HomeMy WebLinkAboutCalled Commission Meeting April 16, 2013 CALLED MEETING COMMISSION CHAMBER April 16, 2013 Augusta Richmond County Commission convened at 4:30 p.m., Tuesday, April 16, 2013, the Honorable Deke Copenhaver, Mayor, presiding. PRESENT: Hons. Guilfoyle, Mason, D. Smith, Williams, Johnson, Jackson, Davis and G. Smith, members of Augusta Richmond County Commission. ABSENT: Hons. Lockett and Fennoy, members of Augusta Richmond County Commission. Mr. Mayor: In the interest of time and so that we don’t stay too late this evening because I know we’re all tired from last week, I’d like to go ahead and call the legal meeting to order. Mr. MacKenzie. 1.LEGAL MEETING A.Pending and potential litigation B.Real estate C.Personnel Mr. MacKenzie: Sure. I’d entertain a motion to go into a closed meeting to discuss pending and potential litigation, real estate and personnel. Mr. Mayor: Can I get a motion to that effect? Mr. Johnson: So move. Mr. Williams: Second. Mr. Mayor: The motion’s been properly seconded. If there’s no further discussion, commissioners will now vote by the usual sign of voting. Mr. G. Smith out. Motion carries 7-0. Mr. Mayor: We’re in legal. [LEGAL MEETING] Mr. Mayor: We’ll call the legal meeting back to order. Andrew. 2.Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit. 1 Mr. Williams: So move. Mr. D. Smith: There’s a second. Mr. Mayor: We have a motion that’s been properly seconded. If there’s no further discussion, commissioners will now vote by the usual sign. Mr. Guilfoyle out. Motion carries 7-0. Mr. MacKenzie: I would entertain to add and approve a Resolution authorizing the settlement of all claims in the pending condemnation suit styled Augusta, Georgia v. Bufford Duggan and Sandra Duggan, Civil Action File No. 2012-RCCV-421 in the total amount of $1,200.00 and authorizing the Administrator to disburse funds in this amount. Mr. Mayor: Can we get a motion to that effect? Mr. Johnson: So move. Mr. Williams: Second. Mr. Mayor: We have a motion that’s been properly seconded. If there’s no further discussion, commissioners will now vote by the usual sign. Motion carries 8-0. Mr. Mayor: Mr. MacKenzie. Mr. MacKenzie: I would entertain a motion to add and approve a Resolution authorizing the Augusta Utilities Department to renew a commercial lease agreement with Hutch Holding for property located at 360 Bay Street, Augusta, Georgia. Mr. Mayor: Can I get a motion to that effect? Mr. Johnson: So move. Mr. Williams: Second. Mr. Mayor: We have a motion that’s been properly seconded. Commissioners will now vote by the usual sign. Motion carries 8-0. Mr. Mayor: Mr. MacKenzie. 2 Mr. MacKenzie: I would entertain a motion to add and approve a Resolution authorizing a local supplement to the salary for the elected office of Augusta-Richmond County Superior Court Clerk in the amount of $12,731.52. Mr. Williams: So move. Mr. Mason: Second. Mr. Mayor: And this is authorizing or – Mr. MacKenzie: This would be authorizing it. Mr. Mayor: Okay. We have a motion that’s been properly seconded. Commissioners will now vote by the usual sign. Mr. Mason, Mr. Guilfoyle and Mr. Williams vote Yes. Mr. Johnson, Ms. Davis, Mr. Jackson, Mr. D. Smith and Mr. G. Smith vote No. Motion fails 3-5. Mr. Mayor: Mr. MacKenzie. Mr. MacKenzie: I would entertain a motion to add and approve a Resolution authorizing a local supplement to the salary for the elected office of Augusta-Richmond County Probate Judge in the amount of $20,000 in addition to the supplements already received. Mr. Mayor: Can I get a motion to that effect? Mr. Williams: So move. Mr. Mayor: Do we have a second? Mr. Johnson: I’ll second it. Mr. Mayor: We have a motion that’s been properly seconded. If there’s no further discussion, commissioners will now vote by the usual sign. Mr. Williams and Mr. Mason vote Yes. Mr. Johnson, Ms. Davis, Mr. Jackson, Mr. D. Smith, Mr. Guilfoyle and Mr. G. Smith vote No. Motion fails 2-6. Mr. Mayor: Mr. MacKenzie, is there any further business? Mr. MacKenzie: That’s all I have. Mr. Mayor: We stand adjourned. 3 [MEETING ADJOURNED] Nancy W.
