Background:This location has had several license in the past. The last

Alcohol Violation Hearing

Caption:Dicussion: A request by the Richmond County Sheriff's
Department for a hearing to consider the possible Probation,
Suspension or Revocation of the Alcohol Beverage License
held by Mohammad R. Aslami for Milledgeville Spirit
Center & MLK Lounge located at 2238 & 2238 1/2
Milledgeville Rd for the following violations: incidents of
Simple Battery, Aggravated Assault and Murder. District 2.

Background:There have been several shootings and acts of violence at this
location over the last several months.
Analysis:The applicant has violated the code by operating and unruly
establishment which is a threat to public safety.

Arts-in-the-Heart of Augusta Festival
Department:Recreation and Parks, Tom F. Beck, Jr. Director
Caption:Consider request from the Greater Augusta Arts Council for
city support for the Arts In The Heart Festival, September
15-17, 2006.
Background:See attached request from the Greater Augusta Arts Council.
In 2005, the Commission approved the following items to be
provided: Waiving of rental fees for Augusta Common and
8th St Plaza(in-kind); $8,000.00 for security(cash);
barricades(in-kind); fencing(in-kind);staging(in-kind);clean -
up/trash collection(overtime). In addition to the above items,
they are also requesting portable toilets and a generator for
2006, which would be an additional $3000.00 in cash
support.
Analysis:The festival is an important event for Augusta, and the city's
involvement plays a role in it's success. However, caution
must be given to financially supporting outside organizations
for events that are not managed by the city, as there are many
other groups desiring the same support.
Financial Impact:$11,000.00(cash) $10,500.00(in-kind) $1,500(overtime)

Newman Tennis Center Manager
Department:Recreation and Parks Tom F. Beck, Jr. Director
Caption:Motion to approve terminating the employment agreement
with Mr. Richard Hatfield, Newman Tennis Center Manager,
and to create and place Mr. Hatfield in an authorized position
of Tennis Program Supervisor, grade 49, at an annual salary
of $45,743.
Background:Mr. Hatfield has worked under an employment agreement
since 1997 as Manager of Newman Tennis Center. This
agreement included a base salary, payment for teaching
lessons, restringing tennis rackets and managing tournaments
with 64 players or more. The total compensation for 2006 for
Mr. Hatfield under this agreement will total $46,208. The
agreement renewal date is September 2, 2006. The
Commission gave strong indication earlier this year that they
desired to have this agreement terminated and to create a
regular position for these duties. In addition, this position
will have added duties to coordinate citywide tennis activities
for the department.
Analysis:This action will enable the successful operation at Newman
Tennis Center to continue, while also coordinating and
enhancing other tennis programs throughout the Augusta
park system. There is a potential negative impact of the
manager being away from work during the week after
working additional hours for weekend tournaments as a
regular employee, as compared to being compensated
additional payments under the employment agreement and
being at work. This could result in a shortage of staff on
those particular days.
Financial Impact:This action should produce a slight savings as compared to
the employment agreement.
Alternatives:1. To deny, therefore requiring the employment agreement to
be renegotiated. 2. To approve.

GENERAL SUMMARY: Directs operation of the tennis program and courts within the guidelines of department and County
policies and procedures, USTA rules, and accepted practices for playing the game of tennis. Reports to Recreation Manager or
other designated person and works with tennis pros, co-workers, vendors, elected officials, and the public to provide a tennis
program.
PRINCIPAL DUTIES AND RESPONSIBILITIES
1. Coordinates all departmental tennis programs
2. Responsible for manages the day to day operations of Newman Tennis Center.
3. Responsible for the completion of all departmental reports.
4. Responsible for creating Capital Improvement list and selecting items to be completed with SPLOST funding.
5. Acts as Tournament Director for all Sanctioned and Non-sanctioned belonging to NTC.
6. Orders Pro Shop and Concession Supplies and maintains the inventory.
7. Complete tournament sanction process for USTA tournaments.
8. Responsible for facility, program and event marketing.
REQUIREMENTS
Education: BA/BS in a related occupational field of study with a minimum of 3 years of experience in a similar position or any
equivalent combination of education and experience.
Knowledge/Skills/Abilities:
• Considerable knowledge of the principles and techniques of tennis center administration, the game of tennis, including rules,
regulations and proper procedures, USTA rules and regulations, and techniques, materials, and equipment required for court
maintenance.
• Certified Tennis Professional with a minimal certification of: P-1 in the USPTA or Professional in the PTR.
• Familiarity with relevant County policies and procedures and departmental and safety regulations.
• Proficiency in coordinating tennis tournaments, planning, organizing, and playing the game of tennis.
• Mastery of operating a racket stringing machine, ball machine, camera, irrigation systems, weed-eater, and lawn mower.
• Good communication skills, both oral and written.
• Demonstrated ability to work independently.
Other:
• May supervise and/or train designated subordinate personnel.
• Possess or have ability to obtain a valid state operator/driver’s license for the type vehicle or equipment operated.
PHYSICAL DEMANDS
Intermittent sitting, standing, stooping, lifting of light and heavy objects, climbing ladders, using equipment requiring a high degree of
dexterity, and ability to distinguish between shades of color. Work is performed outdoors with exposure to cold or inclement weather.

Tourism Grant
Department:Augusta Recreation and Parks Department
Caption:Motion to accept a tourism grant from Augusta Metropolitan
Convention and Visitors Bureau in the amount of $2,800.00,
and to approve a 2006 budget amendment accordingly.
Background:This grant will be used for the production of promotional
materials associated with the marketing of facilities for future
state, regional and national tournaments and events. A
professionally produced DVD will be primary expenditure of
these funds.
Analysis:This grant will enhance the department's capability to
provide professional marketing materials for future bids for
out of town events.
