(Requested by Commissioner Williams) Attachments Public Safety Committee Meeting 4/9/2007 3:00 PM 2007 Bi-Tech Maintenance Contract Department:Information Technology Caption:Approve and sign Annual Support Agreement with SunGard Bi-Tech, Inc. for the period covering January 1, 2007 to December 31, 2007. Background:This is an on-going annual maintenance agreement up for renewal. Analysis:This will allow the organization to continue to receive maintenance and support for the Bi-Tech IFAS Application that supports Human Resources, Finance, and Procurement functions. Financial Impact:The funds ($78,703.97) are allocated in the 2007 Information Technology Operating Budget. Alternatives:N/A Recommendation:Approve and sign Annual Support Agreement with SunGard Bi-Tech, Inc. for the period covering January 1, 2007 to December 31, 2007. Clerk of Commission Public Safety Committee Meeting 4/9/2007 3:00 PM 2007 New World Systems Maintenance Agreement Department:Information Technology Caption:Approve Standard Software Maintenance Agreement with New World Systems, Inc. for the period covering January 1, 2007 - December 31, 2009. Background:This is an ongoing maintenance agreement for Public Safety- related software which is up for renewal. Analysis:This software maintenance agreement will allow the organization to continue to receive maintenance and support for the New World Systems applications used by various Public Safety Departments to include the Sheriff's Office and E911. Financial Impact:The funds are allocated in the 2007 Operating Budget. The costs will be allocated according to the contract for each succeeding year of the agreement unless Augusta purchases additional applications during the contract period. The cost for 2007 is $243,049. Shepard, County Attorney Caption:Consider Resolution to reaffirm the necessity of the 911 and enchanced 911 charges. Background:State law required the necessity of 911 charges be reaffirmed anmnually by resolution in April. Analysis:As stated above. See O.C.G.A. 46-5-134(d)(3) Financial Impact: Alternatives:Disapprove Resolution Recommendation:Approve Resolution Funds are Available in the Following Accounts: REVIEWED AND APPROVED BY: Administrator. Clerk of Commission RESOLUTION RESOLUTION REAFFIRMING THE NECESSITY OF THE 911 AND THE WIRELESS ENHANCED 911 CHARGES. WHEREAS, the Board of Commissioners of Richmond County, on October 8, 1991, imposed a $1.50 per month "911" charge upon each exchange access facility subscribed to by telephone subscribers whose exchange to access lines are in areas served by Richmond County "911" service; and WHEREAS, said charge became effective the first day of the first month following passage or 120 days after October 8, 1991; and WHEREAS, the Augusta-Richmond County Commission, on February 5, 2002, imposed a $1.50 per month wireless "911" charge on each wireless telecommunications connection subscribed to by subscribers whose billing address is within the jurisdiction of Richmond County; and WHEREAS, said charge became effective 120 days after February 5, 2002; and WHEREAS, the provisions of O.C.G.A § 46-5-134(d)(3) provides that local governments which are operating emergency "911" systems reaffirm the necessity of the "911" and the wireless enhanced "911" charges by Resolutions adopted annually; and WHEREAS, the Board of Commissioners of Richmond County, Georgia, and subsequently the Augusta-Richmond County Commission, have annually adopted Resolutions reaffirming the necessity of the "911" charge effective each year; and WHEREAS, the Augusta-Richmond County Commission desires to reaffirm the necessity of the wireless enhanced "911" charge each year, simultaneously with the reaffirmation of the "911" charge; and WHEREAS, there is currently approved a $1.50 per month "911” charge upon each exchange access facility subscribed to by telephone subscribers whose exchange to access lines are in areas served by Richmond County "911" service; and WHEREAS, there is currently imposed a $1.50 per month wireless enhanced "911" charge upon each wireless telecommunications connection subscribed to by subscribers whose billing address is within the jurisdiction of Richmond County; NOW, THEREFORE, BE IT RESOLVED that the Augusta-Richmond County Commission, as the consolidated governing authority of Richmond County, pursuant to the provisions of O.C.G.A. § 46-5-134(d)(3), hereby reaffirms the necessity of the "911" charge per month upon each exchange access facility subscribed to by telephone subscribers whose exchange to access lines are in areas served by the Richmond County E-911 service, and the wireless enhanced "911" charge per month upon each wireless telecommunications connection subscribed to by subscribers whose billing address is within the jurisdiction of Richmond County; BE IT FURTHER RESOLVED that the Augusta-Richmond County Commission hereby directs BellSouth to continue to collect a "911" charge in the amount of $1.50 per month per line. BE IT FURTHER RESOLVED that the providers of wireless communication services to subscribers whose billing address is within the jurisdiction of Richmond County are directed to continue to collect an enhanced “911” charge in the amount of $1.50 per month per wireless connection provided to each such telephone subscriber. Background:The Information Technology Department provides the Information Technology Annual Report to all department heads and elected officials each year outlining the activities that took place the previous year. Analysis:The IT Annual Report provides informative data as a means to measure the overall performance of the Information Technology Department and its continuous strive to provide the technical tools necessary for the overall organization. There are goals established to motivate Information Technology to perform its functions of developing and maintaining current information technology, providing a technology infrastructure and customer service support to all agencies. Following are a few of the IT highlights for the previous year of 2006: Recognized as an A+ City Website according to Computerworld Magazine’s 2006 issue of E-Government Report Card of Top City Websites out of the 11, 927 sites reviewed. Received the Wireless Communities Grant from the Georgia Governor’s Office for $562, 500. Received $40,000 in grant money from US Geological Survey to assist in paying for the 2007 aerial photography project. IT Customer Satisfaction annual survey demonstrated a 94% approval rating. Conducted Annual User Group Meetings to better meet the needs of the users (Web, Telecommunications, GIS and Radio) Implemented IFAS 7i, an updated version of the city’s financial, accounting, human resources, and procurement software that provides more web-like and user friendly features. Installed new Cisco 6513 network switch and a redundant Cisco 6513 network switch, which act as the core devices for the city’s network. Installed wireless bridging for Records Retentions, Quartermasters and Victim’s Assistance. Installed wireless network on the 2nd and 8th Floor of the Municipal Building. Completed inventory of all radios in the government, resulting in a savings of over $40,000 in annual airtime and maintenance charges. Installed 50 new MDT units for the Sheriff’s Office bringing the total number of MDT’s on the road to over 230 units. Implemented SharePoint web portal pilot project. Trained a total of 938 city users. (713 in Microsoft Office products and 225 in vendor software). INFORMATION TECHNOLOGY Tameka Allen Director Michael F. Implemented wireless connectivity for the Chameleon Software Application at Animal Services. Worked with the Augusta Canal Authority to produce the National Heritage Area Map. Upgraded Augusta Regional Airport’s entire radio communications system to 800 MHz. Installed Wi-Fi hotspots in the Hold Room and FBO office at Augusta Regional Airport. Implemented CAD Redundancy in support of E911 Services. Implemented Sign-Out web page for the Human Resources and Tax Assessor Departments. Sponsored Business Process Review (BPR) by Bi-Tech to review HR software and management procedures. Designed and developed Business License Tracking system. Designed, developed, and implemented Planning and Zoning Integrated Database in order to assist with internal process management. Implemented GBA Pavement Manager Module to enhance maintenance tracking of road assets. Installed network cabling and relocated Cisco network switch equipment from the Recreation Department’s old maintenance building into the new maintenance building. Established and implemented backup procedures for the Augusta Municipal Golf Course.
