS Management & Consultants, Inc. fees for
billing with be 5.75 % of fees collected.

Caption:Motion to receive as information that Augusta, Georgia, has
entered into a 2 year contract, with three (1) year renewals, with
EMS Management & Consultants, Inc. to provide medical
billings for EMS services rendered by the Augusta Fire
Department. EMS Management & Consultants, Inc. fees for
billing with be 5.75 % of fees collected.
Background:The Augusta Fire Department provides a two-tier EMS response
program. On all dispatches for EMS service, a fire company
may be dispatched to evaluate the need for service, provide
medical assistance and stabilize the patient and collect data
regarding patient condition and billing information.
Analysis:: Augusta Fire Department EMS, as First Responder, usually
arrive first on the scene of a medical emergency and begin
treating the injured. Quick response to injured patients is critical
to their treatment and recovery. Augusta, Georgia should be
compensated for EMS related calls and treatments. We will only
bill patients when they are transported by Augusta Fire
Department ambulance.
Financial Impact:All fees under this contract will be provided from funds
collected.

It could save your life.
Georgia’s Yellow Dot Program is a free program that may help
save your life. When seconds count, make sure first responders
have the information they need.
Why should I participate in the Georgia Yellow Dot Program?
Providing information on medical conditions, medications, or medical allergies will
help medical professionals make the best decision about your emergency medical
treatment. The Georgia Yellow Dot Program lets first responders know that you have
completed a personal information form and where they can find it.
How does it work?
It’s as simple as filling out a form and placing a Yellow Dot decal on your vehicle or
near the main entrance to your home. This decal will alert first responders that vital
medical information is stored in the glove compartment of your vehicle, saddlebag of
your motorcycle or on the refrigerator in your home.
How Can I Participate?
Visit one of our enrollment sites to pick up a packet for your home and for each vehicle
you drive. Each person should use their own packet. A list of enrollment sites is
available on the back of this flyer. Additional sites are being added all the time. For the
most current list, visit http://aging.ga.gov/yellow-dot-program.

RESOLUTION
A RESOLUTION IN SUPPORT OF IMPLEMENTING GEORGIA'S
YELLOW DOT PROGRAM
WHEREAS,the Division of Aging Services of the Georgia's Department of Human
Services has established the Georgia's Yellow Dot Program as a free program to help save
lives;
WHEREAS, the Georgia's Yellow Dot Program has been implemented in other
municipalities in Georgia;
WHEREAS, the Georgia's Yellow Dot Program provides first responders with
information regarding a person's medical conditions, medications, medical allergies and
recent surgeries to help medical professionals make the best decision about the person's
emergency medical treatment;
WHEREAS, the Georgia's Yellow Dot Program requires a person to fill out a form
and place a Yellow Dot decal on their vehicle or near the main entrance of their home to
alert first responders that vital medical information is stored in the glove compartment
of their vehicle or on the refrigerator in their home;
NOW,THEREFORE,THE COMMISSION OF AUGUSTA,GEORGIA HEREBY
RESOLVES to support and implement the Georgia's Yellow Dot Program throughout its
jurisdiction to make sure citizens of the community are getting the care they need during
an emergency.
FURTHER, the Commission hereby directs the establishment of the Georgia's
Yellow Dot Program in accordance with the guidelines and procedures of the Division of
Aging Services of the Georgia's Department of Human Services.
THIS RESOLUTION supersedes any other previous resolutions,proclamations,or
directives in conflict. THIS RESOLUTION shall take effect immediately and shall remain
in effect until such time as the Commission rescinds it.

Per our conversation, will you please place the following on the next Public Safety Committee Agenda:
Augusta is participating in Georgia's Yellow Dot Program. Age Friendly Augusta was appointed by the
governing bodyto take the lead in the implementation of the program in Augusta. The support of the
Public Safety Committee and the Commission is needed to solicit the support of all first reJponder
agencies in the CSRA. The Yellow Dot Program is designed to save lives during critical "golden hour."
A train-the-trainer training session was held on July 9, 2018. A roll out of the program will be held in
approximately 3o days. The Georgia Department of Public Health provided the first looo packets at
no cost to the City. We anticipate the receipt of an additional 5oo packets after which time we will
need to purchase our own packets. Some municipalities have received donations from the business
community to procure these packets.
