Discuss long-range budget projections and ascertain whether a 2015 Balanced Budget is possible without an increase in taxes. HB386 eliminated sales tax charged on energy purchased by manufacturing companies. Implementation began in 2013. Lost revenue to ARC will be $1 million in 2013, $2 million in 2014, $3 million in 2015 and $4 million in 2016. The 2014 General Assembly made changes to tax laws that are estimated to cost Georgia Local Governments $153 million over five years. These revenue losses must be recouped and will not properly be addressed by department cuts and continued employee wage freezes. To continue to provide the services our citizens deserve and demand we must be able to replace lost revenue. (Requested by Commissioner Bill Lockett) Attachments 2. Background:February 1, 2005 the Augusta Commission approved allowing members of the Augusta Commission to purchase their respective chamber (surplus) chairs in the amount of $25 each after the Finance Department in accordance with IRS regulations declared that the office furniture was depreciated fully.
