Analysis:The applicant meets the requirements of the Augusta Richmond County
Alcohol Ordinance.
Financial Impact:The applicant will pay a pro - rated fee of $605.00.
Alternatives:
Recommendation:License & Inspections recommends approval. The RCSD recommends
approval.

Augusta Public Transit Advertising
Department:Augusta Public Transit
Caption:Motion to approve Renaissance Marketing as the Bus and Shelter Advertiser
for Augusta Public Transit. The contract is for three (3) years with two one
year option renewal.
Background:A bid request for RFP Item #10-154 (Request For Proposals) for
Professional Transit Advertising was issued on July 13, 2010, with the RFP
due to Procurement on August 20, 2010. Two proposals were received; the
evaluation committee met on August 31, 2010 and found neither company
met the qualifications. The bid request for RFP Item #10-154A was re-
issued on September 14, 2010, with the RFP due to Procurement on October
7, 2010. Two proposals were received; the evaluation committee met on
October 15, 2010 and found that Renaissance Marketing met the
qualifications.
Analysis:Support of the agenda will give Augusta Public Transit the opportunity to
move forward with its advertising on the buses and shelters.
Financial Impact:Continuing revenue for Augusta Public Transit.
Alternatives:None.
Recommendation:To approve Renaissance Marketing as the advertiser for APT.

Building Permit Fees
Department:License & Inspection
Caption:Approve amendments to Augusta-Richmond County Code, Section 7-1-90
PERMIT FEES, so as to increase certain fees required in connection with
the issuance of permits.
Background:As part of the budgetary process, it is proposed that there be a five percent
(5%) increase in the building permit fees and associated fees. The fees were
last increased in July 1999.
Analysis:As approved by the Construction Advisory Board at the November 18,
2010, meeting the proposed increase in fees provides for an additional 5% in
revenue per year for the next five years, or until such time that the annual
fee revenue equals the yearly budget for the Building Division; and not to
exceed twenty-five percent increase over the five year period. (All fees will
be rounded up to the next whole dollar.) Each year for the next five years the
Construction Advisory Board will review the budget and revenue and
recommend if the 5% increase for the given year should be approved… The
building fees are collected for the purpose of funding the operation of the
Building Division. At year end, any excess funds are deposited into the
Building Division Revenue Fund. Over the last ten years we’ve saved over
one-million dollars. However, in the last few years we have used some of
the funds to purchase vehicles, purchase software, and last year we
borrowed from the fund to cover the Building Division budget deficit. This
year we will also have to borrow from the fund to cover the budget deficit…
If the building activity stays the same for the next year or so we will
continue to borrow from the reserves. By increasing the fees 5% we will
reduce the amount borrowed from the reserve and if building activity stayed
flat for five years and we increased the fees 5% each year for five years, by
the fifth year we will have a positive cash flow and will not have depleted
the entire reserve fund.
Financial Impact:The proposed Ordinance amendment will provide for an estimated $40,000
in additional revenue.
Alternatives:Do not adjust fees.

ORDINANCE NO ________________
AN ORDINANCE TO AMEND THE AUGUSTA-RICHMOND COUNTY CODE SO AS TO
INCREASE CERTAIN FEES REQUIRED IN CONNECTION WITH THE ISSUANCE OF
PERMITS; TO PROVIDE AN EFFECTIVE DATE TO REPEAL CONFLICTING
ORDINANCES AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSION AND IT IS
HEREBY ORDAINED BY THE AUTHORITY OF SAME AS FOLLOWS:
Section 1. The Augusta-Richmond County Code Section 7-1-90 is hereby amended by deleting
said Section in their entirety and substituting therefore the following to wit:
(a) When due and payable. A permit shall not be issued until the fees prescribed in this section shall
have been paid, nor shall an amendment to permit be approved until the additional fee, if any, due to an
increase in the estimated cost of the building, structure, electrical, plumbing, mechanical or gas systems,
shall have been paid.
(b) Accounting of fees. The Director-Building Official shall keep a permanent and accurate accounting of
all permit fees and other monies collected, the names of all persons upon whose account the same was
paid, along with the date and amount thereof.
(c) Amount-fee schedule. On all buildings, structures, electrical, plumbing, mechanical and gas systems
or alterations requiring a permit, a fee for each permit shall be paid as required in subsection (a) of this
section at the time of filing application, in accordance with the following schedule:
(1) Residential.
a. Single-Family Fee Schedule.
Building, per square foot under roof $ .050
Electrical, per house $23.00
Mechanical, per house $23.00
Plumbing, per house $23.00
Fireplace, each $7.00
Inspection fee, per house on crawl space $224.00
(14 inspections at $16.00 each)
Inspection fee, per house on slab
(15 inspections at $16.00 each) $240.00
b. Single-Family Attached (townhouses). Where lot is sold with house, fees shall be the same
as for single-family.
c. Apartment and condominium dwelling unit permit fees. The permit fee will be based on the
construction cost using fee schedule.
d. Sixteen dollars ($16.00) for each required inspection per dwelling unit.
e. All repairs, additions, alterations will be based on cost of labor and materials, using fee
schedule, plus sixteen dollars ($16.00) for each required inspection.

(2) Commercial, industrial, multifamily, and public building, having total valuation.
$500.00 and less No fee unless inspection required, in which case a
$16.00 fee for each inspection shall be charged.
$501.00 to $2,000.00 $7.00 per thousand or fraction thereof.
$2,001.00 to $15,000.00 $13.00 for the first $2,000.00 plus $4.00 for each
additional thousand or fraction thereof, to and
including $15,000.00.
$15,001.00 to $50,000.00 $62.00 for the first $15,000.00 plus $4.00 for each
additional thousand or fraction thereof, to and
including $50,000.00.
$50,001.00 to $100,000.00 $172.00 for the first $50,000.00 plus $3.00 for each
additional thousand or fraction thereof, to and
including $100,000.00.
$100,001.00 to $500,000.00 $298.00 for the first $100,000.00 plus $2.00 for each
additional thousand or fraction thereof to and including
$500,000.00.
$500,001.00 and up. $928.00 for the first $500,000.00 plus $1.00 for each
additional thousand or fraction thereof.
(3) Moving of buildings or structures; for the moving of any building or structure, the fee shall be
sixty-three dollars ($63.00).
(4) Demolition of buildings or structures; for the demolition of any building or structure, the fee
shall be forty-eight dollars ($48.00) per building, ($32.00 permit fee plus $16.00 inspection fee)
except that a complimentary permit shall be issued to the Fire Department for burning as part of
a training exercise.
(5) All subcontractors and contractors for electrical, mechanical, plumbing, low voltage and
sprinklers (building and grounds) will be required to purchase their own permits based on the
fee schedule provided in paragraph (2) of this sub-section.
(6) All commercial repairs will be based on the cost or contract using the fee schedule in paragraph
(2) of this sub-section for building, electrical, mechanical, plumbing, low-voltage and sprinkler
system contractors.
(7) Electrical permits for new (location) mobile homes shall be thirty-nine dollars ($39.00), ($23.00
permit fee plus $16.00 inspection fee) and permits for electrical repairs to mobile homes shall
be thirteen dollars ($29.00), ($13.00 permit fee plus $16.00 inspection fee).

(8) Re-Inspection; if it is necessary to make a re-inspection for a required building, electrical,
mechanical or plumbing inspection because of improper work, the contractor responsible shall
pay a re-inspection fee of sixteen dollars ($16.00) for each re-inspection.
(9) Mothballing Permits: flat fee of twenty-one dollars ($21.00).
(d) Same—Permit valuation. Permit valuations shall include total cost, such as plumbing, electrical,
mechanical equipment and other systems, including materials and labor. If, in the opinion of the Director-
Building Official, the valuation of building, alteration, structure, electrical, gas, mechanical or plumbing
systems appears to be underestimated on the application, the permit shall be denied unless the applicant
can show detailed estimated cost to meet the approval of the Director-Building Official.
(e) Plan review fees. The fee for reviewing all plans shall be sixty (63) percent of the permit amount. One
and two-family dwellings are exempt from plan review fees.

Consider action against business license

Caption:Discussion: consider probation, suspension or revocation of the Business
Tax Certificate for Mr. Eric Beale, d/b/a: The County Line Club, 3379
Gordon Highway, for failure to comply with the ‘dance hall’ ordinance and
selling alcohol without an Alcohol license.
Background:The owner of The County Line Club, 3379 Gordon Highway has a business
license to operate a snack shop. The owner does not have a dance hall
license or a license to sell alcohol. The Augusta-Richmond County Code
provides the following: § 6-6-43. Dance Hall (d) Commission Approval.
No person shall operate a dance hall within the limits of Augusta-Richmond
County without first receiving a favorable action from the Board of
Commissioners. The Augusta-Richmond County Commission shall have the
right to determine whether the applicant or location for the proposed dance
hall is proper and appropriate. § 6-2-51. License Required . (a) No
alcoholic beverage may be sold, possessed for sale, or distributed in
Augusta-Richmond County, other than in the City of Hephzibah or the City
of Blythe if said municipalities legally authorize same, except under a
license granted by the City Council of Augusta or the Richmond County
Board of Commissioners for the calendar year 1996, and thereafter by the
Augusta-Richmond County Commission.
Analysis:The Sheriff’s Office investigated a shooting at The County Line Club on or
about November 28, 2010, and found that Mr. Eric Beale, d/b/a: The County
Line Club, 3379 Gordon Highway, was operating a dance hall and selling
alcohol without proper licenses. The Sheriff’s Office is requesting that the
Commission take action against the license holder.
Financial Impact:N/A

Recommendation:Revoke the Business License.

Henry Brigham Swim Center Improvements
Department:Tom F. Beck, Director, Recreation and Parks Department
Caption:Motion to approve A & E Fees of $15,000 to Virgo Gambill Architects for
improvements to the H. H. Brigham Swim Center.
Background:The Augusta Commission approved SPLOST funding for improvements to H H
Brigham Park and for community wide swimming pool renovations. The Brigham
Swim Center is 13 years old and is in need of several improvemnts, including a
dehumidification system which waas not part of the original construction.
Analysis:In 2007, the City retained the services of a mechanical engineer to evaluate the
various deficiencies with this facility and to recommend a course of action. The
course of action required was to contract with an architect to prepare a plan to
renovate the building envelope, structure, pool equipment, mechanical, plumbing and
electrical systems.
Financial Impact:Virgo Gambill Architects has performed A & E services in the past at H H Brigham
Park. In addition, their firm was the lead consultant on the Augusta Aquatic Center.
It is therefore the recommendation of staff to retain the services of VG Architects for
the prelimanary design services required for $15,000. (See Attached)
Alternatives:1. To approve a contract with Virgo Gambill Architects to begin design work for
critical improvements needed at the Brigham Swim Center. 2. Move no action thus
delaying the improvements to the Brigham Swim Center.
Recommendation:1. To approve.
