Approve Proposal From WK Dickson & Co., Inc. for Topographic Survey of the Webster
Detention Center

Caption:Approve Proposal From WK Dickson & Co., Inc. for
Topographical Survey of the Webster Detention Center, in
association with the upcoming expansion to the Detention
Center.
Background:A topo survey of the WDC property has not been performed
since before the initial construction. An updated topographic
survey is needed, indicating the present, as-built conditions.
This will enable the design team of architects and engineers
to accurately plan the expansion.
Analysis:Following receipt of three surveying proposals for the
referenced RFP, they were reviewed and ranked according to
the criteria published in the RFP. The result of that process
was a high score being awarded to WK Dickson & Co., Inc.
There were two firms considered highly qualified. WK
Dickinson's proposal incldues DBE participation and a lower
fee.
Financial Impact:A fixed fee of $20,000 is proposed.
Alternatives:1. Accept proposal of one of the other two firms. 2. Delay
decision.
Recommendation:Approve Proposal From WK Dickson & Co., since it was the
best combination of qualifications, local and DBE
participation, and fee, leading to the highest evaluation score.
Delaying tbis work will negatively impact the completion
date of the jail expansion.

RE: RFP #06-127; Land & Topographical Surveying Services for Expansion of WDC
Dear Mr. Toole:
Following receipt of three surveying proposals for the referenced RFP, they have been reviewed and
ranked according to the criteria published in the RFP.
The result of that process was a high score being awarded WK Dickson & Co., Inc.
Both Dickinson and CRW are local firms that are highly qualified and received good references. The
deciding factors in favor of Dickinson were their DBE participation and significantly lower fee.
To summarize, it is my recommendation that Augusta Richmond County enter into a professional
services contract with WK Dickson & Co., Inc, for the referenced work. The evaluation committee,
including representatives of the Procurement and the Sheriff’s Department, unanimously agreed with
this recommendation.
It is further recommended that this work get underway as soon as possible, as the design firm will
soon be selected and in need of the survey map. Delaying to do so will negatively impact the
completion date of the jail expansion.

Caption:Award Bid Item #06-131 to Continental Construction as low

Background:The Augusta Fire Department and the Procurement
Department have completed the bid process for the
renovation of Fire Station #3 in accordance to City policy.
Continental Construction Company was low bid with a bid of
$223,718.00.
Analysis:After review of the bid quotes and review of their credentials
by our architect, Continental Construction Company is low
bid and meets all requirements of the bid package without
exceptions.
Financial Impact:The funds for this project have been allocated in the Phase IV
SPLOST.
Alternatives:None recommended at this time.
Recommendation:It is our recommendation to award this contract to
Continental Construction as low bid.

The bids for renovating station # 3 were good. Continental Construction was low bidder at $223,718.00. Our
estimate was $240,800.00. They were the contractor for station # 8. All their paper work appears to be in order. I
will have them execute a contract for your review and use. I will also provide you a letter recommending them for

Capacity Agreement FY2006
Department:Richmond County Correctional Institution - Robert Leverett,

Caption:Approve Capacity Agreement FY2006 for state inmates
being housed in the Richmond County Correctional
Institution.
Background:Augusta-Richmond County contracts with the state of
Georgia to house two hundred fifteen (215) non-violent
inmates to perform skilled/non-skilled labor in City
departments.
Analysis:The Department of Corrections pays the City a per diem of
twenty ($20.00) dollars per day per inmate.
Financial Impact:The revenue received from the Department of Corrections is
approximately fifty (50%) percent of the institution's annual
budget.
Alternatives:None
Recommendation:Approve the Capacity Agreement for FY2006 to house two
hundred fifteen (215) non-violent inmates.

AGREEMENT
THIS AGREEMENT is entered into the 1st day of July, 2006, by and between the
GEORGIA DEPARTMENT OF CORRECTIONS, an agency of the State of Georgia
(hereinafter referred to as the Department), and AUGUSTA/RICHMOND COUNTY,
GEORGIA, a political subdivision of the State of Georgia (the County), acting by and
through the Augusta/ Richmond County Commission,
WITNESSETH:
WHEREAS, the Department desires to obtain appropriate care and custody of State
inmates; and
WHEREAS, the County desires to provide appropriate care and custody of State
inmates at a correctional institution operated by the County.
NOW, THEREFORE, in consideration of these premises and the mutual promises and
agreements hereinafter set forth, the parties hereby agree as follows:
1. Care and Custody. The County agrees to provide complete care and custody of up
to __215___ State inmates daily, for the term of this Agreement and in accordance with State
and federal constitutions and with all applicable laws, rules, regulations and orders of State,
federal and local governments. Without limitation to the generality of the foregoing, the
County specifically agrees that no State inmate labor shall benefit private persons or
corporations.
2. Compensation. The Department agrees to pay the County the sum of $20.00
(Twenty and no/one-hundredths Dollars) per State inmate per day for the duration of this
Agreement. The County agrees to invoice the Department monthly, in compliance with all
billing procedures established by the Department. The Department shall endeavor to pay the
County for its care and custody services within 45 days of invoice receipt in approved form.

The County acknowledges and agrees that the Commissioner of Corrections shall have sole
authority with respect to the transfer of State inmates to and from the County Correctional
Institution, and the Department shall not incur charges for inmates not under the care and
custody of the County.
3. Term of Agreement. This Agreement shall be effective from the date hereof and
shall continue in force and effect until June 30, 2007. The parties may, by mutual agreement
in writing, extend the effectiveness of this Agreement for additional time periods.
4. Notices. Any notice under this Agreement shall be deemed duly given if delivered
by hand (against receipt) or if sent by registered or certified mail -- return receipt requested,
to a party hereto at the address set forth below or to such other address as the parties may
designate by notice from time to time in accordance with this Agreement.

5. Entire Agreement. This Agreement constitutes the entire agreement and
understanding between the parties hereto and replaces, cancels and supersedes any prior
agreements and understandings relating to the subject matter hereof; and all prior
representations, agreements, understandings and undertakings between the parties hereto with
respect to the subject matter hereof are merged herein.
6. Amendment. The parties recognize and agree that it may be necessary or
convenient for the parties to amend this Agreement so as to provide for the orderly
implementation of all of the undertakings described herein, and the parties agree to cooperate
fully in connection with such amendments if and as necessary. However, no change,
modification or amendment to this Agreement shall be effective unless the same is reduced to
writing and signed by the parties hereto.
7. Counterparts. This Agreement may be executed in multiple counterparts, each of
which shall be an original but all of which shall constitute one agreement. No party shall be
bound by this Agreement until all parties have executed it.

each to execute this Agreement on the day and year first above written.

Land Mobile Radio (LMR) Communications Interoperability for Emergency Responders from
Fort Gordon, Georgia
Department:Information Technology
Caption:Approve a memorandum of agreement (MOA) between
Augusta, Georgia and Fort Gordon, Georgia.
Background:Augusta Georgia and Fort Gordon Georgia have previously
operated on system that would not allow fluid
communications. Fort Gordon, Georgia has purchased
additional equipment as part of Homeland Security that will
allow them to utilize Augusta, Georgia’s frequencies. The
use of our frequencies will be for the purpose of Homeland
Security and emergency situations.
Analysis:It will be beneficial to both parties to allow this
interconnectivity. Fort Gordon, Georgia has agreed to
suspend communications if it negatively impacts our
operations. As we have seen from past emergency situations
it is very important to be able to coordinate with surrounding
agencies during emergencies.

MEMORANDUM OF AGREEMENT
BETWEEN
AUGUSTA, GEORGIA AND FORT GORDON, GEORGIA
SUBJECT: Land Mobile Radio (LMR) Communications Interoperability for Emergency
Responders
1. Purpose. This memorandum of agreement (MOA) documents the agreement between
Augusta, Georgia, and Fort Gordon, Georgia, to accomplish interoperability through the use of
Augusta Richmond County Emergency Responders frequency.
2. Fort Gordon, Georgia, is hereby given consent by Augusta, Georgia, to operate on frequency
800 MHz, for the purpose of interoperability between the two agencies during emergency and
non-emergency situations. If communications between Augusta, Georgia and Fort Gordon,
Georgia negatively impacts system use for either party then communications will cease until
system impact can be evaluated.
3. Fort Gordon, Directorate of Information Management (DOIM), has coordinated with and
obtained agreement from Augusta, Georgia, and Richmond County’s Information Technology
Department. Each entity provides the following coordination point of contact information:

4. It is mutually agreed that this agreement may be revised as necessary by the issuance of a
