Attachments Public Service Committee Meeting 7/12/2010 12:35 PM Alcohol Application Department:License & Inspections Caption:Transfer Application: A. N. 10 - 33: A request by Kyong Gleason to transfer the retail package Beer & Wine license used in connection with Yeung Grocery located at 1478 Wrightsboro Rd. to 1671 Olive Rd. District 5. Super District 9. Background:Ms Gleason has operated a neighborhood grocery at the Wrightsboro Rd location for several years. The property was purchased by the city for the current revitalization project. Ms Gleason wishes to transfer her current license for 1478 Wrightsboro Rd to 1671 Olive Rd the site of a former grocery store which had a Beer & Wine license. Analysis:The applicant meets the requirements of the Augusta Richmond County Alcohol Ordinance. Financial Impact:The applicant will pay an application fee of $110.00. Clerk of Commission Cover Memo Attachment number 1Page 1 of 2 Attachment number 1Page 2 of 2 Public Service Committee Meeting 7/12/2010 12:35 PM Augusta Public Transit Bus Purchase Department:Augusta Public Transit Caption:Motion to approve Augusta Public Transit’s purchase of the following items through Grant Project GA-90-X235-00 (54609-1206): Two (2) Transit Vehicles from Daimler Buses North America ($391,764 ea) $783,528. Background:Augusta Public Transit has already purchased three (3) buses through the ARRA Funds from Daimler buses of North America through PART (Piedmont Authority for Regional Transportation) Contract 1320A. We will be usingGrant GA-90-X235Funds to purchase two (2) additional buses from the same contract. The slight increase in pricing since the last purchase is because of the 2010 EPA enhancements to the engines. Analysis:The purchase of the vehicles will upgrade the fleet and allow for the retirement of older vehicles. Financial Impact:Augusta-Richmond County will only be responsible for 10% ($78,352.80) of the total cost. The Federal Transit Administration grant will pay 80% ($626,822.40) and Georgia Department of Transportation grant will pay the remaining 10% ($78,352.80). Alternatives:None. Recommendation:Approve the purchases from Grant GA-90-X235-00 funds so that Transit can move forward with the upgrades. Funds are Available in the Following Accounts: Grant 54609-1206/54-22410. Clerk of Commission Cover Memo Public Service Committee Meeting 7/12/2010 12:35 PM Excise tax on hotels, motels, inns or other places in which rooms are furnished for value Department:Law Department Caption:Motion to approve an increase in the number of continuous days of occupancy for charging excise tax on hotel, motel, inn, lodge, tourist camp, tourist cabin or other places in which rooms, lodging or accommodations are regularly furnished for value. Background:The Georgia Legislature amended the State Code that regulates Hotel / Motel Excise Tax exemptions, with an effective date of July 1, 2008. Among other existing exemptions such as charitable rooms and room sales to government employees, the amendment provides that hotel room sales are exempt from the excise tax after 30 consecutive days. Prior to the amendment the excise tax exemption applied to hotel room sales after 10 consecutive days. Analysis:The hotel / motel excise tax in Augusta is 6% (plus an additional sales and local option sales tax of 7%; plus the Transportation & Tourism Fee of $1 per room per night). The State code provides that the excise tax rate cannot exceed 8%. The existing Augusta code provides that hotel room sales are exempt from including the 6% excise tax after 10 consecutive days. By amending the Augusta code to increase the number of taxable days from 10 consecutive days to 30 consecutive days, License & Inspection has determined that a conservative estimate in increased revenues would be approximately $120,000 - $150,000 per year. Beck, Director, Recreation and Parks Department Caption:Motion to approve A/E services contract for Lake Olmstead Park Julian Smith Casino new roof system to Davis Design Group for $15,600. Background:Funds have been approved for improvements to Lake Olmstead Park as part of the SPLOST VI program. On May 18, 2010, the Augusta Commission authorized the Recreation and Parks Department to begin a number of capital projects in FY 2010. Among those projects was a new roof system at the Julian Smith Casino. Analysis:One of the needed improvements at the Julian Smith Casino is a new roof system which will address the roof leaks, deck problems, roof structure deterioration, improper flashing and roof insulation at this important rental facility. As architects of record since the inception of the master plan for park development approved on March 4, 1997, staff is recommending the Davis Design Group as lead consultants on this project for a cost of $15,600. (See Attched) Financial Impact:Capital funding is available as approved by the Augusta Commission. Alternatives:1. To Approve. 2. Move No Action, thus delaying the needed roof repairs at the Casino. Recommendation:1. To approve an A/E services contract to Davis Design Group for $15,600. Beck, Director, Recreation and Parks Department Caption:Motion to approve A/E design services with the Davis Design Group in the amount of $17,700 for a new milti-purpose building at Pendleton King Park. Background:As a continuation of the Pendleton King Park Master Plan, an @4,000 sq ft multi-purpose building is planned for the park. At this time preliminary and presentation design services are needed to move forward with this project. Analysis:As architects of record for the park and as the designer for the park's Master Plan, it is the recommendation by staff and by the Pendleton King Park Foundation to enter into a contract with the Davis Design Group to provide preliminary design, presentation materials and preliminary cost estimates for a lump sum fee of $17,700.(See Attached) Financial Impact:The SPLOST VI approved list of projects includes $200,000 for improvements to Pendleton King Park. With this preliminary design requested, it is the intention of the Pendleton King Park Foundation to conduct an agressive fund raising effort to raise the remaining dollars needed for the construction of this new building. Alternatives:1. To approve A/E design services with the Davis Design Group for $17,700. 2. To move no action thus delaying the PKP Foundation from continuing with their fund raising efforts. Recommendation:1. To approve the Davis Design Group to provide preliminary design services for $17,700.
