HVAC Replacement at Warren Road Community Center
Department:Recreation, Parks and Facilities
Caption:Motion to approve award of the contract for Design Build HVAC
Replacement at the Warren Road Community Center to the low
bidder, Copper Construction Company, Inc. of Vidalia, GA, in the
amount of $125,069.00.
Background:When initially constructed in the mid-1970s, the gymnasium at
Warren Road Community Center was not air conditioned. At
some point, air conditioning was added by placing an exposed unit
in each of the four corners of the gym. While this may well have
been the least expensive method to add cooling, it has been
problematic over the years. The exposed units are subject to
damage and the condensate pans often leak onto the gym floor.
The water not only is damaging to the floor, it creates a slip
hazard. At present two of the units are still operational, but all
have been in service longer than the usual life span for comparable
units. Rather than replace the units as they are, it was determined
that the community would be better served by installing the
system in a manner that would provide proper cooling and
eliminate the problems with the previous installation.
Analysis:Request for Bids (RFB), Bid Item 14-150 was issued for design
and installation of a replacement system that would make use of
existing side wall vents to improve air distribution and move the
air handling units to attic space on the sides of the gym. Four
compliant bids were received. The low bid came in substantially
higher than the funding available. We would have only been able
to replace half of the units employing that approach. Since this
was issued as a Design-Build project, Procurement allowed us to
discuss alternatives to the original concept that would accomplish
the stated goal at a lower cost. We were able to come up with an
alternative that will replace all four units by installing two new
larger package units within an existing exhaust fan frame. We
have had the structure checked and it will hold the weight of the
proposed system. The low bid was submitted by Copper
Construction, Inc. of Vidalia, GA.

The local bidder preference program is applicable to this project. To be approved as a local bidder
and receive bid preference an eligible bidder must submit a completed and signed written application

least thirty (30) days prior to the date bids are received on an eligible local project, and who
otherwise meets the requirements for approval as a local bidder, will not be qualified for a bid

No Bid may be withdrawn for a period of 90 days after time has been called on the date of opening.
Invitation for bids and specifications. An invitation for bids shall be issued by the Procurement Office and
shall include specifications prepared in accordance with Article 4 (Product Specifications), and all contractual
terms and conditions, applicable to the procurement. All specific requirements contained in the
invitation to bid including, but not limited to, the number of copies needed, the timing of the

Department are considered material conditions of the bid which are not waiveable or modifiable by

Newman Tennis Court Repair/Resurfacing

Caption:Motion to approve Bid Item 14-179, Newman Tennis Court
Repair/Resurfacing Project, to Court Makers, Inc. for a total
amount of $124,055.
Background:Funds were appropriated through SPLOST VI for improvements
to City-wide tennis courts, owned and maintained by Augusta
Recreation, Parks and Facilities Department. In order to maintain
the integrity and playability at the Newman Tennis Center,
structural cracking at all eighteen courts, corrective actions have
to take place. This award winning facility was built with federal
Land and Water Conservation funds along with City matching
funds and opened in 1981.
Analysis:Due to the natural aging and shrinking of the asphalt pavement,
Request for Bids were issued to a total of six (6) firms attending
the mandatory pre-bid required on this project. A total of six (6)
firms responded to the RFB. The results included one no bid, two
non-compliant bids and three compliant bids. (See attached) After
evaluating the bids received, the Department is recommending
award of bid to Court Makers, Inc. as the low, responsive bidder
for the amount of $124,055.
Financial Impact:Funds are available to cover the expenses of this project with
includes the acceptance of the base bid of $122,955 and add
alternate one for $1,100.00 for a total of $124,055.
Alternatives:1. To Approve award of bid to Court Makers, Inc., for $124,055.
2. Move No Action thus delaying the intended improvements at
this tennis complex.
