Background:A Letter of Map Revision (LOMR) is FEMA’s modification of a Flood Insurance Rate Map (FIRM). A LOMR officially revises the FIRM and the Flood Insurance Study (FIS) and the flood hazard updates shown within the LOMR are then used to rate flood insurance policies and enforce flood insurance and development requirements from the effective date of the LOMR going forward. The City must adopt all Letter of Map Revisions approved by FEMA as part of staying in compliance with the National Flood Insurance Program (NFIP). In February of 2017, Southern Partners, on behalf of Coel Development Company, prepared a LOMR based on a detailed flood study (hydraulic analysis, hydrologic analysis and updated topographical data) of three tributaries of Butler Creek – Tributaries A, B, and C - that lie along the southern boundary of the future development area of Haynes Station subdivision. Haynes Station is located off Gordon Highway between Fort Gordon Gates 1 and 2. LOMR 17-04-3443P was adopted by the City of Augusta on February 20, 2018 with an effective date of May 2, 2018. Analysis:The initial study in 2017 / 2018 resulted in a 3,400-foot long section of Butler Creek Tributary A being reclassified from a Zone A to Zone AE, with Base Flood Elevations (BFEs), a 610- foot long section of the Butler Creek Tributary B being reclassified from a Zone A to Zone AE, with Base Flood Elevations (BFEs), and a 810-foot long section of Butler Creek Tributary C being reclassified from a Zone A to Zone AE, with Base Flood Elevations (BFEs). All three tributaries are located on Flood Insurance Rate Map (FIRM) 13245C 0085F which will reflect the new flood hazard boundaries along these sections of the Butler Creek. The study should have also revised the Flood Insurance Study (FIS) report for Butler Creek Tributaries A, B, And C; however the information never was changed on Flood Profile 11P. Update of the BFE for Butler Creek Tributary A within Richmond County (and Incorporated Areas), Georgia based on the hydraulic analysis for the LOMR (Case No 17-04- 3433P) that became effective on May 25, 2018. The BFE for a portion of Butler Creek Tributary A shown on the current Flood Profile 11P does not reflect the results of the hydraulic analysis from Case No 17-04-3443P. Therefore, the LOMR revises the Flood Profile 11P, effective November 15, 2019, to reflect the hydraulic analysis from LOMR 17-04-3443P. All property owners affected were previously notified of the revisions to both the FIRM and the FIS by a legal notice published in the Augusta Chronicle on 1/18/2018 and 1/25/2018 pursuant to the information found in LOMR 17-04-3443P. No further legal notice is required with this action. Financial Impact:The financial impact to the City of Augusta is minimal and involves staff time to incorporate digital data into Augusta’s GIS that reflect the revisions to the Flood Profile. Alternatives:If the Letter of Map Revision (LOMR) is not adopted, the City may fall out of compliance with the National Flood Insurance Program (NFIP) minimum standards. Sanctions and/or suspension are options that could be exercised by FEMA, resulting in property owners City-wide not having the ability to purchase federally-backed flood insurance Recommendation:Adoption of the Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) as revised by Letter of Map Revision (LOMR) 21-04-3238X, Effective December 27, 2021. Clerk of Commission Engineering Services Committee Meeting 10/12/2021 1:15 PM Approve Purchase for Traffic Signal Adaptive Timing Systems Department:Engineering Presenter: Caption:Approve the sole source purchase of seven (7) Emtrac Priority Systems Specialists traffic signal adaptive timing systems in the amount of $29,514. Funding is available in SPLOST VII Fort Gordon Gate Operation Enhancement project. Background:Fort Gordon, in cooperation with Georgia DOT and Augusta, GA have been improving the access through Gate 6 and along Gordon Hwy in Richmond County. Gordon Hwy is currently being widened to accommodate this change by Fort Gordon. In order to improve traffic safety and flow, along with reducing traffic delay and improving the level of service, Augusta Traffic Engineering has been working in step with GDOT to expand our intelligent transportation system (ITS) network out to the newly renovated Gate 6. Already, new fiber optic cable and network equipment has been installed to accomplish this goal. The last step needed is to purchase the adaptive traffic signal timing systems Augusta currently employs along major streets in the area as a Sole Source Procurement from Signal Preemption Systems. Analysis:This request will allow Augusta Traffic Engineering to complete the Gordon Hwy and Gate 6 intelligent transportation system upgrades. Financial Impact:Adequate funds are available in the SPLOST VII Fort Gordon Gate Operational Enhancement project. Alternatives:1) Approve the sole source purchase of the Emtrac Priority Systems adaptive traffic signal system. 2) Do not approve. Recommendation:Approve Alternative Number One. Clerk of Commission 1 | 4P a g e Hunting in Phinizy Swap Area Augusta, GA 2060 Lock & Dam Road Parcel Assessment Summary Report By: Hameed Malik, Ph.D., PE, Director Engineering Background: On 9/14/2021, Mr. William Quackenbush requested permission to hunt deer (Bowhunting) on the Augusta, Georgia (City) owned property at Phinizy Swap area near the Old Bait Shop area. Land use: Area of interest is shown as Exhibit A. It is 359 acres land track. The land track is purchased by the Augusta Utilities Department (AUD) for construction of “Contracted Wetland” tertiary treatment system for Messerly Wastewater Treatment Plant. Due to the land’s close proximity to the Augusta Regional Airport and concern of bird attraction, significant portion of this tack has been left as wooded land. Two-thirds of this wood land is wetlands and swamp, leaving only one-third for wildlife managed hunting consideration (Area of Interest). Hunting and Hunting Zone assessment: Augusta Utilities Department and Georgia Department of Natural Resources Wildlife Resources Division, Game Management Section were consulted for completing this assessment. Bothe entities have very different prospectives on hunting on the City property. Following paragraphs summarized Summary of findings. EXHIBIT A 2 | 4P a g e A: Augusta Utilities Department (AUD) i) AUD is not supportive of allowing hunting in the “Area of Interest” due to public safety concern and liability risk. Area adjacent to the “Area of Interest” is Phinizy Nature Park and Waste Water Treatment Plant (WWTP) Series of Constructed Wetlands. Both areas have many visitors and staff on the ground on daily basis. It is likely that the City would not have a good method to constrain hunters on the “Area of Interest”. B: Georgia Department of Natural Resources, Wildlife Resources Division, Game Management Section (DNR) i) DNR manages Phinizy Swamp Wildlife Management Area (WMA) (Exhibit C). WMA located North of WWTP and the “Area of Interest” (Exhibit B). This 1,500-acre property offers hunting opportunities for deer (Archery), turkey, small game and waterfowl. There are also five ponds that provide walk-in fishing opportunities at Phinizy Swamp. DNR is supportive of allowing Archery hunting in the “Area of Interest” and indicated that the “Area of Interest” can be added to the existing Phinizy Swamp WMA under memorandum of agreement (MOA) between the City and DNR. Several other cities have entered into WMA agreements with DNR using a memorandum of agreement. DNR suggesting that archery only hunting on this parcel would be the best way to allow hunting access with the least amount of disturbance to surrounding area users. ii) DNR also suggested the City to entertain several other potential hunting access ideas. Allowing alligator hunting access for several weeks of alligator season (for example, August 15 – September 1) to the Mayor’s fishing hole, Lake Olmstead, and the Gordon ponds (on either side of Gordon Hwy near New Savannah Rd) could decrease the number of nuisance alligator calls DNR receives from these waterbodies and provide an opportunity for area hunters to harvest an alligator. EXHIBIT B 3 | 4P a g e EXHIBIT C 4 | 4P a g e Recommended Path: AUD concerns shall be mitigated prior to allowing hunting at the “Area of Interest”. It warrants a detailed discussion among the City Administrator, AUD and DNR to reach a consensus. In the event that AUD concerns are not fully mitigated then hunting at the “Area of Interest” shall not be permitted.
