VoiceoverInternetProtocoltechnology.TheState Law
amendmentconfersnewauthoritytoenablelocal
governmentstochargesaid$1.50permonthperland lineand
VoIPconnection.

E911system.

RESOLUTION
RESOLUTION SETTING A DATE AND TIME OF A PUBLIC HEARING ON
IMPOSING A 9-1-1 CHARGE ON VOICE OVER INTERNET PROTOCOL
(VoIP) CONNECTIONS WITHIN AUGUSTA, GEORGIA (ALSO KNOWN AS
AUGUSTA-RICHMOND COUNTY, GEORGIA) FOR SUBSCRIBERS HAVING
A BILLING ADDRESS IN AUGUSTA-RICHMOND COUNTY.
WHEREAS, the Augusta-Richmond County Commission provides enhanced
9-1-1 Services for the citizens of Augusta, Georgia; and
WHEREAS, the Augusta-Richmond County Commission has adopted resolutions
imposing 9-1-1 charges on landline and wireless telecommunications with billing
addresses within Augusta, Georgia and has passed such resolutions on an annual basis.
The last such resolution being adopted by the Augusta-Richmond County Commission on
April 17, 2007.
WHEREAS, Part 4 of Article 2 of Chapter 5 of Title 46 of the Official Code of
Georgia Annotated as amended by the General Assembly in its 2007 session authorizes
local governments to impose a 9-1-1 charge upon each landline and wireless VoIP
connection for subscribers whose billing address is within the jurisdiction of the aforesaid
local government; and
WHEREAS, under the provisions of such a law a charge for VoIP Service may be
imposed at the rate of up to $1.50 per month per landline and wireless connection; and
BE IT FURTHER RESOLVED to hold a Public Hearing on the imposition of said
charge on the VoIP Service on August 9, 2007 at 10:00 p.m. at the Augusta-Richmond
County Commission Chambers located on the 8th floor of the Municipal Building located
at 530 Greene Street on the question of imposing VoIP – 9-1-1 upon each Voice Over

Internet Protocol telecommunications connection for subscribers whose billing address is
within the jurisdiction of Augusta, Georgia (Augusta-Richmond County, Georgia) at the
rate of $1.50 per month per VoIP connection provided to each such telephone subscriber,
effective on and after 11:59 p.m. on August 31, 2007;
AND BE IT FURTHER RESOLVED that a copy of this resolution shall be
spread upon the minutes of the Augusta, Richmond County Commission and that the
Administrator or his designee shall forward a copy of this Resolution to each VoIP
Service supplier providing service to subscribers with addresses in Augusta, Georgia
(Augusta-Richmond County, Georgia).
BE IT FURTHER RESOLVED that the Clerk of Commission shall post this
Notice for Public Hearing scheduled for August 9, 2007 at 10:00 a.m.

(VoIP) CONNECTIONS WITHIN AUGUSTA, GEORGIA (ALSO KNOWN AS
AUGUSTA-RICHMOND COUNTY, GEORGIA) FOR SUBSCRIBERS HAVING
A BILLING ADDRESS IN AUGUSTA-RICHMOND COUNTY.
WHEREAS, the Augusta-Richmond County Commission provides enhanced
9-1-1 Services for the citizens of Augusta, Georgia; and
WHEREAS, the Augusta-Richmond County Commission has adopted resolutions
imposing 9-1-1 charges on landline and wireless telecommunications with billing
addresses within Augusta, Georgia and has passed such resolutions on an annual basis.

equipmentonthemarkettodayandenhancetheirabi lityto
providethehighestlevelofsupport.Inorderfio rthe
Sheriff'sOfficetoreplaceourcurrentradioinven toryof
obsoletequipment,weneedtopurchasethisnewequ ipment
fromMotorola.Thiswillbeasolesourcepurchase sincewe
areinacontractuallyagreementwithMotorolatou tilizetheir
800MHzsmartzonecommunicationsystem.
Analysis:Thisprojectwillcost$456,100.00.Thefundsfort hisproject
areavailableintheSheriff'sFederalForfeiturea ccount
FinancialImpact:None.Thiscommunicationequipmentis14yearsold and
needstobereplaced.

fortwoT1circuitswithacombinedspeedof3MBto provide
internetaccess.Increasedusageoftheinternetha sreduced
theoverallperformanceofthecircuitstoalevel thatis
approachingunsatisfactory.TheInformationTechnol ogy
Departmentwouldliketoupgradeourcurrentintern et
connectiontoa10MBMetroEthernetcircuit.Thei ncreased
bandwidthshouldalleviatethecurrentperformance issues
thatorinternetcircuitsareexperiencing.Bothth ecurrentT1
andproposedMetroEthernetserviceareprovidedby the
city’spreferredtelecommunicationsvendorAT&T.
FinancialImpact:Annualcostforthe10MBMetroEthernetservicewil lbe
$30,240.00.Thisisanincreaseof$12,360.00over the
existingT1servicecost.InformationTechnology’s operating
budgetwillincreaseby12,360.00tocovertheincr eased
servicecost.Also,aonetimehardwarecostof$1,9 61.97will
beneededtoconnectthenewMetroEthernetcircuit sinthe
InformationTechnologycomputerroom.TheInformati on
TechnologyDepartmenthas$12,000.00inthe2007bu dget
forimplementationandpaymentofservicestoimpro vethe
internetconnectionforthecurrentyear.
