Financial Impact:The applicant will pay a pro-rated fee of $2227.50. Alternatives: Recommendation:License & Inspections recommends approval. The RCSD recommends approval. Clerk of Commission Cover Memo Item # 2 Attachment number 1 Page 1 of 2 Item # 2 Attachment number 1 Page 2 of 2 Item # 2 Public Service Committee Meeting 9/8/2008 12:30 PM Motion to approve Amendments to Contracts for New Main Library Department: Caption:Motion to approve amendments to both the construction contract and the architect’s contract for the New Main Library. Background:In May, 2008, the architects’ design drawings were approved by the Library Board of Trustees for bidding, advertised by Procurement, and released for bids. In June, following instructions from the Library Board, the architects made revisions to the exterior design of the library to address concerns raised by a number of civic groups. These changes were made by addendum, after the documents had been released for bidding. Bids were received on July 31st and included several Additive Alternates. The Base Bid contract amount of $16,287,000 was approved at the August 19, 2008 Commission Meeting. The Library Board wishes to amend the contract to include two of the Bid Alternates. Analysis:The architects’ request for additional service fees is consistent with the intent of Article 7 of their Contract with Augusta. The Contract entitles them to additional service fees if significant design changes are required by the Owner, subsequent to previous approvals from the Owner. Regarding the alternate bids, these items were competitively bid and the Library Director and Board of Trustees has requested that they be added to the construction contract. Financial Impact:The amount of additional architectural fees is $40,198.50. The combined amount of the two additive alternates is $48,000.00. Alternatives:Do not approve the recommended contract amendments. Recommendation:Approve the recommended contract ammendments. No Alternate 5 $127,000 Provide all work on the site of the existing Audio Visual/Talking Book Center as outlined in the Civil and Electrical Engineering Construction Documents No Total, Revised Contract Amount $16,335,000 Item # 3 Public Service Committee Meeting 9/8/2008 12:30 PM Scrap Tire Grant Application Department:License & Inspection Caption:Approve for the License & Inspection Department to apply for a Georgia Department of Natural Resources – Environmental Protection Division grant for the purpose of removing scrap tires on the property at 2950 Mike Padgett Highway. Background:The ‘Local Government Scrap Tire Eradication Reimbursement Program’ under the Department of Natural Resources –Environmental Protection Division, is for the purpose of removing scrap tires at abandoned sites. The program provides 100% reimbursement to the local government. Once the application is approved by the DNR, the City will contract with a private scrap tire processor to remove the tires. The City will pay the contractor and submit appropriate documents to DNR for 100% reimbursement. Analysis:The City of Augusta and the Board of Education are considering buying the property at 2950 Mike Padgett Highway. Approximately 4,500 scrap tires are located on the property where the business formerly known as Commercial & Military Systems was located. The business is bankrupt, and the property and assets are under the control of a court appointed attorney who has granted the City and the private contractor permission to access the property for the removal of the tires… If the Commission approves this agenda item, the License & Inspection Department will prepare and submit the grant application. Upon approval of the grant application by DNR, another agenda item will be prepared for the Commission to accept the grant. Financial Impact:The exact cost is unknown but the project is estimated to cost $70,000. The City will be reimbursed 100% for all expenses. Alternatives:Do not apply for the grant.
