The Above proposal is based on Section "B" of the original bid dated January
28, 2016. Section "B" was removed from the contract July 11, 2016. In the
event that Canal and Bridge Improvents have changed the scope of the
original utility bid, additional charges will be required. Additional charges will
be required for any erosion control. All erosion control items were included in
Section "A", which were installed and removed as part of our contract.

15th Street Bridge Rehabilitation over Augusta Canal Water Line Relocation (AUD Bid 16-127)

Caption:Motion to supplement the Augusta Utilities Department contract
with Blair Construction, Inc., not to exceed $114,945 to cover the
additional costs of water line relocation for the 15th Street Bridge
Rehabilitation Project as requested by AED.
Background:Currently, Blair Construction is under contract with Augusta
Utilities Department (AUD) for the canal embank repair in the
vicinity of the 15th Street Bridge project area. Water line
improvements were included in the AUD bid for which Blair
submitted a bid schedule accordingly. However, pre-award
assessment yielded reduced scope that was limited to canal
embankment repair only. At present the water line is attached to
the 15th Street Bridge; it is AED' assessment that relocation is
warranted to restore historic appearance and complete intended
improvements. AED discussed additional funding requirements
for the relocation of the waterline with GDOT.
Analysis:Blair Construction is a local utility contractor currently under
contract for similar work for AUD. The cost provided of $114,945
includes contingency to relocation cost for erosion & water quality
management and site control. This cost was analyzed and
determined to be reasonable and cost effective for the nature of
work being performed.
Financial Impact:GDOT is providing additional funds of $171,000 to complete the
project.
Alternatives:1) Motion to supplement the Augusta Utilities Department
contract with Blair Construction, Inc., not to exceed $114,945 to
cover the additional costs of water line relocation for the 15th
Street Bridge Rehabilitation Project as requested by AED. 2) Do
not approve and find an alternative to complete the project and
meet TIA project completion requirements.
Recommendation:Approve Alternative Number One.

RIGHT OF WAY MOWING AND MAINTENANCE AGREEMENT

THIS AGREEMENT made and entered into this _____ day of _____________, 20____
by and between the DEPARTMENT of Transportation, an agency of the State of Georgia,
hereinafter alternately referred to as “DEPARTMENT” or “LICENSOR”, and the Augusta-
Richmond County hereinafter referred to as “LICENSEE”.
WHEREAS, the DEPARTMENT desires to enter into a public/private partnership to
perform certain services relating to mowing and maintenance within DEPARTMENT’S right of
way, hereinafter called the “PROJECT”, and
WHEREAS, the LICENSEE has represented to the DEPARTMENT that, if such
permission is granted to the LICENSEE, LICENSEE shall bear all costs and liability associated
with the PROJECT; and
WHEREAS, the LICENSEE has represented to the DEPARTMENT that they are
qualified and experienced to provide such services and the DEPARTMENT has relied upon
such representations;

NOW, THEREFORE, for and in consideration of the mutual promises and covenants as
herein contained, it is agreed by and between the parties hereto that:
ARTICLE I
SCOPE OF PROJECT
The DEPARTMENT shall permit the LICENSEE to perform or cause to be performed,
the PROJECT consisting of certain services related to maintaining an identified section of the
DEPARTMENT’S rights of way.
This permission shall be granted by the means of this Agreement for the entire scope of
the PROJECT, as set forth herein.
The maintenance duties and responsibilities of the LICENSEE are defined and set forth
in Article XI – MAINTENANCE WORK PLAN of this Agreement, and further enumerated
and described in Exhibit ‘A’ – Application and Permit for Special Encroachment with approved
drawings or final working drawings for a Department-approved construction PROJECT.
Exhibit ‘A’ is attached hereto and incorporated by reference as if fully set out herein. The
PROJECT location shall be defined or delineated as part of Exhibit ‘A’. The required Special
Encroachment Permit and/or the construction PROJECT final working drawings are to be
approved or issued by the DEPARTMENT.
Should the LICENSEE desire that these maintenance services be performed by a third
party, LICENSEE and the third party shall enter into subsequent agreement, whereby the
LICENSEE shall assume all responsibility of repayment to the third party for those services to
be rendered as set forth in Article XI - MAINTENANCE WORK PLAN. The Agreement
between LICENSEE and any third parties to this Agreement, shall meet all operational and
administrative requirements, including the provisions of liability insurance, set forth by the
DEPARTMENT, and all liability associated with the PROJECT shall be borne by LICENSEE
and any third parties, as set forth in Article VIII, herein.
ARTICLE II
EXECUTION OF CONTRACT AND AUTHORIZATION
TIME OF PERFORMANCE
Time is of the essence in this agreement. The LICENSEE shall execute this Agreement
and return it to the DEPARTMENT within thirty (30) days after receipt of contract forms from
the DEPARTMENT.
The LICENSEE shall begin work on the PROJECT under this Agreement immediately
after receiving a signed and executed copy of the Agreement (unless noted otherwise in Exhibit
A or upon PROJECT construction completion).
Subject to the terms and conditions set forth in this Agreement, and upon execution of
this Agreement, the DEPARTMENT grants the right to the LICENSEE to mow, edge, and
maintain, as set forth in Article XI- MAINTENANCE WORK PLAN, that specific section of
right-of-way identified in this Agreement, and herein defined as the PROJECT.
The duration of this Agreement shall be for fifty years from the date above first written
unless terminated sooner by the DEPARTMENT or LICENSEE.
ARTICLE III
SUBSTANTIAL CHANGES
If, prior to the satisfactory completion of the services under this Agreement, any party
materially alters the scope, character or complexity of the services from those required under the
Agreement, a Supplemental Agreement shall be executed between the parties. It is understood,
however, that LICENSEE shall not engage in any activities or conduct any work which would
be considered to be outside the scope of the permission granted to LICENSEE by the
DEPARTMENT. Minor changes in the work which do not involve increased compensation,
extensions of time or changes in the goals and objectives of the work may be made by written
notification of such change by any party with written approval by the other parties.
ARTICLE IV
ASSIGNMENT
It is understood by the LICENSEE that the work is considered personal and, except as
provided for in Article I, LICENSEE agrees not to assign, sublet or transfer any or all of their
interest in this Agreement without prior written approval of the DEPARTMENT.
ARTICLE V
CONTRACT DISPUTES
This Agreement shall be deemed to have been executed in __Fulton__County, Georgia,
without reference to its choice of law doctrine, and all questions of interpretation and
construction shall be governed by the laws of the State of Georgia. Any litigation arising out of
this contract shall be commenced within the State of Georgia. The foregoing provisions shall not
be construed as waiving any immunity to suit or liability, including without limitation, sovereign
immunity which may be available to the Department.
ARTICLE VI
INSURANCE
Prior to beginning work, the LICENSEE shall obtain and certify to the DEPARTMENT
that it has the following minimum amounts of insurance coverage:
(a) Workmen’s Compensation Insurance in accordance with the laws of the State of
Georgia.
(b) Public Liability Insurance in an amount of not less than one hundred thousand
dollars ($100,000) for injuries, including those resulting in death to any one person, and in an
amount of not less than three hundred thousand dollars ($300,000) on an account of any one
occurrence, or proof of self insurance.
(c) Property Damage Insurance in an amount of not less than fifty thousand dollars
($50,000) from damages on account of any occurrence, with an aggregate limit of one hundred
thousand dollars ($100,000), or proof of self insurance.
(d) Valuable Papers Insurance in an amount sufficient to assure the restoration of any
plans, drawings, field notes, or other similar data relating to the work covered by the PROJECT.
(e) Insurance shall be maintained in full force and effect during the life of the
PROJECT.
The LICENSEE shall furnish upon request to the DEPARTMENT, certificates of
insurance evidencing such coverage. These certificates shall also provide that the insurance will
not be modified or canceled without a 30 day prior written notice to the DEPARTMENT.
Failure by the LICENSEE to procure and maintain the insurance as set forth above shall be
considered a default and cause for termination of this Agreement and forfeiture of the
Performance and Payment Bonds. The LICENSEE shall, at least fifteen (15) days prior to the
expiration date or dates of expiring policies, deposit certified copies of renewal, or new policies,
or other acceptable evidence of insurance with the DEPARTMENT.
ARTICLE VII
COMPENSATION
It is agreed that LICENSEE shall conduct all work at no cost to the DEPARTMENT,
and without compensation from the DEPARTMENT. It is further agreed that any and all issues
relating to compensation and payment shall be resolved by and between LICENSEE and any
successors, subcontractors, or assigns thereto.
The DEPARTMENT and LICENSEE further agree that, should the DEPARTMENT
be required to conduct any inspections and/or supervision of the PROJECT beyond that which
would normally occur in the ordinary course of the DEPARTMENT’S maintenance activities,
LICENSEE shall reimburse the DEPARTMENT for such inspection and supervision. The rate
of reimbursement for the DEPARTMENT’S inspection and supervision shall in no case exceed
a rate determined to be reasonable by the parties.
Should LICENSEE and the DEPARTMENT desire to change this agreement at a later
date to provide for compensation to LICENSEE, or any successors or assigns thereto, such
change shall only be permitted by a supplemental agreement as set forth in Article III herein.
Any supplemental agreements involving compensation shall be subject to the DEPARTMENT
review and approval.
ARTICLE VIII
RESPONSIBILITY FOR CLAIMS AND LIABILITY
LICENSEE NOT AGENT OF DEPARTMENT
LICENSEE, and all successors and assigns thereto, shall save harmless the
DEPARTMENT, its officers, agents, and employees from all suits, claims, actions or damages
of any nature whatsoever resulting from the performance of work assigned to LICENSEE under
this Agreement. LICENSEE further agrees that they shall be fully responsible for injury or
damage to landscaping, landscape related items, and any other non-standard and decorative
elements installed by or for the LICENSEE within the right of way, and for any damage to the
DEPARTMENT’S signs, structures, or roadway fixtures, if LICENSEE causes the damage.
These indemnities shall not be limited by reason of the listing of any insurance coverage.
It is further understood and agreed that LICENSEE, or any successor or assigns thereto,
in the conduct of any work involved in the PROJECT, shall not be considered the agent of the
DEPARTMENT or of the State of Georgia.
ARTICLE IX
TERMINATION OF CONTRACT
The DEPARTMENT may terminate this contract for just cause at any time by giving of
thirty (30) days written notice of such termination. Upon receipt of such notice of termination,
LICENSEE shall discontinue and cause all work under this contract to terminate upon the date
specified in the said notice. In the event of such termination, the DEPARTMENT shall be paid
for any amounts as may be due it as specified in Article VII up to and including the specified
date of termination. LICENSEE shall have the right to terminate this contract at any time,
provided that such termination is first approved by the DEPARTMENT, and that the
DEPARTMENT is reimbursed in full for all services rendered pursuant to Article VII.
The DEPARTMENT and LICENSEE further agree that, should the DEPARTMENT
allow the LICENSEE to terminate the agreement, the termination, unless determined otherwise
in writing by the DEPARTMENT, shall be contingent upon the following:
A. The LICENSEE, at the discretion of the DEPARTMENT, removing the planted
landscaping, landscape related items, and any other non-standard and decorative elements
that were installed by or for the LICENSEE at no cost to the DEPARTMENT.
B. The LICENSEE restoring the removed landscape areas to their original condition or a
condition that meets federal standards and is acceptable to the DEPARTMENT.
C. The LICENSEE restoring the removed non-standard and decorative elements with
standard DEPARTMENT elements that meet federal and state requirements.
D.The LICENSEE reimbursing the DEPARTMENT in full any state and/or federal funds
used to purchase and install the landscaping, landscape related items, and other non-
standard and decorative elements that are no longer to be maintained by the LICENSEE.
The DEPARTMENT and the LICENSEE agree that, should the LICENSEE fail to
perform the maintenance, as set forth in Article XI - MAINTENANCE WORK PLAN, the
DEPARTMENT may require the LICENSEE to remove, restore, and reimburse according to
items “A”, “B”, “C”, and “D” above, as applicable, and then terminate the agreement.
ARTICLE X
COMPLIANCE WITH APPLICABLE LAW
The undersigned certify that:
A. This Agreement is subject to applicable state and federal laws, standards, and
rules and regulations.
B. The provisions of Sections 45-10-20 through 45-10-28 of the Official Code of
Georgia Annotated relating to Conflict of Interest and State Employees and Officials Trading
with the State have been complied with in full.
C. The provisions of Section 50-24-1 through 50-24-6 of the Official Code of
Georgia Annotated, relating to the “Drug-Free Workplace Act” have been complied with in full.
ARTICLE XI
MAINTENANCE WORK PLAN
The covenants herein contained shall, except as otherwise provided, accrue to the benefit
of and be binding upon the successors and assigns of the parties hereto.

8.THE CONTRACTOR SHALL COMPLY WITH THE "GEORGIA MANUAL FOR ON-SITE SEWAGE
MANAGEMENT SYSTEMS" FOR WASTE DISPOSAL, SANITARY SEWER AND/OR SEPTIC TANK
INCLUDING ALL TEMPORARY MEASURES DURING CONSTRUCTION AND AFTER CONSTRUCTION
ACTIVITIES HAVE BEEN COMPLETED.
1.THE CONTRACTOR SHALL CONDUCT OPERATIONS AND MAINTAIN THE PROJECT SITE SO AS TO MINIMIZE
THE CREATION AND DISPERSION OF DUST. DUST CONTROL SHALL BE USED THROUGHOUT THE WORK
AT THE SITE.
2.THE CONTRACTOR MUST PROVIDE CLEAN WATER, FREE FROM SALT, OIL AND OTHER DELETERIOUS
MATERIALS TO BE USED FOR ON-SITE DUST CONTROL.
3.THE CONTRACTOR SHALL SUPPLY WATER SPRAYING EQUIPMENT CAPABLE OF ACCESSING ALL WORK
AREAS.
4.THE CONTRACTOR SHALL IMPLEMENT STRICT DUST CONTROL MEASURES DURING ACTIVE
CONSTRUCTION PERIODS ON-SITE. THESE CONTROL MEASURES WILL GENERALLY CONSIST OF WATER
APPLICATIONS THAT SHALL BE APPLIED A MINIMUM OF ONCE PER DAY DURING DRY WEATHER OR MORE
OFTEN AS REQUIRED TO PREVENT DUST EMISSIONS.
5.FOR WATER APPLICATION TO UNDISTURBED OIL SURFACES, THE CONTRACTOR SHALL:
A. APPLY WATER WITH EQUIPMENT CONSISTING OF TANK, SPRAY BAR, PUMP DISCHARGE PRESSURE
GAUGE.
B. ARRANGE SPRAY BAR HEIGHT, NOZZLE SPACING AND SPRAY PATTERN TO PROVIDE COMPLETE
COVERAGE OF GROUND WATER.
C. DISPERSE WATER THROUGH NOZZLES ON SPRAY BAR AT 20 PSI MINIMUM. KEEP AREAS DAMP
WITHOUT CREATING NUISANCE CONDITIONS SUCH AS PONDING.
6.FOR WATER APPLICATION TO SOIL SURFACES DURING DEMOLITION AND/OR EXCAVATION, THE
CONTRACTOR SHALL:
A. APPLY WATER WITH EQUIPMENT CONSISTING OF A TANK, PUMP WITH DISCHARGE GAUGE, HOSES
AND MIST NOZZLES.
B. LOCATE TANK AND SPRAYING EQUIPMENT SO THAT THE ENTIRE EXCAVATION AREA CAN BE MISTED
WITHOUT INTERFERING WITH DEMOLITION AND/OR EXCAVATION EQUIPMENT OR OPERATIONS. KEEP
AREAS DAMP WITHOUT CREATING NUISANCE CONDITIONS SUCH AS PONDING.
C. APPLY WATER SPRAY IN A MANNER TO PREVENT MOVEMENT OF SPRAY BEYOND

INDEMNITY AGREEMENT
Indemnity Agreement entered into this __________ day of , 20 , by and between Augusta-
Richmond County (hereinafter call the “APPLICANT”) and the GEORGIA DEPARTMENT OF TRANSPORTATION, as agency of the State of Georgia with offices
at One Georgia Center, 600 Peachtree Street NW, Atlanta, Georgia 30308 (hereinafter called the “DOT”);
WITNESSETH:
For and in consideration of the DOT’s grant of permission for landscaping and irrigation (hereinafter called the “ENCROACHMENT”), as indicated on
Permit # 01-2017-003-245 on the right of way of State Route 10 , in Land Lot of the Land
District of Richmond County, Georgia.
The APPLICANT shall and does agree to indemnify and save harmless the DOT and DOT’s agents, officers, servants and employees from any and all lawsuits, actions
or claims of any character brought because of any injuries or damage received or sustained by any person, persons or property arising out of the construction, operation
and/or maintenance of the ENCROACHMENT located as described herein.
The APPLICANT shall and hereby agrees to maintain the ENCROACHMENT in good repair at the APPLICANT’s sole expense and shall and does hereby release
DOT from any claims arising out of the APPLICANT’s failure to so maintain the ENCROACHMENT.
The APPLICANT shall and hereby agrees to make all repairs at its own expense for any damage caused by DOT employees or agents to the ENCROACHMENT which
is located on DOT right-of-way in accordance with the permit numbered above and issued with this agreement.
The DOT reserves the right to enter the area described in the ENCROACHMENT to insure the area is being maintained in accordance with DOT safety and maintenance
standards. DOT shall notify the APPLICANT of any repairs which need to be made and the APPLICANT shall correct the problem as soon as such notification is given.
If the APPLICANT has not made said repairs within a reasonable period of time, the DOT may enter the property to effect such repairs. The APPLICANT shall reimburse
the DOT for any cost incurred as a result of DOT’s performing such repairs.
The DOT reserves the right to terminate this indemnity Agreement at any time upon thirty (30) days written notice to the APPLICANT. Upon receipt of such notice as
specified by DOT, the APPLICANT at its own expense, shall be responsible for removing the ENCROACHMENT and returning the area to its original condition or an
acceptable substituted condition.
The term of the Indemnity Agreement shall be for a period of fifty (50) years, commencing upon execution hereof by DOT, subject to any rights of termination as are
hereinabove set forth.
The covenants herein contained shall except as otherwise provided accrue to the benefit of and be binding upon the successors and assigns of the parties hereto.
IN WITNESS WHEREOF, the parties hereto have executed this Agreement, individually or through their authorized officers, agents or attorneys-in-fact as the case
may be, causing their respective seals to be affixed hereto the day and year first above written.

Background:Currently, there is a proposed project by the Augusta Entryway
Landscape Improvements Program to landscape and maintain
Gordon Highway at Doug Barnard. This project includes
landscape and irrigation on the Gordon Highway selected areas.
Landscape materials include sod, flowering shrubs, and
ornamental trees. The improvements will enhance the corridor. F
or landscaping projects along State Routes, Georgia DOT requires
that the local government enter into a mowing and maintenance
agreement, irrespective of funding source. Moreover, since the
proposed project will include irrigation system, Georgia DOT
requires an indemnity agreement to be executed as well .
Analysis:Agreement would allow the Landscape Median Improvements
project to move forward.
Financial Impact:None anticipated.
Alternatives:1). Approve entering into a Mowing and Maintenance and
Indemnity Agreement with the Georgia Department of
Transportation. Also, obtain a GDOT Permit for Gordon Hwy at

3. Project Goals:
The goal of this project is for Augusta-Richmond County to develop a nine-element watershed
management plan (WMP) for the Augusta Canal (HUC-12 #030601060601) / Butler Creek
(HUC-12 #030601060602) / Beaverdam Ditch (HUC-12 #030601060607) watersheds in the
Savannah River Basin. The WMP will address the impaired streams in the watershed that are not
supporting their designated uses on the 2014 Georgia 305(b)/303(d) List of Waters, and target
Total Maximum Daily Loads (TMDL) established by Georgia Environmental Protection
Division (EPD) for the impairments.
Following USEPA and GAEPD guidelines for watershed planning, the WMP development
process will assess current best management practices (BMPs) to determine whether they have
been effective in reducing the pollutants. Local stakeholders, governments and other

organizations will be engaged/re-engaged as watershed partners. Issues of concern and land-use
data will be updated and evaluated. Water quality data will be collected and analyzed. Pollutant
load limits will be quantified and compared to required TMDLs and load reductions.
Management practices specifically designed to achieve the explicit load allocations will be
recommended and implementation milestones will be targeted. A long-term monitoring plan will
be designed. STEPL MODEL USEPA or Region V Model, along with previous management
efforts, will be applied to estimate load reduction expectations from BMPs. Final strategies for
the WMP will be developed. Once Georgia EPD approves the WMP, watershed partners will be
in a position to implement recommended BMPs. Strong and diversely broad partnerships formed
within the watershed will enable stakeholders to achieve the goals set in the plan.
4. Project Background:
The GAEPD’s 2014 Integrated 305(b)/303(d) List of Waters identifies four stream segments in
the three HUC-12 watersheds as not meeting water quality standards for fecal coliform, three for
biota fish, and two for biota macroinvertebrates:

According to the plans and/or the TMDLs, possible non-point sources (NPS) that contribute to
fecal coliform bacteria impairment include stormwater runoff from surrounding urban land uses;
undetected septic or sewer leakage; and possible wildlife. The following recommendations were
made to reduce non-point source (NPS) pollutant loads of bacteria in Butler Creek (Phinizy
Ditch to Savannah River, Augusta) by 98%, in Rocky Creek by 80% and in Reed Creek by 75%
(2005 TMDL, pages v and 33) and in Butler Creek (Boardmans Pond to Phinizy Ditch (formerly
to SR 56)) by 49% (2016 DRAFT TMDL pages vi and 25):
Septic tank survey to determine the number, age and functionality of the septic tanks
Additional proactive measures to prevent leaks and spills from the sanitary sewer system
Educational programs in the curricula of local schools
Initiate a public educational campaign in the form of television, radio and print
announcements and advertisements
Adopt the Georgia Stormwater Management Manual as a policy for local development in
regulating stormwater flow in developing areas of the watershed
Manage stormwater runoff through methods like erosion control and the establishment of
green spaces, park lands, and stream buffers
Consistent water quality monitoring tied by school groups, concerned citizen groups, or
County officials.
Biota Impacted
According to the TMDL, a healthy aquatic ecosystem requires a healthy habitat. The possible
non-point sources (NPS) of sediment that may contribute to biota impacted macroinvertebrate
and fish impairment are eroded soils from timber harvesting; cropland and livestock grazing;
mining sites; unpaved roads; and urban land disturbance and impervious surfaces. The TMDL
recommended that there be no net increase in sediment delivered to the impaired stream
segments, so that these streams will recover over time. The following recommendations were
made in the TMDL to control current non-point sources (NPS) of sediment entering Rae’s Creek
and both segments of Rocky Creek in order to maintain and/or reduce the total allowable
sediment loads at current levels (2016 DRAFT TMDL pages viii and 45):
Implementation of Georgia’s Best Management Practices for Forestry (GFC, 2009);
Implementation of Best Management Practices for Georgia Agriculture (GSWCC, 2013)
and Adoption of NRCS Conservation Practices for agriculture;
Adherence to the Surface Mining Land Use Plan prepared as part of the Surface Mining
Permit Application;
Implementation of the Georgia Better Back Roads Field Manual (GA RCDC, 2009) and
Development of a Nine-Element Watershed Management Plan

adoption of additional practices for proper unpaved road maintenance;
Implementation of individual Erosion and Sedimentation Control Plans for land
disturbing activities; and application of the Manual for Erosion and Sediment Control in
Georgia (GSWCC, 2014); and
Implementation of the Georgia Stormwater Management Manual (ARC, 2001) to
facilitate prevention and mitigation of stream bank erosion due to increased stream flow
and velocities caused by urban runoff through structural storm water BMP installation.
In addition, the TMDL states that the most common cause of low IBI (fish) and MMI (benthic
macroinvertebrates) scores is the lack of in-stream habitat due to stream sedimentation. Habitat
and aquatic communities can be slow to respond to changes in sediment loading, which is why
assessment and monitoring must continue to gauge whether BMP implementations have
improved stream habitats and water quality, representing an indirect measurement of the TMDL.
5. Project Activities:
Project Activity: Develop a watershed-based plan that includes water quality monitoring and
existing water/land use data and education and outreach in the form of establishing an advisory
committee, hosting public meetings, updating a website, identifying landowners for BMP cost-
share projects, localizing need for urban BMPs, and distributing educational materials.
Nonpoint Source Management Program, Total Maximum Daily Loads Implementation,
Page 20 – Implementation of management practices and activities to address the nonpoint
sources of pollution is being conducted through the development of various types of TMDL
implementation plans.
Task #1: Establish a Watershed Advisory Committee (WAC) to assist in developing and
preparing the WMP. Identify and contact government agencies, local organizations,
landowners in the area, and others that may be interested in serving on the Watershed
Advisory Committee.
Deliverables: Copies of meeting announcements, meetings minutes with list of
attendees, education and outreach material and other documentation pertaining to
WMP development, and WAC membership list.
Measures of Success: Completion of at least four (4) meetings attended by at least
three (3) Advisory Committee members.
Task #2: Convene a minimum of two (2) public meetings to inform the public on the status
of the WMP and solicit feedback. These meetings will be readily accessible to the public in
terms of time and location. In addition, submit draft versions of the WMP to GAEPD and to
the public for comments.
Deliverables: Announcement of the meetings to the public and all organizations and
partners involved in the WMP. Minutes, sign-in sheets, hand-outs and presentation
materials, as appropriate, from the meetings. Description of the watershed condition
and concerns, goals and scope of the WMP, and information about the stakeholder
participation and expectations to implement the proposed WMP.
Measures of Success: Input from participants attending the meeting to identify the
most significant issues on-going in the watershed. Detailed list of concerns and
suggestions to improve the final WMP.

Task #3: Conduct a visual stream assessment of the watershed to identify potential sources
of pollutants.
Deliverables: A report describing any pollutant sources observed during the visual
survey. Updated data related to potential sources of pollution to update existing
TMDLs and TMDL Implementation Plans.
Measures of Success: Identify a minimum of 4 sites in the visual stream assessment
with GPS coordinates, photographs and location descriptions to be utilized for water
quality sampling.
Task #4: Update and submit to GAEPD a Quality Assurance/Quality Control (QA/QC)
Water Quality Monitoring Plan for Fecal Coliform Bacteria and Habitat Evaluation
(Sediment).
Deliverables: QA/QC Water Quality Monitoring Plan for Fecal Coliform Bacteria
and Habitat Evaluation (Sediment).
Measures of Success: GAEPD accepts QA/QC Water Quality Monitoring Plan for
Fecal Coliform Bacteria and Habitat Evaluation (Sediment).
Task #5: Conduct water quality monitoring in selected locations along the watershed to
address priority issues and determine pollutant loading “hot spots” following approved
QA/QC monitoring protocols.
Deliverables: Data entries for pollutants of concern will be submitted to GAEPD in
report format.
Measures of Success: Data will be collected and analyzed according to the QA/QC
plan and protocols. Field and water quality data results will be recorded in existing
database, as appropriate and compared to existing records.
Task #6: Identify possible data gaps based on current land usage to determine causes and
sources of pollutants
Deliverables: Completion of updated data (database and maps) on land coverage
(urban, forestry, mining and agricultural). This information will be used to update
existing records.
Measures of Success: 100% completion of interviews/inspections and data gathering
to prioritize pollution sources within the watershed and define BMP
recommendations.
Task #7: Describe BMPs that will need to be implemented to achieve water quality standards
and associated estimated costs and financial assistance. Tie BMPs to causes and sources of
fecal coliform and sediment determined in Task #6. Identify most cost-effective BMPs to
reduce fecal coliform and sediment loadings from most likely sources.
Deliverables: Survey of BMPs that best address fecal coliform pollution from
stormwater runoff and reduce sediment loadings. A matrix of estimated costs and
financial assistance to implement the entire plan to meet the TMDL targets.
Measures of Success: Identification of highest impact areas within watershed where
BMP implementation would be most effective in achieving target TMDLs in the three
HUC-12 watersheds:

Measures of Success: Use of established criteria and tools to recruit a local
watershed coordinator and engage partners and stakeholders committed to
implementing most effective BMPs within high impact areas of watershed.
Task #9: Develop an information/education component that will be used to enhance public
understanding of and participation in implementing the plan.
Deliverables: Public Education Program to promote the WMP as a tool for action.
Public outreach campaigns promoting BMPs that control nonpoint source pollution.
Measures of Success: A high percentage (>50%) of the population within the areas
of the watershed identified for BMPs will be invited to participate in educational
programs that promote management of nonpoint source pollution and demonstrate
interest in participating in a BMP installation.
Task #10: Develop a schedule for implementing the recommended best management
practices that is reasonably expeditious.
Deliverables: Short and long term implementation schedule related to BMP
installation and education/outreach campaigns.
Measures of Success: Correlation of implementation schedule with committed
partners (Watershed Advisory Committee).
Task #11: Describe the interim, measurable milestones for tracking implementation of best
management practices or other control actions.
Deliverables: A set of milestones based on water quality goals, pollutant sources,
land use area, cost, and time frame to track implementation of each BMP identified in
Task #7.
Measures of Success: Review milestones at intervals of WMP updates to determine
implementation rate or progress of proposed solutions and management practices

Caption:Approve and authorize the Engineering Department (AED) to
accept and receive federal financial assistance through Section
319(h) Nonpoint Source Implication Grant Program. Also, grant
authorization permitting the Augusta, GA’s Mayor to sign all
documentation as requested by the AED.
Background:The Clean Water Act Section 319(h) Water Quality Grant Funds
support activities to identify and implement projects for reduction
of prioritized risks and concerns in the community such as source
assessment and control of pollutant of interest load within state
listed impaired water bodies. During 2016, AED in partnering
with Phinizy Center for Water Sciences (PCWS) submitted two
(2) separate applications to seek federal funds for various
activities associated with surface water quality improvement
program in Rocky Creek Watershed. Georgia Environmental
Protection Division (EPD) evaluated and recommended both
applications to US Environmental Protection Agency (EPA) for
funding. However, one of the pre-requisite for EPA to fund 319(h)
grant is development of 9-Element Watershed Restoration Plan (if
not already in place). There is no existing watershed restoration
plan for Rocky Creek Watershed and it needs to be developed.
Analysis:Development of 9-Element Watershed Management Plan for
selected watersheds in Savannah River Basin is critical for
receiving future 319 grants in addition to already approved two
FY-16 grants. PCWS under existing MOU is collaborating in
these grants and will develop this plan. Four (4) of Augusta creeks
are listed as impaired waterbodies and do not support their
designated use. The 319 Grants allow AED to optimize Augusta
MS4 NPDES Stormwater Management Program. There are
minimum matching funds required. AED will meet this need
primarily by offering in-kind services such as staff time. AED will
also utilize $5,000 of its stormwater services contractual program.
Financial Impact:By accepting this Grant, AED will receive $40,000 in federal
funds. AED will provide $10,226 matching non-federal funds
[$5,226 in-kind, and $5,000 from Stormwater Services
Contractual Program].
Alternatives:1). Approve and authorize the Engineering Department (AED) to
accept and receive federal financial assistance through Section
319(h) Nonpoint Source Implication Grant Program. Also, grant
authorization permitting the Augusta, GA’s Mayor to sign all
documentation as requested by the AED. 2). Do not approve and
drop the 319(h) FY-16 funding acceptance for the approved two
(2) grants.
Recommendation:Approve Alternative Number One.

DESIGN AND FIELD ENGINEERING SERVICES FOR 5TH STREET BRIDGE OVER THE SAVANNAH RIVER
SCOPE OF SERVICES
PHASE I – STRUCTURAL ASSESSMENT
Civil Services, Inc. was retained by the City of Augusta to perform Design and Field Engineering services
for the 5th Street Bridge Rehabilitation.
I.PURPOSE:
The purpose of the project is to perform design and field engineering services for repair and
restoration of the 5th Street Bridge (Jefferson Davis Memorial Bridge) over the Savannah
River in the City of Augusta. The CSI team will develop a design and construction package
for the City of Augusta with sufficient details to repair and restore the existing structurally
deficient bridge.
II.SERVICES TO BE PROVIDED BY THE CONSULTANT:
The Consultant and related Sub-Consultants will perform the following services during the
Bridge Assessment Phase:
A.Bridge Inspection – CSI Team will perform a 100% hands-on field inspection and
verification of conditions of the bridge superstructure and substructure.
B.Underwater Inspection – CSI Team will perform a Level I underwater inspection of the
seven masonry piers that support the bridge, in accordance with the Association of Dive
Contractors International Consensus Standards as well as those proscribed by OSHA 29
CFR part 1910 for Commercial Diving Operations. If marine growth that prevents visual
inspection of the piers is encountered, we will perform a Level II inspection of two-to-
four locations per pier, depending on the water depth.
C.Bridge Load Rating - CSI will perform a load rating of the existing bridge structure.
D.Bridge Assessment Report – We will prepare a detailed Bridge Condition Report that
includes the methodology used for the inspection, a detailed list of findings, an
evaluation and assessment of the condition of the bridge. The report will also include
plan and elevation drawings that include locations of significant deficiencies observed. A
photo appendix will also be included in the report.

amount of $200,916.27 for the 5th Street Bridge over the

Background:The 5th Street Bridge over Savannah River (Bridge Repair and
Restoration) is a project from the “Approved Investment List” of
TIA that was approved by voters of the CSRA in July 31, 2012
referendum. The 5th Street Bridge is a Band 2 project that will
begin the existing condition assessment process once approved by
the City of Augusta, Georgia Commission. Once existing
condition assessment is completed, bridge repair/restoration scope
and fee will be developed and engineering design will commence
accordingly.
Analysis:The following firms were evaluated based on qualifications,
technical approach, experience, and references in December 2016.
The following firms submitted RFQs and were evaluated: 1.
Moffat & Nichol 2. Moreland Altobelli & Associates 3. Civil
Services 4. Heath & Lineback Engineer 5. JMT 6. Wiss Janney
Elstner Assoc Civil Services, Inc. was selected based on the
evaluation procedures used for this project.
Financial Impact:Funds are available in the TIA project budget

Background:Applegraph Construction has requested that the alley between
Hogan Street and Adrian Street be abandoned. The property is no
longer a functioning alley and the alley splits their property
located at 1103 Hogan Street. The abandonment request has been
reviewed by all essential county departments and administrators
and approvals were received to proceed with the abandonment
request. The plat of said alley between Hogan Street and Adrian
Street is attached.
Analysis:In addition to the information provided in the above Background
section, publication notices will be made for a public hearing to be
held, with results to be presented to the Commission. Notice to the
property owners located thereon will be made, pursuant to
O.C.G.A. §32-7-2(b) (1).

BACKGROUND: The owner died intestate and all heirs cannot be determined or
located. Therefore, the City seeks to acquire the property through
condemnation. In order to proceed and avoid further project delays,
it is necessary to condemn a portion of subject property. The
required property consists of 7,500 sq. ft. in fee.
The appraised value is $6,300.00.
ANALYSIS: Condemnation is necessary in order to acquire the required
property.
FINANCIAL IMPACT: The necessary costs will be covered under the project budget.

Motion to Determine Abandonment of a Portion of Heath Street, East of Berkmans Road

Caption:Motion to determine that a portion of Heath Street, East of
Berckmans Road as shown on the attached plat has ceased to be
used by the public to the extent that no substantial public purpose
is served by it or that its removal from the county road system is
otherwise in the best public interest, pursuant to O.C.G.A. §32-7-
2, with the abandoned property to be quit-claimed to the
appropriate party(ies), as provided by law and an easement to be
retained over the entire abandoned portion for existing or future
utilities as directed by Augusta Engineering Department and
Augusta Utilities Department.
Background:The abandonment request has been reviewed by all essential
county departments and administrators and approvals were
received to this abandonment request. The plat of said portion of
Heath Street, East of Berckmans Road is attached.
Analysis:In addition to the information provided in the above Background
section, publication notices will be made for a public hearing to be
held, with results to be presented to the Commission. Notice to the
property owners located thereon will be made, pursuant to
O.C.G.A. §32-7-2(b)(1).
Financial Impact:Cost of publication and advertisement of public hearing.
Alternatives:Approve or deny request to determine that a portion of Heath
Street, East of Berckmans Road be abandoned.
Recommendation:
Approve determination and request for abandonment of a portion

Street Light Request Southhampton Section 2

Caption:Approve the amount of $7,108.72 to have 17 Streetlights added to
Ashton Drive and Ardwick Drive in the Southampton subdivision
at a cost of $255.00 per month for a total of $3,060.00 per year
thereafter. This is also to approve a new lighting tax district for
the 52 lots associated with above roads. Funding is available in the
Street Lighting budget account #2760416105312310.
Background:Jefferson Energy Cooperative will install 17 streetlights in the
Southampton Subdivision. The cost of this installation is
$7,108.32.72 which will be paid from the Street Light Budget
account and then reimbursed over the next year by the special
taxing district that is being created with the lots associated with
the streetlights. The Yearly cost for these lights will be $3,060.00
paid for by the 52 lots associated with these roads in a special
taxing district to appear on the 2017 tax bill. The cost per lot
added to the tax bill is $205.00 for the first year to cover up front
cost and $68.00 per year thereafter to cover the cost of the light
and maintenance.
Analysis:The cost proposal was received by Jefferson Energy Cooperative
on February 10, 2017 in the amount of: CONTRACTOR Jefferson
Energy BID Upfront Cost - $7,108.72 Yearly Cost - $68.00
Financial Impact:Adequate funds are available and expenditure of this amount will
leave sufficient funds for any emergencies that may arise before
the end of the year.
Alternatives:1). Approve installation of new streetlights by Jefferson Energy
Cooperative in the amount of $7,108.72 and approve the creation
of a new taxing district in the Southampton Subdivision for
Section 2 in the amount of $205.00 for the first year and $68.00
thereafter for the 52 lots associated. 2). Do not approve and
disregard proposal.
Recommendation:Approve Alternative Number One.
