ENGINEERING SERVICES
1. Motion to determine that a portion of Berckmans Road from a
point near the driveway to Jay’s Music Store just off
Washington Road to the intersection of New Berckmans Road,
Heath Drive, Cherry Lane, Hemlock Hill Road, Hillside Lane,
and McCarthy Drive in their entirety; and Stanley Drive from
Heath Drive to its intersection with the new Berckmans Road,
as shown on the attached plat, has and/or shall cease to be used
by the public to the extent that no substantial public purpose is
served by it or that its removal from the county road system is
otherwise in the best public interest, pursuant to O.C.G.A. §32-
7-2, with the abandoned property to be quit-claimed to the
appropriate party(ies), as provided by law and an easement to
be retained over the entire abandoned portion for existing or
future utilities as directed by Augusta Engineering Department
and Augusta Utilities Department, to be effective immediately
as to each of the above stated roads, except as to said portion of
Berckmans Road which shall be effective upon the
construction and acceptance of the new Berckmans Road into
the Road System of Augusta, Georgia.

Abandonment of a Portion of Berckmans Road

Caption:Motion to determine that a portion of Berckmans Road from a
point near the driveway to Jay’s Music Store just off Washington

Background:The above-referenced roads are primarily surrounded by lands
owned by one property owner. A new nearby road has been
approved for construction with TIA funds leading into the
remaining portion of Berckmans Road that is not to be abandoned.
Analysis:In addition to the information provided in the above Background
section, results of the public hearing will be presented to the
Commission. Notice to the property owners located thereon was
made, pursuant to and in accordance with O.C.G.A. §32-7-2(b)
(1).
Financial Impact:Cost of publication and advertisement of public hearing.

BERCKMAS ROAD, HEATH DRIVE, CHERRY LAE, HEMLOCK H ILL ROAD,
HILLSIDE LAE, AD MCCARTHY DRIVE I THEIR ETIRETY ; AD STALEY
DRIVE FROM HEATH DRIVE TO ITS ITERSECTIO WITH THE EW
BERCKMAS ROAD AS A PART OF THE ROAD SYSTEM OF AUGU STA-
RICHMOD COUTY;
THIS RESOLUTIO, adopted by the Augusta-Richmond County Commission
(“Commission”);
WHEREAS, it has been proposed that the Commission make a determination that
Berckmans Road from a point near the driveway to Jay’s Music Store just off Washington Road
to the intersection of New Berckmans Road, Heath Drive, Cherry lane, Hemlock Hill Road,
Hillside Lane, and McCarthy Drive in their entirety; and Stanley Drive from Heath Drive to its
intersection with the new Berckmans Road as shown on the attached plat, has and/or shall cease
to be used by the public to the extent that no substantial public purpose is served by it or that its
removal from the county road system is otherwise in the best public interest and that the right-of-
way should be abandoned as part of the Richmond County Road System; and
WHEREAS, it has been Augusta, Georgia’s policy, pursuant to O.C.G.A § 32-7-2, to
reduce the number of roads in Augusta, Georgia that are not utilized or useful to the public and
to abandon such roads; and
WHEREAS, a Public Hearing was held on December 3, 2014 at the Augusta-Richmond
County Municipal Building, 2nd Floor, 530 Greene Street, Augusta, Georgia; and
WHEREAS, notice of such Public Hearing was published in The Augusta Chronicle, the
newspaper in which Sheriff’s advertisements for Richmond County are published, on November
13, 2014 and November 20, 2014, and that the property owners located on Berckmans Road
from a point near the driveway to Jay’s Music Store just off Washington Road to the intersection
of New Berckmans Road, Heath Drive, Cherry lane, Hemlock Hill Road, Hillside Lane, and

McCarthy Drive in their entirety; and Stanley Drive from Heath Drive to its intersection with the
new Berckmans Road were given notice; and
WHEREAS, the results of the Public Hearing were reported to the Board of
Commissioners and considered thereby; and
WHEREAS, the Commission, at their meeting held December 16, 2014, approved the
proposed abandonment, pursuant to O.C.G.A. § 32-7-2 and the requirements of said statute
having been met;
OW THEREFORE, be it resolved by the Commission and it is hereby resolved by the
authority of same as follows:
1. It is hereby determined that all requirements of O.C.G.A. § 32-7-2 have been met for the
abandonment and removal of the above-said the Right-of-Way and such Right-of-Way no
longer serves and/or shall no longer serve a substantial public purpose or that its/their
removal from the county road system is otherwise in the best public interest and is hereby
abandoned as part of the Richmond County Road System, to be effective immediately as
to each of the above stated roads, except as to said portion of Berckmans Road, which
shall become effective upon the construction and acceptance of the new Berckmans Road
into the Road System of Augusta, Georgia.
2. The land formerly comprising the Right-of-Way shall be quitclaimed as permitted by law
to the adjoining property owner, subject to easements and restrictions deemed necessary
by the Augusta Engineering Department and the Augusta Utilities Department, and the
Mayor and Clerk of Commission are hereby authorized to execute the documents
necessary to effectuate such transfer as directed by the Augusta Law Department.
3. This Resolution shall be recorded in the Minutes of the Augusta-Richmond County
Commission, accompanied by the exhibits referred to herein;
4. This Resolution shall become effective immediately upon its adoption.

Acquisition of a portion of the property for right of way , permanent construction & maintenance

Caption:Motion to authorize condemnation to acquire title to a portion of
property for right of way, permanent construction and
maintenance easement, and one temporary driveway easement
(Parcel 193-0-011-00-0) 4633 Windsor Spring Road.
Background:The City seeks to acquire title through condemnation due to the
reluctance of Midland Funding, LLC Assignee of HSBC Bank of
Nevada, N.A to release its security interest in the subject
property , In order to proceed and avoid further project delays, it is
necessary to condemn a portion of subject property. The required
property consists of 2,359.53 square feet of right of way, 3,881.10
square feet of permanent construction and maintenance easement,
and one temporary driveway easement. The appraised value is
$5,450.00.
Analysis:Condemnation is necessary in order to acquire the required
property.
Financial Impact:The necessary costs will be covered under the project budget.
Alternatives:Deny condemnation.
Recommendation:Approve condemnation.

Caption:Motion to authorize condemnation to acquire title to a portion of
property for right of way and permanent construction and

Drive.
Background:Due to the property owner being deceased and the Will not being
probated, the City seeks to acquire title through condemnation. In
order to proceed and avoid further project delays, it is necessary to
condemn a portion of subject property. The required property
consists of 948.03 square feet of right of way and 706.56 square
feet of permanent construction and maintenance easement. The
appraised value is $500.00.
Analysis:Condemnation is necessary in order to acquire the required
property.
Financial Impact:The necessary costs will be covered under the project budget.
Alternatives:Deny condemnation.
Recommendation:Approve condemnation.

I-20 Eastbound/Riverwatch - Operational Improvements CSX Preliminary Engineering Agreement
Department:Abie Ladson, Director
Caption:Approve entering into a Preliminary Engineering Agreement with
CSX Transportation, Inc. (CSXT) which will enable CSXT to
proceed with certain necessary engineering and/or design services
for the subject project. Also, approve for the Augusta, Georgia
Mayor and other designated representatives of Augusta, Georgia
to execute three (3) Preliminary Engineering Agreements and
provide payment in the amount of $21,230 to CSXT as requested
by AED.
Background:This project was approved by the Commission as part of the
SPLOST VI Transportation Improvement Program for Augusta,
Georgia. On February 15, 2011 the Commission approved the
contract for the design consultant services, and activities are
underway. On September 4, 2014 a Project Framework
Agreement with the GDOT was fully executed, which states that
Augusta is responsible for the preliminary engineering activities
and relocation of utilities. The current let date is November 20,
2015 and Federal, State and TIA funds will be used to fund the
construction.
Analysis:The project will encroach on the existing at-grade railroad
crossing on Claussen Road. CSXT requires the execution of the
Preliminary Engineering Agreement which will enable them to
review and approve preliminary and final engineering and design
plans, specifications, drawings, agreements, cost estimates and
other documents pertaining to this project.
Financial Impact:The estimated cost provided by CSXT is $21,230 with funding in
the TIA project account 371-041110-5212115/T13049142-
5212115.
Alternatives:1) Approve entering into a Preliminary Engineering Agreement
with CSX Transportation, Inc. (CSXT) which will enable CSXT
to proceed with certain necessary engineering and/or design
services for the noted project. Also, approve for the Augusta,

Recommendation for Award of RFP 14-156 Water Quality Data Management System Software

Caption:Recommendation for award of RFP 14-156 Water Quality Data
Management System Software to Hach Company at a cost of
$112,061.00.
Background:The Augusta Utilities Department operates five drinking water
production facilities distributed throughout our system. A
significant amount of operational and monitoring data is collected
daily at these facilities. This data is currently maintained at
multiple locations and in multiple formats. This current practice
reduces the ready accessability of the data for analysis and report
generation. The result is that the real usefullness of the data to
daily operations is reduced. As our regulatory requirements
become more complex it is important that we are able to more
effectively use the information that is available to us in making
daily (and sometimes hourly) operational decisions. RFP 14-156
was issued in order to identify and select a vendor to provide a
data management solution that will consolidate our data into a
single platform. This will allow ready access to the data by plant
operating personnel and management which will enable more
fully informed operating decisions to be made in a timely manner.
This will also significantly reduse the time required to generate
and submit regulatory monitoring reports.
Analysis:Upon receipt of responses to the RFP it was determined that we
had received two proposals that seemed to meet our requirements.
These vendors were interviewed by a team that included
representatives from the Utilities Department, Information
Technology Department and the Procurement Department.
Following the interviews the team determined that the proposal
submitted by The Hach Company was best suited for our
requirements. We entered into negotiations with Hach to
determine which of the proposed options were needed and then
requested a best and final price based on our negotiations. The
price submitted is $112,061.00 and appears reasonable for the
software, installation, data conversion and training included.

All questions must be submitted in writing by fax to 706 821-2811 or by email to
procbidandcontract@augustaga.gov to the office of the Procurement Department by Friday, May 16,
2014 @ 5:00 P.M. No RFP will be accepted by fax, all must be received by mail or hand delivered.
No RFP may be withdrawn for a period of 120 days after time has been called on the date of opening.
Request for proposals (RFP) and specifications. An RFP shall be issued by the Procurement Office and
shall include specifications prepared in accordance with Article 4 (Product Specifications), and all contractual
terms and conditions, applicable to the procurement. All specific requirements contained in the request
for proposal including, but not limited to, the number of copies needed, the timing of the submission,
the required financial data, and any other requirements designated by the Procurement Department
are considered material conditions of the bid which are not waiveable or modifiable by the
Procurement Director. All requests to waive or modify any such material condition shall be submitted
through the Procurement Director to the appropriate committee of the Augusta, Georgia Commission for
approval by the Augusta, Georgia Commission. Please mark RFP number on the outside of the envelope.
Proponents are cautioned that acquisition of RFP documents through any source other than the office of the
Procurement Department is not advisable. Acquisition of RFP documents from unauthorized sources places
the proponent at the risk of receiving incomplete or inaccurate information upon which to base his
qualifications.

shortlisted and invited to participate in Phase II of the evaluation process. During Phase II of the evaluation process, each company was
ranked on their presentation by the committee members with the number 1 choice receiving a 1.

Request approval for Utilities Department to enter into cost share agreement with Palmetto Propane to
extend an 8” water main and install a fire hydrant, which expands the water system for additional areas
of development.

Caption:Request approval for Utilities Department to enter into cost share
agreement with Palmetto Propane to extend an 8” water main and
install a fire hydrant.
Background:Palmetto Propane is attempting to develop a new facility at the
property located at 1525 Doug Barnard Parkway. A condition of
the property sale and development is that a fire hydrant must be
installed within 500 feet of their proposed facility to meet Fire
Department requirements. Drawings and cost estimate are
attached.
Analysis:The Utilities Department has reviewed the issue with Palmetto
Propane and supports extending an 8” water main and installing a
fire hydrant, with the work be funded under a cost share
agreement. The construction cost is estimated to be in the amount
of $64,350.00. The Utilities Department would perform the design
and contract the construction. The cost share between the Utilities
Department and Palmetto Propane would be an equal share, which
would be $32,175.00 each. The cost share amount will be
reconciled with the actual contracted costs. Because this project
would extend service to a portion of Doug Barnard Parkway that
is currently without adequate water service and therefore open up
new area to development, we are proposing that Utilities
participate in this extension.
Financial Impact:Funds are available in account number 507043490 / 5425410.
Alternatives:No alternatives are recommended.
Recommendation:Recommend Commission approve Utilities Department to enter
into the cost share agreement with Palmetto Propane.

Road Abandonment- portion of Alexander Drive

Caption:Motion to determine that 0.166 acre of right-of-way at the
northwest intersection of Alexander Drive and Old Alexander
Drive, as shown on the attached plat has ceased to be used by the
public to the extent that no substantial public purpose is served by
it or that its removal from the county road system is otherwise in
the best public interest, and to receive as information the results of
the public hearing held regarding the issue of abandonment
pursuant to O.C.G.A. §32-7-2, with the abandoned property to be
quit-claimed to the appropriate party(ies), as provided by law and
an easement to be retained over the entire abandoned portion for
existing or future utilities as directed by Augusta Engineering
Department and Augusta Utilities Department and adopt the
attached Resolution.
Background:The property lies between and is landlocked by 999 Alexander
Drive and the Right-of-Way/Drainage easement limits. The
property at 999 Alexander Drive is owned by Sana Ullah. Mr.
Ullah has requested that the right-of-way be abandoned and
quitclaimed to him. The abandonment request has been reviewed
by all essential county departments and administrators and
approvals were received to this abandonment request. Pursuant to
O.C.G.A. §32-7-2, a public hearing was held on November 5,
2014 for this matter. The plat of said portion of use 0.166 acre of
right-of-way at the northwest intersection of Alexander Drive and
Old Alexander Drive are attached.
Analysis:In addition to the information provided in the above Background
section, results of the public hearing will be presented to the
Commission. Notice to the property owners located thereon has
been provided, pursuant to O.C.G.A. §32-7-2(b)(1).
Financial Impact:Cost of publication and advertisement of public hearing.
Alternatives:Approve or deny request to determine that use 0.166 acre of right-
of-way at the northwest intersection of Alexander Drive and Old

PART OF THE ROAD SYSTEM OF AUGUSTA-RICHMOD COUTY;
THIS RESOLUTIO, adopted by the Augusta-Richmond County Commission
(“Commission”);
WHEREAS, it has been proposed that the Commission make a determination that 0.166
Acre of Right-of-Way at the Northwest Intersection of Alexander Drive and Old Alexander
Drive as shown on the attached plat, has ceased to be used by the public to the extent that no
substantial public purpose is served by it or that its removal from the county road system is
otherwise in the best public interest and that the right-of-way should be abandoned as part of the
Richmond County Road System; and
WHEREAS, it has been Augusta, Georgia’s policy, pursuant to O.C.G.A § 32-7-2, to
reduce the number of roads in Augusta, Georgia that are not utilized or useful to the public and
to abandon such roads; and
WHEREAS, a Public Hearing was held on November 5, 2014 at the Augusta-Richmond
County Municipal Building, 2nd Floor, 530 Greene Street, Augusta, Georgia; and
WHEREAS, notice of such Public Hearing was published in The Augusta Chronicle, the
newspaper in which Sheriff’s advertisements for Richmond County are published, on October 9,
2014 and October 16, 2014, and that the property owners located on 0.166 Acre of Right-of-Way
at the Northwest Intersection of Alexander Drive and Old Alexander Drive were given notice;
and
WHEREAS, the results of the Public Hearing were reported to the Board of
Commissioners and considered thereby; and

WHEREAS, the Commission, at their meeting held December 2, 2014, approved the
proposed abandonment, pursuant to O.C.G.A. § 32-7-2 and the requirements of said statute
having been met;
OW THEREFORE, be it resolved by the Commission and it is hereby resolved by the
authority of same as follows:
1. It is hereby determined that all requirements of O.C.G.A. § 32-7-2 have been met for the
abandonment and removal above-said of the Right-of-Way and such Right-of-Way no
longer serves a substantial public purpose or that its removal from the county road system
is otherwise in the best public interest and is hereby abandoned as part of the Richmond
County Road System;
2. The land formerly comprising the Right-of-Way shall be quitclaimed as permitted by law
to the adjoining property owner, subject to easements and restrictions deemed necessary
by the Augusta Engineering Department and the Augusta Utilities Department, and the
Mayor and Clerk of Commission are hereby authorized to execute the documents
necessary to effectuate such transfer as directed by the Augusta Law Department.
3. This Resolution shall be recorded in the Minutes of the Augusta-Richmond County
Commission, accompanied by the exhibits referred to herein;
4. This Resolution shall become effective immediately upon its adoption.

Caption:Receive as information Traffic Engineering's purchase of
thermoplastic striping material.
Background:The Traffic Division of the Engineering Department is responsible
for maintaining the striping on all county roads. As such, through
the years, traffic engineering has purchased thermoplastic through
a Georgia state wide contract from Crown Technology. We
currently have an emergency need for the materials. This material
will be purchased from the State of Georgia’s annual bid No.
SWC#0000144-000 in the amount of $32,450. This amount is
within our annual budget.
Analysis:The material is essential not only for operation of the Traffic
Engineering Division but to the safety of the motoring public.
Financial Impact:This material will be purchased from the State of GA's annual bid
No. 48400-179 DOT 0000144-001 with Crown Technology in the
amount of $32,450.

Windsor Spring Road Southeast Development Area Access Project Augusta Regional Airport Wetland
Mitigation Credit Transfer

Caption:Approve transferring the balance of wetland mitigation credits to
the Southeast Development Area Access Project at Augusta
Regional Airport as requested by AED.
Background:The Windsor Spring Road Improvements Project is a GDOT
managed project, however, Augusta, GA is responsible for
roadway design services. Augusta Engineering Department (AED)
purchased 8.7 Wetland Mitigation Credit for the project for
satisfying the US Army Corps of Engineer issued environmental
permit. This purchase was necessary to clear the project for
construction letting. The project was reevaluated at final
construction plans development stage and the required wetland
credits were reduced to 8.28. It created a surplus of 0.42 wetland
credits.
Analysis:Augusta Regional Airport has a drainage and roadway
improvement project that will impact wetlands and require
mitigation. Augusta Regional Airport has requested using AED
0.42 surplus wetland credits towards its project. The AED project
and Augusta Regional Airport project both are SPLOST funded
projects.
Financial Impact:None
Alternatives:1). Approve transferring the balance of wetland mitigation credits
to the Southeast Development Area Access Project at Augusta
Regional Airport as requested by the Augusta Engineering
Department. 2). Do not approve.
