Attachments Public Safety Committee Meeting 9/29/2008 12:25 PM Approve Architect for #10 Fire Station Department:Fire, Howard Williis, Chief Caption:Motion to approve Virgo-Gambill Architects Inc. for design and administration of Fire Station #10 construction. Background:The Augusta Fire Department has just completed the construction of Fire Station #6 which was designed by Virgo-Gambill Architects who also administered the construction contract. It is our desire to use the same station design that was used for station #6 for the construction of station #10 on Alexander Dr. and utilize the same architectural firm for this project. Analysis:The fire station design that will be used for station #10 is the same basic plan that was used for the construction of station #6, with small deviations that may be required due to the size and topography of the construction site for the new station. Due to this proposed design use and the ability to expedite the new construction as soon as possible and save on construction cost increases, we are asking to be allowed to use Virgo-Gambill Architects on this project . Financial Impact:Virgo-Gambill Architects have agreed to maintain the same fee structure that was used for the construction of station #6 in October,2006. The fee was based on 5.9 percent of the construction cost of the project. This percentage still remains within the allocated budget for the new construction. Alternatives:None at this time. Recommendation:Approve the request to use Virgo-Gambill architects for the construction of fire station #10 at the same fee percentage that they charged for the construction of fire station #6 in October, 2006. Since this will be the same 3-bay design as we did for the new Fire Station #6 on Richmond Hills Road, our fee percentage will remain the same. As we have discussed previously, there will need to be coordination between our civil engineer and Georgia Department of Transportation to ensure the final elevations of the new Alexander Drive, once construction is completed. We will also need some time to survey the existing house that will need to be demolished. We expect a time frame for the design and construction for Fire Station #10 to parallel that of Fire Station #6. Steven Virgo, AIA, ASID Attachment number 1 Page 1 of 1 Item # 1 Public Safety Committee Meeting 9/29/2008 12:25 PM Augusta Richmond County Communication Replacement Department:Information Technology Caption:Approve the purchase of new digital radios for Augusta Richmond County. Background:The Federal Communication Commission reassigned a block of frequencies used by the Public Safety community to Sprint /Nextel. One of the conditions of this action was Sprint/Nextel agreed to reprogram all radios affected by this action. If the radios could not be reprogrammed then they would have to be replaced by Sprint/Nextel at no cost to the user. Augusta Richmond County has approximately 600 radios that fall into the replacement category. Because these radios are being manufactured by Motorola, we have the opportunity to upgrade our current obsolete fleet with digital radios at a fraction of the cost of a new radio. The County will be able to purchase this equipment at an 80% discount over the normal cost of this equipment. Analysis:In order for the County to take advantage of this one time offer from Sprint/Nextel and Motorola, we need to purchase this equipment this year. The attached contract with Sprint /Nextel also needs to be approved. This contract has been reviewed by our in house legal department and they have signed off on it. This will be a sole source purchase since we are in a contractually agreement with Motorola to utilize their 800 MHz smartzone communication system. Financial Impact:This project will cost approximately $500,000.00. The funds for this project are available and have been allocated in the different departments in their 2008. Alternatives:None. The communication equipment is 14 years old and needs to be replaced. Recommendation:Approve the purchase of the new communication equipment and the contract with Sprint/Nextel for Augusta Richmond County. Background:Augusta currently has an award-winning website that was developed by the IT Department. Maintaining this site at a high level has become increasingly difficult due to the high degree of skill and time needed to manage the site (which includes all the links, documents, departmental pages, etc). IT believes that having a specialized firm redesign the site and then implement a content-management solution for Augusta will give our web site a new-and-improved appearance and give us access to other service offerings that we do not currently have. Analysis:Augusta IT worked with the Procurement Department to develop and release RFP 08-094. IT and Procurement reviewed the proposals that were submitted and determined that CivicPlus has the best suite of services and products for Augusta. The new site, when implemented, will be completely redesigned and will be comparable to some of the best municipal sites in the country. CivicPlus will also provide Augusta with a content management solution, which will enable us to update the site through a straightforward interface that requires little specialized programming skill (thus diversifying the number of people who can contribute to it). The new site will also include photo galleries, slideshows, online forms, opinion polls, events calendars, and an email subscription/notification service, among other things. Financial Impact:The cost for the revision of the web site and service implementation is $46,900. Alternatives:Continue managing the site in-house and thus limit potential service offerings and ease of use. Background:The Augusta Fire Department is preparing for the fire department rating evaluation by the Insurance Services Office Inc. (I.S.O.). This evaluation determines the fire insurance rating for our city and impacts directly the cost of the fire insurance premiums our citizens and businesses pay. One of the areas that we are deficient in is the number of aerial apparatus that we have in our fleet. Analysis:In the last I.S.O. evaluation it was stated that we needed to maintain six aerial apparatus on duty at all times and to maintain two active reserve aerials. This is due to the size and make-up of our city’s population and building construction types and sizes of these structures. We have at this time four aerial apparatus on duty and only one reserve. In order to attempt to improve on this area of concern, we are requesting that the Commission allow us to purchase a new aerial truck by utilizing funding from the Augusta Fire Department fund balance. We are requesting that an amount not to exceed $1,000,000.00 be placed into our operating budget from the fund balance for the purchase of this apparatus and that any unused funding from this purchase be returned to the fund balance. The use of these funds from our fund balance will not place in jeopardy the ability of our fund balance to support any unseen future liabilities. We realize that this will still not bring us to the point that the I.S.O wants us to be as far as the number of aerial apparatus in our fleet, but, we feel that financially, this is all we can add to the fleet at this time. Financial Impact:$1,000,000 Funding for this project is available in the Fire Department fund balance. Administrator. Clerk of Commission Cover Memo Item # 4 Augusta, Georgia I.S.O Pre-Rating Audit EXCERPT Ladder Companies. Last rating you scored 26.2%. Current score 20.6%. Only 4 of the needed 6 fully equipped ladder companies are provided. Last rating in 1986 ISO clearly stated you needed 6 ladders and 6 service companies. One service company is available but is not creditable because it is not staffed. ISO rules require the first due ladder company to be within 2 1/2 road miles of the property it is assigned to protect. The standard for a required ladder company is 5 buildings 3 stories or taller, 5 buildings more than 35 feet to the eve, 5 building with fire flows above 3500 gpm or any combination of structures totaling 5 or more or any two districts that combined total 5 or more. A service company is required within 2 ½ road miles of all property protected that does not require a ladder truck. For each building over 35 feet in height to the eves, or each 3 story structure or any building with a fire flow over 3500 gpm, the service company needs one ground ladder off the required ground ladder list starting with the tall ladders first. Once five ground ladders are needed on a service company a ladder or platform is needed as well to reach the eves of the tallest building in its response district up or 100 feet, whichever is lowest. Stations 1, 4, 6, 10, 13 and 9 need 100 foot ladders or towers. RECOMMENDATION To buy 3 fully equipped quints = $2,300,000 or $240,000 yearly on a 12 year lease Reserve Ladder Companies. Last rating you scored 96%. Current score is 65%. Two properly equipped reserves are needed for full credit. All reserve ladders need to be fully equipped.
