Background:When preparing our FY2021 budget, HCD budgeted to expend all residual NSP program income. Since the submission of the FY2021 budget, HCD has received over $300,000 more in program income, $150,000 was budgeted using a conservative budgeting approach. The NSP grant has residual program income that could be used to construct affordable housing. This would require an increase to the NSP program income object code with an equal increase in construction expense object code. Analysis:Approval of this request will enable HCD to continue construction of affordable housing using NSP program income. Financial Impact:HCD has expensed the FY2021 budgeted amount of $150,000; however, due to an increase in rental income, HCD has an additional $150,000 program income available to spend for more NSP eligible uses e.g. construct affordable housing. The increase of program income for the NSP grant will allow for expenditures for the construction of affordable housing. This request represents a zero net-sum adjustment to HCD’s overall budget. Alternatives:Deny HCD's Request. Clerk of Commission Administrative Services Committee Meeting 10/26/2021 1:10 PM HCD_FY2021 Continuum of Care Application Submission Approval Request Department:HCD Presenter:Hawthorne Welcher, Jr. and/or HCD Staff Caption:Motion to authorize the submission of the FY2021 Continuum of Care (CoC): Exhibit I – Consolidated Application, Exhibit 2 – Applications (both new and renewal) and authorize the Mayor to execute, as Augusta’s certifying official, all supporting documentation required for the CoC application to the U.S. Department of Housing and Urban Development (HUD). Background:Each year, the Housing & Community Development (HCD) department applies to HUD through an annual Notice of Funding Availability (NOFA) for the CoC programs. This application is not an Entitlement Grant but a competitive application process. These funds are used to support the Homeless Information Management System (HMIS) for administrative services, supplies, and to provide technical support to Augusta’s collaborating homeless service agencies. This grant renews the same time each year for the same amount; October 1 - September 30 (HMIS Program - $184,475). There are three (3) additional renewal projects from partner agencies funded as a part of the Augusta, Georgia, CoC. Analysis:Approval of this request will allow Augusta, Georgia, to continue providing these comprehensive services to the homeless population of Augusta-Richmond County. Financial Impact:These are additional grant funds awarded by HUD through a competitive application process to Augusta, Georgia, for the continued operation of HMIS and related services. Currently, there are three (3) additional projects funded through this application for partner agencies: 1. Supportive Services Only for Coordinated Entry, 2. Rapid Re-Housing and 3. Permanent Supportive Housing Program. Alternatives:Deny HCD's request. The program, commonly referenced as VaxUp Augusta!, provides a $100 incentive to Richmond County residents who become fully vaccinated (e.g. single dose Johnson & Johnson, second dose of Moderna or Pfizer) through one of four authorized service providers. Vaccine Partner Allocation Augusta has now authorized five (5) vendors to administer vaccinations and distribute incentives as applicable with Augusta University’s Student Health Clinic as the most recent partner (October) to join this effort. The table below highlights the total projected vaccinations, incentives, and vendor administrative costs to implement the program. As of October 10, 2021 approximately $1,245,000 of the $1,500,000 total allocation has been obligated. Launch + Initial Implementation Following the Augusta Commission’s approval, VaxUp Augusta! launched on September 8, 20221 at May Park. The initial clinic, hosted by the Georgia Department of Public Health (DPH) the first partner to onboard, boasted more than 120 citizens who received a first or second dose. VaxUp Augusta! Initial Reporting (Reporting Period: 08/16/ thru 10/8/21) Below is a cumulative report out of all five (5) authorized vaccination partners. It should be noted that while DPH began program implementation in August, the remaining vendors onboarded and began implementation in September. Further, Nightingale Infusion & Pharmacy and Augusta University Student Health are the two most recent partners and will begin implementation mid-October; therefore, these partners are not required to provide a report for the period ending October 10, 2021. Since the August 19, 2021 Commission authorization, interest and education related to the vaccine and mitigating COVID-19 has increased substantially. Approximately 10,000 more residents (5%) have received at least one dose, while 11,000 more residents (6%) have become fully vaccinated.
