Background: Analysis: Financial Impact: Alternatives: Recommendation: Funds are Available in the Following Accounts: REVIEWED AND APPROVED BY: Clerk of Commission Public Service Committee Meeting 6/12/2006 12:30 PM Building Commissioning Services for New Main Library Department:Library Caption:Approve proposal by Working Buildings, LLC to provide building commissioning services for the new downtown Augusta library. Background:As recommended by the Georgia State Finance and Investment Commission for a project of the magnitude of the new Library, RFQ advertisements for a building commissioning agent (BCA) were published, resulting in the submission of Qualifications Statements from three firms. The evaluation/selection committee determined that Working Buildings, LLC was the best candidate to provide the consulting service. Analysis:Building commissioning services are now recommended by a majority of Federal and State Agencies, including the GSFIC. The project has received some State funding, so compliance with GSFIC standards is advisable. Commissioning should help reduce construction change orders, improve equipment start-up troubleshooting, improve building maintainability, operability and reliability, and reduce energy consumption and maintenance costs. The commissioning engineers should be brought on as members of the project team during the design phase, so that they can assist the buiding's design engineers in specifying systems that facilitate commisioning and overall quality assurance. All three of the responding firms are from the Atlanta area. The selected firm comes highly recommended from their past clients, and received the highest scores in the evaluation process. Financial Impact:A Best and Final, fixed fee proposal, inclusive of expenses, of $150,400 has been submitted. Alternatives:1. Select the second-highest ranked BCA applicant, for a fee of $139,624. 2. Do nothing (don't utilize building commissioning services). 3. Delay and/or defer approval. Recommendation:Contract with Working Buildings, LLC for professional building commissioning services since they received the highest scores in the evaluation process. They are highly qualified, received the strongest recommendations, and will utilize a DBE partner for approximately 50% of the fee. Since the architect/engineers are already under contract and commencing design, the BCA should be engaged as soon as possible. The additional expense to incluide a BCA is typically repaid in less than five years through reduced energy and maintenance costs alone. These two firms were short-listed from the original submissions. Following review and ranking of the two submissions, in accordance with the published criteria and scoring system, Working Buildings finished with a score of 8.0, while EMC had a score of 6.35. Both firms appear qualified. Working Buildings’ higher score is largely the result of their exemplary references and their strong DBE participation. Both firms are from the Atlanta metro area. In submitting their Best & Final proposal, Working Buildings reduced their proposed fee considerably, resulting in a level that is less than 10% higher than EMC’s. To summarize, it is my recommendation that Augusta Richmond County enter into a professional services contract with Working Buildings, LLC, for the referenced work, as soon as possible. Background: Analysis: Financial Impact: Alternatives: Recommendation: Funds are Available in the Following Accounts: REVIEWED AND APPROVED BY: Clerk of Commission Public Service Committee Meeting 6/12/2006 12:30 PM Garden City Rescue Mission Department:Augusta Public Transit Caption:Motion to approve the donations of 300 bus tickets (fare + transfer) per month to help Garden City Rescue Mission (GCRM) with its goal of transitioning Augusta's homeless and indigent population to a more productive role within the community. Background:GCRM currently provides services to 45-50 men per night, and provides a direct link to health care institutions, labor agencies, and government services such as; the Social Security office and the Veterans Administration offices. Analysis:Support of the transitioning program will be a great opportunity to contribute to the independence of our homeless and indigent citizens in the community by removing barriers that hinder full community integration. Financial Impact:This donation would have an impact of approximately $405.00 per month upon Transit Revenue. Alternatives:Non-approval. Recommendation:Disapprove as requested, but allow the Garden City Rescue Mission to purchase the tickets for $.85 as other non-profits. See Attached request from Garden City Rescue Mision. Clerk of Commission Public Service Committee Meeting 6/12/2006 12:30 PM Transit Grant Application Department:Augusta Public Transit Caption:Motion to approve Augusta Public Transit 2006 grant application to the Federal Transit Administration (FTA) and to the Georgia Department of Transportation (GDOT) for capital and planning funds. Background:On October 1st of each year, the FTA apportions capital, planning, and operating funds to the Augusta Metropolitan Area to include Aiken County. With these funds, the Transit Department purchases buses, replacement parts, etc. as is shown on this application. This application is submitted annually along with a capital only grant application to GDOT. Analysis:We will design and build a new South Augusta Transfer Facility and renovate our present facilities. Also APT will be able to reimburse a percentage of our ADA and maintenance costs. FTA pays 80% of the cost and GDOT pays 10% of capital costs. Financial Impact:The impact of approving this application submission will be minimal on operations. The total estimated capital cost will be $3,953,250. This will enable Augusta Public Transit to use capital funds to pay for preventive maintenance, vehicles, ADA costs, etc. as allowed by federal law. Alternatives:None. By not approving this submission of the grant, the City would be taking on all operating and capital costs associated with the Augusta Public Transit. Recommendation:Approve the submission of the grants to FTA and GDOT. These funds have already been approved in our 2006 budget.
