1. Report from the Administrator regarding the identification of a funding source
for the installation of four speed humps along Bellemeade Drive with a
construction cost of $14,000. Also approve the creation of a new speed hump
fee district for the parcels adjacent to Bellemeade Drive. Funding is available
in SPLOST IV Recapture funds. (Referred from July 14 Engineering
Services Committee)

drainage ditch along Gordon Highway from Wright One Paint & Body to Action:
Milledgeville Road. Also evaluate and improve the ditch that carries this Approved

Background:The abandonment request has been reviewed by all essential
county departments and administrators and approvals were
received to this abandonment request. The map of said portion
of Parham Road (off Gordon Highway), Tract 5-B, and Tract 6
is attached.
Analysis:In addition to the information provided in the above Background
section, publication notices will be made for a public hearing to
be held, with results to be presented to the Commission. Notice
to the property owners located thereon will be made, pursuant to
O.C.G.A. §32-7-2(b)(1).
Financial Impact:Cost of publication and advertisement of public hearing.
Alternatives:Approve or deny request to determine that portion of Parham
Road (off Gordon Highway), Tract 5-B, and Tract 6 be

Recommendation:

Background:The abandonment request has been reviewed by all essential
county departments and administrators and approvals were

be held, with results to be presented to the Commission. Notice
to the property owners located thereon will be made, pursuant to
O.C.G.A. §32-7-2(b)(1).

and repair speed control system for pump turbine number 9 at
the Goodrich Street Raw Water Pumping Station.
Background:The speed control system for the number 9 pump turbine at the
Goodrich Street Raw Water Pumping Station began to develop
operational issues. Our evaluation of the system indicated that
there were apparent alignment issues with the system. In order to
determine the extent of the issues and develop a repair plan we
enlisted the services of K Machine Industrial Services. This
vendor has significant experience in successfully addressing
similar issues in the past with this type of equipment. During
their evaluation it was determined that some replacement
components would need to be fabricated in order to provide a
stable system. The additional work required has increased the
project cost above $25,000.00.
Analysis:The additional work is being performed as an emergency
procurement with a total project cost of $37,035.00.
Financial Impact:$37,035.00
Alternatives:None Recommended
Recommendation:Ratify emergency procurement of services.

EXHIBIT A
A RESOLUTION TO AMEND THE AUGUSTA, GEORGIA CODE
CHAPTER 3, ARTICLE 1 AND ARTICLE 2, RELATING TO
STREETLIGHTING MANAGEMENT; TO ADJUST THE
STREETLIGHTING FEE RATE STRUCTURE.
THIS RESOLUTION, adopted by the Augusta-Richmond County
Commission (“Commission”);
WHEREAS, street lights are an integral public service provided by
municipalities and are a critical element of a safer roadway system; and
WHEREAS, pursuant to Ordinance No. 7681, as codified in The Augusta
Code Chapter 3, Article I and Article II (“Exhibit A”), street lighting districts can
be established in the county and the Commission may adjust the Streelighting
Management Program charges at any time by ordinance or resolution; and
WHEREAS, on September 4, 2018, the Commission established a
residential street light fee rate of $85.00 and commercial street light fee rate of
$107.36; and
WHEREAS, examination of financial reports, for the last three years,
indicates that it is necessary to increase street light fee rates to cover the cost for
services and for the maintenance and operation of said street lights; and
WHEREAS, no formal discount program will be provided because the
adjusted street light fee rate table has been structured to relieve any undue burden
on residential or commercial customers located inside the city limits of the
Augusta, Georgia service area; and
NOW, THEREFORE BE IT RESOLVED by the Commission that the
following rate modification as set forth in the new rate schedule in “Exhibit B,”
attached hereto and made a part hereof, shall apply to the current street lighting fee
rate for street lighting related services:
1. Residential and Tax-exempt properties: $100.00 per parcel per year.
2. Commercial properties: $150.00 per parcel per year.
AND BE IT FURTHER RESOLVED that the effective date of all rate increases
specified in this Resolution shall be January 1, 2022.

Background:Periodic rate adjustment are necessary in order to fully cover the
cost of providing streetlighting services and facilities. Currently,
the special revenue street light funds that accounts for the power
use, materials, and maintenance of Augusta's existing street
lights system is underfunded annually by approximately seven
hundred thousand dollars. In addition, current revenue is
insufficient to support infill streetlighting needs.
Analysis:Throughout Augusta, GA, the amount of fees collected to run
and maintain the existing street lighting system has been
deficient annually for the past several years. When consolidation
occurred in 1996, two separate, very different systems we
combined together. This created a system that is not uniform
across Augusta, GA. The issue has been compounded since fees
have not been adjusted periodically to account for street lighting
items where costs have increased and additional areas were
serviced. Proposed modification will create county-wide
uniform rate structure and fully fund the streetlighting program
and infrastructure and system expansion.
Financial Impact:The proposed increase will provide sufficient revenue to cover
the projected shortfall of the fund. Additionally it will also
provide a funding source to systematically address infill needs of
the streetlighting program.
Alternatives:No Alternate proposed.
Recommendation:Approve Streetlight fee rate modification with Annual
Residential rate of $100.00 for each Parcel and Annual
Commercial Rate of $150.00 for each Parcel outside the
boundaries of the Cities of Hephzibah and Blythe. Accordingly
adopt Streetlighting Fee rate table in "Exhibit B" attached hereto
and dated August 3, 2021 and Streetlighting Management

This letter is a request for additional fees associated with the Augusta Intersections projects. During the
GDOT review of ROW cost estimates prepared by City of Augusta, recent changes in GDOT’s policy made
it necessary to add a prequalified ROW Acquisition specialist to the Hussey Gay Bell Team to perform the
required ROW services for PI’s 0012866, 0012867 & 0012868.
At the request of Augusta Engineering Department, Hussey Gay Bell searched the list of prequalified ROW

Intersections Project. Requested by AED. RFQ 17-127
Background:The Project is traffic flow operational efficiency of various
intersections and listed in the Augusta Metropolitan Planning
Organization (MPO) TIP. Project funding is 80/20 federal
funded cost sharing project. The purpose of this project is
gaining operation efficiency by widening of the intersections to
allow for left turn lane. The project consists of Barton Chapel
Road @ Gordon Hwy, Robert C Daniel @ Wheeler, and
Wheeler Road I-20 to Augusta West Parkway Corridor.
Preliminary design is competed and right of way acquisition is
authorized in FY2022 (Federal fiscal year) and construction in
FY2023 (Federal fiscal year). GDOT requires that, for projects
with federal aid funding, local governments shall follow GDOT
project development process and use services provided only by
GDOT certified professionals or professional firms. During the
GDOT review of ROW cost estimates prepared by Augusta, GA,
recent changes in GDOT’s policy made it necessary to add a
prequalified ROW Acquisition specialist to the project design
team (HGB) to perform the required ROW services.
Analysis:GDOT conducts project ROW cost estimate annually. During
the GDOT latest review of ROW cost estimates prepared by
Augusta, GA, recent changes in GDOT’s policy made it
necessary to add a prequalified ROW Acquisition specialist to
the HGB Team to perform the required ROW certification for
PI’s 0012866, 0012867 & 0012868. SA#2 is needed for such
service and complete the project ROW cost estimate latest
submittal. Delay in submitting ROW certified estimate may
result in losing federal share of funds since TIP funds allocation
is very competitive
Financial Impact:Funds are available in the amount of $80,700.00 TIA
Discretionary fund.
Alternatives:Do not approve and identify local funds to complete the project.
