Clerk of Commission Cover Memo Attachment number 1Page 1 of 2 Attachment number 1Page 2 of 2 Public Service Committee Meeting 3/7/2011 12:50 PM Augusta Public Transit Bus Purchase Department:Augusta Public Transit Caption:Motion to approve Augusta Public Transit’s purchase of the following items through Grant Project GA-90-X300-00 (54609-1210): Three (3) Transit Vehicles from Daimler Buses, North America ($389,243 per bus) $1,167,729. Background:Augusta Public Transit has already purchased three (3) buses through the ARRA Funds from Daimler Buses, North America through PART (Piedmont Authority for Regional Transportation) Contract 1320A. We will be usingGrant GA-90-X300Funds to purchase additional buses from the same contract. Analysis:The purchase of the vehicles will upgrade the fleet and allow for the retirement of older vehicles. Financial Impact:The Federal Transit Administration grant will pay 80% ($934,183.20) Augusta-Richmond County will only be responsible for 20% ($233545.80) of the total cost. Alternatives:None. Recommendation:Approve the purchases from Grant GA-90-X300-00 Funds so that Transit can move forward with the upgrades in the fleet. Clerk of Commission Cover Memo Attachment number 1Page 1 of 2 Attachment number 1Page 2 of 2 Attachment number 2Page 1 of 1 Public Service Committee Meeting 3/7/2011 12:50 PM Augusta Public Transit Paratransit and Small Vehicle Purchase Department:Augusta Public Transit Caption:Motion to approve Augusta Public Transit’s purchase of two (2) paratransit vehicles and two (2) small fixed route transit vehicles from National Bus Sales and Leasing, Incorporated for $305,566. Background:The vehicles will be purchased using State of Georgia Contract Number EQ- 48400-819. The cost per vehicle is $74,718 for the paratransit vehicles and $78,065 for the small fixed route transit vehicles. Analysis:The purchase of the vehicles will upgrade the fleet and allow for the retirement of older model paratransit vehicles. FTA pays 80% of the cost, and Augusta-Richmond County the remaining 20%. Attached are the quotes for the vehicles. Financial Impact:The impact of approving this purchase will be minimal on operations. Alternatives:None. Recommendation:Approve the purchase of the paratransit and small transit vehicles. Background:The Georgia State Licensing Boards under O.C.G.A. Title 43 provide that each person, firm or corporation desiring a contractor’s license as a residential contractor, residential-light commercial contractor, general contractor, electrician, plumber, or HVAC contractor shall have a person regularly employed who has been certified by the Georgia State Construction Industry Board (O.C.G.A. Title 43). Analysis:The approval of the proposed amendment will correct the Augusta code so that it reflects the State of Georgia licensing requirements. Clerk of Commission Cover Memo ORDINANCE NO ________________ AN ORDINANCE TO AMEND THE AUGUSTA-RICHMOND COUNTY CODE SO AS TO REQUIRE THAT BUILDING CONTRACTORS EMPLOY STATE CERTIFIED PERSONNEL; TO PROVIDE AN EFFECTIVE DATE; TO REPEAL CONFLICTING ORDINANCES AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSION AND IT IS HEREBY ORDAINED BY THE AUTHORITY OF SAME AS FOLLOWS: Section 1. The Augusta-Richmond County Code Section 7-1-117 is hereby amended by deleting said Section in its entirety and substituting therefore the following to wit: Sec. 7-1-117. Performing Building, Electrical, Plumbing, and HVAC Work. Building, Electrical, Plumbing, and HVAC contractors are required to employ State certified personnel. Before being licensed to perform Building (Residential, Residential-Light Commercial, General Contracting), Electrical, Plumbing, and HVAC contracting and construction in Augusta-Richmond County, each person, firm or corporation desiring such license shall have a person regularly employed who has been certified by the Georgia State Licensing Boards (O.C.G.A. Title 43). Section 2. This ordinance shall become effective upon adoption. Section 3. All ordinances or parts of ordinances in conflict herewith are hereby repealed. Background:The Augusta-Richmond County Commission annually approves Augusta Public Transit’s Sec. 5311 Rural Transit grant application to providing rural transportation service to the citizens of Augusta-Richmond County. Analysis:The renewal of this contract will allow Augusta Public Transit to continue providing rural transportation service to the citizens of rural Augusta- Richmond County. Financial Impact:The Augusta-Richmond County share of the budget for 2011 and ½ 2012 should be approximately $95,713. Alternatives:None. By not approving this application, citizens of rural Augusta- Richmond County will lose the only public transportation available to them. Recommendation:Approve the submission of the grant.
