REVIEWED AND APPROVED BY: Administrator Clerk of Commission Cover Memo Item # 4 ORDINANCE NO. __________________ AN ORDINANCE TO AMEND THE AUGUSTA, GA CODE TITLE ONE CHAPTER THREE ARTICLE ONE SECTION 1-3-6 AND 1-3-7 RELATING TO THE POWERS, DUTIES, SALARY AND TITLE OF AIRPORT MANAGER; TO REPEAL ALL CODE SECTIONS AND ORDINANCES AND PARTS OF CODE SECTIONS AND ORDINANCES IN CONFLICT HEREWITH; TO PROVIDE AN EFFECTIVE DATE AND FOR OTHER PURPOSES. WHEREAS, Sections 1-3-6 and 1-3-7 of the AUGUSTA, GA CODE currently use the term “airport manager” to describe the person employed by the Augusta Aviation Commission to have the immediate supervision and control of the Augusta Regional Airport; and WHEREAS, the term “Airport Director” is a more descriptive term for this position and is consistent with definition (m) of section 1-3-8.2 of the AUGUSTA, GA CODE; and WHEREAS, Section 1-3-7 of the AUGUSTA, GA CODE currently provides that the salary of Airport Managers shall be fixed by the Augusta Aviation Commission without any approval of the Augusta, Georgia Commission; and WHEREAS, the Augusta, Georgia Commission sets the salaries of all other executive level employees that work for Augusta, Georgia and the Commission seeks to ensure that the salaries of Airport Managers remain consistent with other executive level employees; and WHEREAS, it is the desire of the Commission to amend AUGUSTA, GA CODE Section 1- 3-6 to use the term “Airport Director” rather than “airport manager” and: WHEREAS, it is the desire of the Commission to amend AUGUSTA, GA CODE Section 1- 3-7 to require that the salaries of Airport Managers/Directors are subject to final approval by the Augusta, Georgia Commission. THE AUGUSTA, GEORGIA COMMISSION hereby ordains as follows: SECTION 1. Augusta, GA Code Section 1-3-6 as forth in the Augusta, GA Code, re-adopted July 10, 2007, is hereby amended by striking this section in its entirety as set forth in “Exhibit A” hereto. A new Code Section 1-3-6 is hereby inserted to replace the repealed Code Section as set forth in “Exhibit B” hereto. SECTION 2. Augusta, GA Code Section 1-3-7 as forth in the Augusta, GA Code, re-adopted July 10, 2007, is hereby amended by striking this section in its entirety as set forth in “Exhibit C” hereto. A new Code Section 1-3-7 is hereby inserted to replace the repealed Code Section as set forth in “Exhibit D” hereto. SECTION 2. This ordinance shall become effective upon approval. Same-Employment of Airport Manager. The Augusta Aviation Commission shall employ an airport manager for the aviation fields operated by the Commission. The Augusta Aviation Commission shall employ an Airport Director to operate the Augusta Regional Airport and all of its aviation fields. Every airport manager appointed pursuant to the preceding section shall be paid a salary to be fixed by the Augusta Aviation Commission and shall have immediate supervision and control of the airport which he is employed to manage and it shall be his duty to enforce all rules and regulations prescribed by the Augusta Aviation Commission, and such manager shall report to such commission any violation thereof. He shall be charged with the duty of maintaining such airport and buildings thereon in good condition. The employment of such manager shall be purely on a temporary basis, subject to the will of the commission, and no airport manager shall be considered a permanent employee of Augusta-Richmond County. District 2. Super District 9. (Referred from July 7 Public Services) Background:This a request for a Dance License to be used for an 18 and Up age group location. There primary operating hours will be after normal club operating hours. Analysis:We have determined that the applicant can meet our requirements but there proposed hours of operation pose a problem for us and the RCSO. Financial Impact:The applicant will pay a fee of $121.00. Alternatives: Recommendation:Planning & Development recommends approval under the condition that they be allowed to operate only doing normal club operating hours. If these conditions cannot be met we recommend denial. The RCSO makes no recommendation. Clerk of Commission Cover Memo Item # 9 Public Service Committee Meeting 7/28/2014 12:45 PM Virginia College Transportation Contract Department:Augusta Public Transit Caption:Motion to approve a student transportation contract with transit fees of $2.75 per student per quarter for Virginia College students to receive transportation services to and from campus with valid student identification cards issued by the college at no direct charge to the student as presently being done with other area colleges. Background:Virginia College is an accredited two year college offering associate degree programs. Virginia College would like to afford their students transportation services which are currently being offered to Augusta Technical College, Paine College and Georgia Regents University. Analysis:Support of the transit service would afford students without transportation the opportunity to attend Virginia College. Financial Impact:Increase in Transit Revenue would be based upon student population. Alternatives:Deny. Recommendation:Approve the request. See Attached Contract for Virginia College.
