Background:Augusta Environmental Services placed for bid, Item #18-302, to request a vendor to provide two Household Hazardous Waste collection events for the citizens of Augusta. The events would be held at a large parking-lot or park space which would allow for appropriate drop-off and collection areas, as well as proper documentation of all items. The vendor would be responsible for administering the event and insuring the proper safe and legal disposal of all items dropped off. Items that would be accepted for disposal are things such as paint, batteries, old fire extinguishers, instruments which may contain mercury, flammables, acids, pesticides and herbicides, antifreeze, fertilizers, solvents, and others. A complete list will be provided at the time the events are advertised. Analysis:These events would be the first of their kind in Augusta, and ESD is requesting approval for the award to the chosen vendor. Two vendors replied, and it seems that Tradebe provided the best price for the requested services. Events such as this are important to both the landfill operations, utilities, and the citizens, as they provide options for residents to properly and safely dispose of items they would keep in their homes, or otherwise pour down the drain or throw in the garbage that should not be disposed in that manner. Financial Impact:The disposal pricing is based upon the type of items and amounts collected. As such ESD has set aside adequate funding in the amount of $100,000 for the two events; with the anticipation that the actual cost will be lower. Alternatives:1. Do not hold the collection events. 2. Award to the chosen vendor. Recommendation:Award the bid item and allow ESD staff to work with that vendor to schedule these event for the citizens of Augusta. (Referred back to committee from Commission Meeting held February 19, 2019) Background:In 2018, Augusta contracted with Merrick & Company to prepare a conceptual plan for the Savannah River from New Savannah Bluff Lock and Dam through downtown. This plan included evaluating the potential for a whitewater park at the Lock and Dam Park. Since the study was initiated, the U.S. Army Corps of Engineers has presented the results of their alternatives analysis for fish passage at the Lock and Dam. Their preferred alternative includes removing the existing lock and dam structure, constructing a rock dam, and excavating a dry spillway through Lock and Dam Park. In addition to destroying the park, this alternative would drop the level of the Augusta pool in downtown by 2 ½ feet. Analysis:The Commission passed a resolution expressing Augusta’s preference for a different alternative which would rebuild the existing dam and construct a fish passage on the Georgia side of the river. In a video conference with the Corps, they indicated that it could be possible for this alternative to prevail, but cautioned that the process could be complex. Merrick and Company is very familiar with the engineering work done to date by the Corps, and has unique qualifications in the area of design of migratory fish passage. It will be extremely valuable to utilize their expertise as we negotiate with the Corps and Georgia Ports Authority. We propose that the work be performed on a time and materials basis, not to exceed $75,000 unless otherwise authorized. Financial Impact: This would be initially funded by AUD, and an appropriate cost share would be worked out at a later date. Alternatives:Not approve Recommendation:We recommend that additional funding of $75,000 for Merrick & Company be approved, to be utilized on a time and materials basis. Background:The final plat for Southampton Subdivision, Section Six, was approved by the Commission on July 17, 2018. The subdivision design and plat for this section, including the storm drain system, have been reviewed and accepted by our engineering staff and the construction has been reviewed by our inspectors. The Utilities Department has inspected and reviewed the water and sanitary sewer installations, and hereby requests acceptance of the utility deed. Analysis:This section meets all codes, ordinances and standards. There are no wetlands or 100-year flood plain boundaries involved in this section. Acceptance of said utility deed shall dedicate, as required, the water and sanitary sewer mains along with the applicable easements to Augusta, Georgia for operation and maintenance. Financial Impact:By accepting these roads and storm drainage installations into the County system and after the 18-month maintenance warranty by the developer/contractor for the roads and storm drainage has expired, all future maintenance and associated costs will be borne by Augusta, Georgia. By acceptance of the utility deeds and maintenance agreements, all future maintenance and associated costs for water and sanitary sewer installations will be borne by Augusta, Georgia, and positive revenue will be generated from the sale of water and sanitary sewer taps and monthly billing of same. Alternatives:1.
