Motion to authorize the Construction Manager for construction of the new Sheriff’s Office Building
Department:Recreation, Parks and Facilities
Caption:Motion to approve a change to the existing Purchase Order
(P187880) with Potts for the construction of the new Sheriff’s
Office Building to include the cleaning, painting and sealing of the
Sheriff’s Garage and Evidence Building.
Background:Potts was selected under RFQ 10-121 as the Construction
Manager at Risk for the Sheriff’s New Office Building by the
Augusta Commission on September 07, 2010. Potts is nearing the
completion of the New Sheriff’s Office Building. The Sheriff’s
staffs have requested having the buildings adjacent to the new
Sheriff’s Building painted and sealed with the funds remaining
from the Sheriff’s Building budget.
Analysis:The proposed work to the Sheriff’s Garage and Evidence
Buildings would include pressuring “blasting” to remove all
exterior paint, scale, mold and mildew; point patching all hole and
cracks; coating the exterior walls with BASF Thorocoat and
replacing the coping and downspouts.
Financial Impact:The total cost is $50,618.49 and can be funded from the remaining
funds from the New Sheriff’s Office budget.
Alternatives:1. Approve the change to Purchase Order P187880 to allow Potts
to clean, paint and seal the Sheriff’s Garage and Evidence
buildings. 2. Move No Action
Recommendation:1. Approve the amount of $50,618.49 for the cleaning, painting
and sealing of the Sheriff’s Garage and Evidence buildings.

New Modular Play System at May Park
Department:Recreation, Parks and Facilities
Caption:Motion to approve RFP 12-176, Design, Delivery and Installation
of a New Modular Play System at May Park to Hasley Recreation
and Design.
Background:The demolition of the old wading pool and the replacement with a
new play feature is part of the proposed improvements project
list included in the voter approved SPLOST VI.
Analysis:A total of eleven (11) vendors were solicited to provide submittals
on an RFP that called for the design, delivery and installation of a
new play system at May Park, to include an ADA accessible
poured-in-place rubber safety zone. Five firms responded, with
three being in compliance and two being non-compliant. Each
vendor was given a budget of $125,000 for this service requested.
Upon review, and based on the scores of the evaluation criteria
utilized, Hasley Recreation and Design was rated the highest.
Financial Impact:The project budget identified and provided as part of the RFP was
$125,000. Each vendor had the flexibility to design and offer their
systems based on the same dollar amount.
Alternatives:1. To Approve the award of RFP 12-176 to Hasley Recreation and
Design. 2. Move No Action, thus delaying the improvement plan
scheduled for May Park.
Recommendation:1. To Approve.

RFP documents may be viewed on the Augusta Georgia web site under the Procurement Department
ARCbid. RFP documents may be obtained at the office of the Augusta, GA Procurement Department, 530
Greene Street – Room 605, Augusta, GA 30901. All questions must be submitted in writing by fax to
706 821-2811 or by email to procbidandcontract@augustaga.gov to the office of the Procurement
Department by Friday, August 3, 2012 @ 5:00 P.M. No RFP will be accepted by fax, all must be
received by mail or hand delivered.
No RFP may be withdrawn for a period of 90 days after time has been called on the date of opening. A 100%
performance bond and a 100% payment bond will be required for award.
Invitation for bids and specifications. An invitation for bids shall be issued by the Procurement Office and
shall include specifications prepared in accordance with Article 4 (Product Specifications), and all contractual
terms and conditions, applicable to the procurement. All specific requirements contained in the invitation
to bid including, but not limited to, the number of copies needed, the timing of the submission, the
required financial data, and any other requirements designated by the Procurement Department are
considered material conditions of the bid which are not waiveable or modifiable by the Procurement
Director. All requests to waive or modify any such material condition shall be submitted through the
Procurement Director to the appropriate committee of the Augusta, Georgia Commission for approval by the
Augusta, Georgia Commission. Please mark RFP number on the outside of the envelope.
Bidders are cautioned that acquisition of RFP documents through any source other than the office of the
Procurement Department is not advisable. Acquisition of RFP documents from unauthorized sources places
the bidder at the risk of receiving incomplete or inaccurate information upon which to base his qualifications.

Rural Fire Defense (RFD) Memorandum of Understanding (MOU)
Department:Augusta Regional Airport
Caption:Motion to approve the Rural Fire Defense (RFD) Memorandum of
Understanding (MOU) between the Georgia Forestry Commission
and Augusta-Richmond County for the Augusta Aviation
Commission at the Augusta Regional Airport as approved by the
Augusta Aviation Commission at their August 30, 2012 meeting.
Background:Due to the intermingling of wild land fuels and the potential for
wild land fires in areas of Augusta-Richmond County, and the
Augusta Regional Airport, the objectives of the above referenced
organizations are inseparable, to minimize the loss of life and
property as a result of uncontrolled fire.
Analysis:Upon Investigation it has been determined that Augusta Regional
Airport and the lands within the airport boundaries and those
contiguous to it both private and public, county and state owned
and federal lands are not under a specific mutual aide agreement
with the State of Georgia’s Forestry Commission and the Augusta
Aviation commission.
Financial Impact:There are no costs involved with this Memorandum of
Understanding.
Alternatives:Deny request.
Recommendation:The Augusta Regional Airport Fire Department recommends the
Augusta Commission accept the (Mutual - Aid agreement) with
the Georgia Forestry Commission for the purposes of having
accountable services and assistances in the event of an incident
whether man-made or natural disaster is to occur.

Because of the intermingling of structures and wildland fuels in areas of Augusta-
Richmond County, the objectives of the two above-mentioned organizations are inseparable, to
minimize the loss of life and property as a result of uncontrolled fire. We, the undersigned, have
arrived at this MEMORANDUM OF UNDERSTANDING for these primary purposes:
1. Provide for closest possible cooperation on mutual objectives.
2. To clarify the purpose and responsibilities of each organizations.
A. Fire Department

B. Georgia Forestry Commission
1. Area Covered: Augusta Richmond County primarily all lands within the county,
both private and public, county and state owned and federal lands not under
specific agreement. Georgia Forestry Commission resources located within the
county are also responsible for all lands within the State of Georgia upon request
by the Chief of Forest Protection or his designee.

3. Responsibilities: All forest fire protection work shall be under the direction and
supervision of the State Forestry Commission, through the Director of said
Commission, subject to the provisions of this Act and the laws of the State, now
or hereafter enacted, relative to forestry and forest fire prevention and
suppression. The Commission shall have power to make and enforce all rules and
regulations necessary for the administration of forest fire protection. (Ga. Laws
1949, pp. 937, 938; Ga. Code 1981, Sec. 12-6-83).
C. Operational Procedures:
1. Dispatching:
a) The Forestry Commission will dispatch a crew to any known
forest/brush/grass/etc. fire or to any fires of unknown structure by
responding to wildland fires as dispatched.
b) The Fire Department will dispatch a crew to any known structure fire,
wildland fire, or to any fire of unknown nature. The Fire Department will
cooperate with the Forestry Commission dispatch by responding to
wildland fires as notified.
2. Communications: Upon arrival at the scene:
a) The Forestry Commission will provide command and control for wildland
fire suppression and will cooperate with the Fire Department for
protection of life and property threatened by a wildland fire. The Georgia
Forestry Commission will immediately advise the Fire Department of any
burning or threatened structure within the area.
b) The Fire Department will provide command and control for structural fire
suppression and will cooperate with the Georgia Forestry Commission for
protection of life and property threatened by structural fires. The Fire
Department will immediately advise the Forestry Commission of any
burning or threatened natural cover fuels within the area and assistance
needed.
c) This agreement in no way restricts either agency from taking action in an
emergency situation to save lives and property regardless of the nature of a
fire, either wildland or structural.
3. Mutual Assistance:
a) Suppression: When both agencies are at the same fire, overall command
and control of the incident shall lie with the agency concerned the most
directly with what is burning. If both woods and structures are on fire
simultaneously, each agency shall endeavor to initiate unified command

and provide support to each other to ensure shared resources, public and
firefighter safety, and efficient incident stability. All fire organizations
involved should endeavor to accomplish wildland fire certifications and
provide wildland fire personal protective equipment for firefighters who
are subject to respond to wildland fires. Only the Georgia Forestry
Commission can authorize backfires.
b) Use: The intended use of Georgia Forestry Commission manpower and
equipment (Type 6 Engines) is to provide protection/suppression relative
only to wildland fires (i.e., grass, brush, and trees). Forestry Commission
personnel are not trained, nor do they possess sufficient personal
protective equipment to allow them to function in environments other than
those listed above.
c) Training: Each agency agrees to attend/participate/assist/etc. in the other
agency’s training program. The authority having jurisdiction shall be
responsible to ensure that all persons participating in training and wildland
or structural fire suppression activities meet established qualifications and
are properly equipped with the required personal protective equipment to
safely perform tasks at the individual’s assigned level of responsibility.
d) Other: Each agency mutually agrees to provide support of fire prevention
programs which will increase the public awareness of the hazards and
destruction of fire and serve to make the objectives of this memorandum
possible.
The Georgia Forestry Commission and its sub-contractors are equal Opportunity employers and
service providers are subject to all provisions of Section 601 of the Civil Rights Act of 1964, and
therefore prohibit discrimination in all programs and services on the basis of race, color,
national origin, sex, religion, age, disability, political beliefs, sexual orientation, or marital or
family status.

AGREEMENT
This memorandum shall be effective when signed by both parties. It continues in effect unless
and until either party gives thirty (30) days in writing to the other party.
