Beck, Jr., Director Caption:Motion to approve a land swap and facility replacement agreement, pending final closing documents, with Richmond County Board of Education at Hephzibah Park related to improvements at Hephzibah High School. Background:Richmond County BOE has a construction project at Hephzibah High School to include building a new stadium and rebuilding two athletic fields. In order for these projects to be constructed, the city of Augusta property containing two athletic fields at Hephzibah Park, 3.79 acres, that adjoins the school property to the south is being requested to be conveyed to the BOE. As reimbursement to replace these facilities and property, the BOE would convey 13.86 acres of property that adjoins the park to the north and construct two new athletic fields, comfort station, scoring and storage areas, bleachers and parking. Analysis:The land transfer will allow the BOE to complete the much needed construction of new sports facilities at Hephzibah High School, and will result in new athletic fields being constructed for Augusta at Hephzibah Park. Also, the BOE has agreed to allow Recreation and Parks the use of its athletic fields for program needs for baseball and softball practices while the new recreation fields are under construction. Financial Impact:none Alternatives:1. To deny, leaving the Board of Education without the required property to complete new facilities at Hephzibah High School. 2. Clerk of Commission March 2, 2007 Lena Bonner Clerk of Augusta-Richmond County of Commission 530 Greene Street Augusta, GA 30911 RE: Land Swap Between the County Board of Education of Richmond County and Augusta-Richmond County Dear Ms. Bonner: I would like to request that an item for discussion be placed on the agenda before the Public Services Committee on March 12, 2007, concerning a land swap between the County Board of Education of Richmond County and Augusta-Richmond County. The purpose of this land swap is for the County to be allowed to convey property adjacent to Hephzibah High School that is needed for school improvements, specifically baseball fields. In exchange for the land conveyed to the Board, the Board would convey a larger parcel which it owns in close proximity thereto and also replace the facilities that the Recreation Department would be losing. These facilities would include two baseball fields, a storage/public restroom building and the necessary amenities for the same. I would appreciate it if you would place this item on the agenda and confirm to me that this has been done. If you should have any questions or need any further information for the item to be placed on the agenda, please do not hesitate to contact me. Beck, Jr. Director Caption:Motion to approve a partnership agreement with CSRA Economic Opportunity Authority, Inc. for use of a portion of Doughty Park Recreation Center as a Neighborhood Service Center. Background:CSRA Economic Opportunity Authority, Inc. has utilized Mary Utley Center in Hyde Park as a Neighborhood Service Center for the past several years thru an agreement with Hyde Park Neighborhood Association. They have made the decision to relocate this operation, and have requested use of Doughty Park Recreation Center, 1200 Nellieville Rd., operated by Augusta Recreation and Parks, to continue services in the area(see attachment). Analysis:With the recent expansion of Doughty Park Recreation Center, space would be available for their services and would not have a negative impact on recreational programs at the center. The addition of EOA's presense in the building would help to promote recreational programs to citiizens not currently utilizing services provided. All costs associated with the relocation and set up of their work stations will be the responsibility of CSRA EOA, as well as payment for all utility costs for the building. This would result in a cost savings of @ $5,400.00 annually, which would serve as their payment for providing office space for their program. Financial Impact:Cost savings of @ $5,400.00 annually in utility payments for Doughty Park( budget # 101061317). Alternatives:1. Not to approve, resulting in CSRA Economic Opportunity Authority being without a location to move it's service center. 2. To approve. Background:Every year the Federal Aviation Administration provides support to the airport during the week of the Masters Golf Tournament by increasing their Air Traffic Control Services. Analysis:This increase Air Traffic Control personnel enables the airport to better handle the massive increase in flight traffic. It ensures better customer service and more importantly makes for safer operations during this extremely busy week. Financial Impact:The cost for this extra service from the FAA is $23,055.00.
