A Mandatory Pre Bid Conference Bid Item 18-148 will be held on Friday, January 26, 2018 @ 11:00 a.m. in the Procurement
Department, 535 Telfair Street, Room 605, Augusta, GA 30901. A Mandatory Site Visit will follow.
All questions must be submitted in writing by fax to 706 821-2811 or by email to procbidandcontract@augustaga.gov to the office
of the Procurement Department by Tuesday, January 30, 2018 @ 5:00 P.M. No bid will be accepted by fax, all must be received
by mail or hand delivered.
The local bidder preference program is applicable to this project. To be approved as a local bidder and receive bid preference an
eligible bidder must submit a completed and signed written application to become a local bidder at least thirty (30) days prior to
the date bids are received on an eligible local project. An eligible bidder who fails to submit an application for approval as a local
bidder at least thirty (30) days prior to the date bids are received on an eligible local project, and who otherwise meets the
requirements for approval as a local bidder, will not be qualified for a bid preference on such eligible local project.
No bids may be withdrawn for a period of sixty (60) days after bids have been opened, pending the execution of contract with the
successful bidder.
Invitation for bids and specifications. An invitation for bids shall be issued by the Procurement Office and shall include specifications
prepared in accordance with Article 4 (Product Specifications), and all contractual terms and conditions, applicable to the
procurement. All specific requirements contained in the invitation to bid including, but not limited to, the number of copies
needed, the timing of the submission, the required financial data, and any other requirements designated by the Procurement
Department are considered material conditions of the bid which are not waiveable or modifiable by the Procurement Director.
All requests to waive or modify any such material condition shall be submitted through the Procurement Director to the appropriate
committee of the Augusta, Georgia Commission for approval by the Augusta, Georgia Commission. Please mark BID number on the
outside of the envelope.
Bidders are cautioned that acquisition of BID documents through any source other than the office of the Procurement Department
is not advisable. Acquisition of BID documents from unauthorized sources placed the bidder at the risk of receiving incomplete or
inaccurate information upon which to base his qualifications.

Background:The fire department currently has 19 front-line engines; 6 front-
line aerial trucks and 2 ambulances. Fire apparatus and
ambulances have Defibrillators but the Fire Department only has 2
Cardiac Monitors. Purchasing additional Cardiac
Monitors/Defibrillators will allow Paramedics and EMTs to
provide advanced life support to our citizens in more areas.
Analysis:With the increase of Paramedics and EMT’s in the Augusta Fire
Department, we have the personnel to provide advanced life
support to our citizens. However, we need equipment required for
advanced life support. The purchase of additional Cardiac
Monitors/Defibrillators, will allow the Augusta Fire Department
to provide advanced life support in more areas in Richmond
County.
Financial Impact:$29,600.00 each) $59,200.00 for two

Everyone,
I am requesting that we do not address these questions and that my colleague withdraw them for
the following reasons:
* The information requested can be used against Augusta in the upcoming Zone provider
hearing* This same information is protected under attorney client privilege due to ongoing zone
litigation* This information will give any company an unprecedented advantage over the city of
Augusta in determining the Zone status* These questions are referencing an EMS program versus the purchase of two ambulances* They also reference a program that does not exist, which requires speculation and
assumptions.
It is for the above stated reasons and much more unsaid that we should abstain from these
questions until the zoning case is resolved.
Why would we put the city of Augusta in perl with this kind of information going to the parties
that the city must compete with.
I certainly hope common sense will prevail. Thank you for your attention.

Chief James, the response that you have been helpful but raises some other questions and I know
there is not enough time to ask tomorrow. Would you respond to the additional questions to
make sure what direction and will it be feasible to go in this direction.
' It was my understanding everything that was approved in the 2018 Budget was to replace
equipment. Are the costs now to add new equipment for new ambulances that haven't even been
purchased yet or to replace old equipment?
' You mentioned MDTs and Cardio Monitors. Is there ayearlymaintenance fee incurred?
' Will these new ambulances need stretchers or is that included in the $455,2t6 price tag.
' Were the 2 stretchers presented to the commission previously not to replace your current
ones?
' How much does it cost to install the stretchers and what is the cost of yearly maintenance?
' Let's assume you had a l00o/o collection rate in 2017 . If every patient transported had
insurance and it paid the top amount you showed, you would have collected around $20,000 with
mileage figured in. A billing service is then going to take a percentage of that. So if you had a
100% collection rate in 2017, it is probably safe to say you would have brought in around
$15,000 to $18,000 depending on the billing service fees. Does this sound about right to you? I
assume you will have some patients with no insurance that don't pay anything, and others with
commercial insurance that pays more. The Medicare number seems like a good average to go
off of.
' What are your projected costs to staff 4 ambulances 24 hours aday?
' You have an ad for Part time EMTS and Paramedics at $13.50 and $16.50 an hour. If you
filled one ambulance 24 hours a day with part timers and never went into overtime, the EMT
would run you $118,260 (13.50 x 24 hours a day x 365 days a year) with no overtime or benefits
factored in. The paramedic would nrn you S144,540 (16.50 x 24 hours a day x 365 days a year)
with no overtime or benefits factored in. To run one ambulance 24 hours a day with no overtime
or benefits factored in according to your math will cost $262,800 a year. Four ambulances then
would cost $1,051 ,200 a year. Does this sound like it would be your minimum costs to operate
an ambulance 24 hours a day?
' We know benefits and overtime will make that number skyrocket.
' How many EMTs and Paramedics are you planning to hire part time?
' What are your anticipated fuel costs?
' What are your anticipated linen costs?
' What are your anticipated bio-medical waste disposal costs?
Will additional IT staff be needed to be hired?
' Will more dispatchers be needed to be hired?
' Are there any other staff you plan to hire?

Caption:Approve a request from the Richmond County Sheriff's Office to
use the monies from the sale of Forfeited/Abandoned firearms
($275,400.00) for use to enhance law enforcement operations
within the agency.
Background:In February of 2018 The Richmond County Sheriffs Office
working with the Richmond County Procurement Department
solicited bids for vendors to purchase surplus weapons in the
possession of RCSO. State law requires the agency to auction
forfeited/abandoned weapons. Upon inspection of the weapons by
qualified bidders, Sierra Auction submitted a bid of $275,400.00
(Bid Item #18-151). The Richmond County Sheriffs Office would
use the monies to purchase items to enhance it's operations. (See
