THIS RESOLUTION OF THE AUGUSTA-RICHMOND COUNTY COMMISSION TO
ABANDON THE ALLEY BETWEEN HEARD AVENUE AND RUSSELL STREET AS A
PART OF THE ROAD SYSTEM OF AUGUSTA;
THIS RESOLUTION, adopted by the Augusta-Richmond County Commission
(“Commission”);
WHEREAS, it has been proposed that the Commission make a determination that the
Alley between Heard Avenue and Russell Street as shown on the attached plat, has ceased to be
used by the public to the extent that no substantial public purpose is served by it or that its removal
from the county road system is otherwise in the best public interest and that the right-of-way should
be abandoned as part of the Richmond County Road System; and
WHEREAS, it has been Augusta, Georgia’s policy, pursuant to O.C.G.A § 32-7-2, to
reduce the number of roads in Augusta, Georgia that are not utilized or useful to the public and to
abandon such roads; and
WHEREAS, a Public Hearing was held on September 6, 2017 at the Augusta-Richmond
County Municipal Building, 2nd Floor, 535 Telfair Street, Augusta, Georgia; and
WHEREAS, notice of such Public Hearing was published in The Augusta Chronicle, the
newspaper in which Sheriff’s advertisements for Richmond County are published, on August 24,
2017 and August 31, 2017, and that the property owners located on the Alley between Heard
Avenue and Russell Street were given notice; and
WHEREAS, the results of the Public Hearing were reported to the Board of
Commissioners and considered thereby; and
WHEREAS, the Commission, at their meeting held, October 3, 2017, approved the
proposed abandonment, pursuant to O.C.G.A. § 32-7-2 and the requirements of said statute having
been met;
NOW THEREFORE, be it resolved by the Commission and it is hereby resolved by the
authority of same as follows:
1. It is hereby determined that all requirements of O.C.G.A. § 32-7-2 have been met for the
abandonment and removal above-said of the Right-of-Way and such Right-of-Way no
longer serves a substantial public purpose or that its removal from the county road system
is otherwise in the best public interest and is hereby abandoned as part of the Richmond
County Road System;
2. The land formerly comprising the Right-of-Way shall be quitclaimed as permitted by law
to the adjoining property owner, subject to easements and restrictions deemed necessary
by the Augusta Engineering Department and the Augusta Utilities Department, and the
Mayor and Clerk of Commission are hereby authorized to execute the documents necessary
to effectuate such transfer as directed by the Augusta Law Department.
3. This Resolution shall be recorded in the Minutes of the Augusta-Richmond County
Commission, accompanied by the exhibits referred to herein;
4. This Resolution shall become effective immediately upon its adoption.

CAPTION: Motion to authorize condemnation to acquire title of a portion of
property for right-of-way (Parcel 087-4-118-00-0)
189 ½ Dan Bowles Road
BACKGROUND: Despite repeated efforts, the City has been unable to reach an
agreement with the property owner and therefore seeks to acquire
through condemnation. In order to proceed and avoid further
project delays, it is necessary to condemn the subject property. The
required property consists of 7,696 sq. ft. in fee.
The appraised value is $17,000.00.
ANALYSIS: Condemnation is necessary in order to acquire the required
property.
FINANCIAL IMPACT: The necessary costs will be covered under the project budget.
ALTERNATIVES: Deny condemnation.
RECOMMENDATION: Approve condemnation.

Motion to Authorize Condemnation to Acquire Title for Right-of-Way - 189 1/2 Dan Bowles Road

Caption:Motion to authorize condemnation to acquire title of a portion of
property for right-of-way (Parcel 087-4-118-00-0) - 189 ½ Dan
Bowles Road.
Background:Despite repeated efforts, the City has been unable to reach an
agreement with the property owner and therefore seeks to acquire
through condemnation. In order to proceed and avoid further project
delays, it is necessary to condemn the subject property. The required
property consists of 7,696 sq. ft. in fee. The appraised value is
$17,000.00.
Analysis:Condemnation is necessary in order to acquire the required property.
Financial Impact:The necessary costs will be covered under the project budget.
Alternatives:Deny condemnation.
Recommendation:Approve condemnation.

Security/Fire Alarm and Access System for Hicks Plant

Caption:Approve proposal for standardization of AUD security, fire alarm,
access and surveillance systems from Tyco Integrated Systems.
Background:This work will standardize AUD security, fire alarm, access and
surveillance systems.
Analysis:The transition will relieve our in-house resources of the
responsibility of maintaining these system.
Financial Impact:Security/Fire Alarm and Access System costs $42,495.90 with
annual service charge of $6,658.00 per year for 5 years.
Alternatives:Continue with incompatible systems.
Recommendation:Approve the attached proposal from Tyco.

TrafficJet Print System

Caption:Motion to request authorization to proceed with the purchase of
the TrafficJet 1638 Print System at a total cost of $63,280.40 for
the Augusta Engineering Department Traffic Engineering
Division.
Background:The Traffic Engineering Division is responsible for the installation
and maintenance of all MUTCD approved traffic control signage
along public streets within Augusta Richmond County. The
process currently used to create the traffic signs is time consuming
and the equipment is nearing the end of its serviceable life.
Analysis:Currently, the process used to create the traffic signs is labor
intensive and requires several steps to complete. If more
complicated signs are needed, such as signs with multiple colors,
the amount of time and labor needed to create a finished product
increases greatly. The TrafficJet Print System is the only device
specifically designed to print any MUTCD standard traffic sign in
any size on the heavy-duty reflective materials used. This system
will dramatically decrease the number of steps, labor, and the
amount of time it takes Traffic Engineering to make a finished
sign. This system will also give Traffic Engineering the ability to
create non-standard signs, such as street name signs with
community logos, that we currently do not possess. After the
initial setup costs, this new system will save the department
money in labor and materials.
Financial Impact:Funds have been set aside for the purchase of this equipment
using TIA Discretionary funds.
Alternatives:1) Allow department to purchase equipment. 2) Do not allow
equipment purchase and continue to use existing methods.
Recommendation:Allow staff to proceed with TrafficJet 1638 Print System purchase
to better serve the department and the residents of Augusta, GA.

Update from DDA on RiverWalk Projects
Department:Downtown Developement Authority

Caption:Provide an update on the Downtown RiverWalk Gateway Arches
and Shade Structures.
Background:Taking cues from nearby landmark buildings such as the Augusta
History Museum, St. Paul's Church and Cotton Exchange, the
design of the Riverwalk Gateway is a brick and wrought iron arch
over the roads at 8th and 9th Street framing the Augusta
Common. The gateway arches will be located on the north side of
Reynolds Street visible to travelers along Reynolds Street as well
as 8th and 9th Street corridors from Broad Street.
Analysis:The columns for the gateways will be of brick and concrete
construction with inlay details, lantern-style fixtures and accent
details. A precast concrete base will have the City's name in its
traditional script. The arch between the columns will be cast metal
with details and accents with the name "Riverwalk" cast into the
center of the arch form. A central lantern fixture will hang from
the central arch serving as a welcoming beacon to visitors and
residents. Hidden LED lighting with the metal arch will
accentuate the arch at night. The columns will sit in the street with
bollards around the base to guide traffic. The bollards will be lit at
night. The layout in the street will not impact traffic patterns since
9th Street has parallel parking on both sides so the columns would
sit in front of the parallel parking lanes. Moving the columns into
the street eliminates interference with street trees, lights, and other
utilities that are under the sidewalks on those corners.
Financial Impact:Estimated cost are $250,000-$275,000 each for design and
construction.
Alternatives:Do not approve DDA moving forward with plans.
Recommendation:Approve DDA moving forward with plans for the Riverwalk
Gateway Arches and Riverwalk Shade Structures.
