Motion to determine that a portion of Berckmans Road from a point near the driveway to Jay’s Music Store just off Washington Road to the intersection of New Berckmans Road, Heath Drive, Cherry Lane, Hemlock Hill Road, Hillside Lane, and McCarthy Drive in their entirety; and Stanley Drive from Heath Drive to its intersection with the new Berckmans Road, as shown on the attached plat, has and/or shall cease to be used by the public to the extent that no substantial public purpose is served by it or that its removal from the county road system is otherwise in the best public interest, pursuant to O.C.G.A. §32- 7-2, with the abandoned property to be quit-claimed to the appropriate party(ies), as provided by law and an easement to be retained over the entire abandoned portion for existing or future utilities as directed by Augusta Engineering Department and Augusta Utilities Department, to be effective immediately as to each of the above stated roads, except as to said portion of Berckmans Road which shall be effective upon the construction and acceptance of the new Berckmans Road into the Road System of Augusta, Georgia. A new nearby road has been approved for construction with TIA funds leading into the remaining portion of Berckmans Road that is not to be abandoned. Analysis:In addition to the information provided in the above Background section, results of the public hearing will be presented to the Commission. Notice to the property owners located thereon was made, pursuant to and in accordance with O.C.G.A. §32-7-2(b) (1). Financial Impact:Cost of publication and advertisement of public hearing. It is hereby determined that all requirements of O.C.G.A. § 32-7-2 have been met for the abandonment and removal of the above-said the Right-of-Way and such Right-of-Way no longer serves and/or shall no longer serve a substantial public purpose or that its/their removal from the county road system is otherwise in the best public interest and is hereby abandoned as part of the Richmond County Road System, to be effective immediately as to each of the above stated roads, except as to said portion of Berckmans Road, which shall become effective upon the construction and acceptance of the new Berckmans Road into the Road System of Augusta, Georgia. 2. The land formerly comprising the Right-of-Way shall be quitclaimed as permitted by law to the adjoining property owner, subject to easements and restrictions deemed necessary by the Augusta Engineering Department and the Augusta Utilities Department, and the Mayor and Clerk of Commission are hereby authorized to execute the documents necessary to effectuate such transfer as directed by the Augusta Law Department. 3. This Resolution shall be recorded in the Minutes of the Augusta-Richmond County Commission, accompanied by the exhibits referred to herein; 4. Background:The City seeks to acquire title through condemnation due to the reluctance of Midland Funding, LLC Assignee of HSBC Bank of Nevada, N.A to release its security interest in the subject property , In order to proceed and avoid further project delays, it is necessary to condemn a portion of subject property. The required property consists of 2,359.53 square feet of right of way, 3,881.10 square feet of permanent construction and maintenance easement, and one temporary driveway easement. The appraised value is $5,450.00. Analysis:Condemnation is necessary in order to acquire the required property. Financial Impact:The necessary costs will be covered under the project budget. Background:Due to the property owner being deceased and the Will not being probated, the City seeks to acquire title through condemnation. In order to proceed and avoid further project delays, it is necessary to condemn a portion of subject property. The required property consists of 948.03 square feet of right of way and 706.56 square feet of permanent construction and maintenance easement. The appraised value is $500.00. Analysis:Condemnation is necessary in order to acquire the required property. Financial Impact:The necessary costs will be covered under the project budget. Alternatives:Deny condemnation. (CSXT) which will enable CSXT to proceed with certain necessary engineering and/or design services for the subject project. Background:This project was approved by the Commission as part of the SPLOST VI Transportation Improvement Program for Augusta, Georgia. On February 15, 2011 the Commission approved the contract for the design consultant services, and activities are underway. On September 4, 2014 a Project Framework Agreement with the GDOT was fully executed, which states that Augusta is responsible for the preliminary engineering activities and relocation of utilities. The current let date is November 20, 2015 and Federal, State and TIA funds will be used to fund the construction. Analysis:The project will encroach on the existing at-grade railroad crossing on Claussen Road. CSXT requires the execution of the Preliminary Engineering Agreement which will enable them to review and approve preliminary and final engineering and design plans, specifications, drawings, agreements, cost estimates and other documents pertaining to this project. Financial Impact:The estimated cost provided by CSXT is $21,230 with funding in the TIA project account 371-041110-5212115/T13049142- 5212115. Alternatives:1) Approve entering into a Preliminary Engineering Agreement with CSX Transportation, Inc. (CSXT) which will enable CSXT to proceed with certain necessary engineering and/or design services for the noted project. Background:The Augusta Utilities Department operates five drinking water production facilities distributed throughout our system. A significant amount of operational and monitoring data is collected daily at these facilities. This data is currently maintained at multiple locations and in multiple formats. This current practice reduces the ready accessability of the data for analysis and report generation. The result is that the real usefullness of the data to daily operations is reduced. As our regulatory requirements become more complex it is important that we are able to more effectively use the information that is available to us in making daily (and sometimes hourly) operational decisions. RFP 14-156 was issued in order to identify and select a vendor to provide a data management solution that will consolidate our data into a single platform. This will allow ready access to the data by plant operating personnel and management which will enable more fully informed operating decisions to be made in a timely manner. This will also significantly reduse the time required to generate and submit regulatory monitoring reports. Analysis:Upon receipt of responses to the RFP it was determined that we had received two proposals that seemed to meet our requirements. These vendors were interviewed by a team that included representatives from the Utilities Department, Information Technology Department and the Procurement Department. Following the interviews the team determined that the proposal submitted by The Hach Company was best suited for our requirements. We entered into negotiations with Hach to determine which of the proposed options were needed and then requested a best and final price based on our negotiations. The price submitted is $112,061.00 and appears reasonable for the software, installation, data conversion and training included. Cover Memo Item # 7 Financial Impact:$112,061.00 from budgeted funds. Background:Palmetto Propane is attempting to develop a new facility at the property located at 1525 Doug Barnard Parkway. A condition of the property sale and development is that a fire hydrant must be installed within 500 feet of their proposed facility to meet Fire Department requirements. Analysis:The Utilities Department has reviewed the issue with Palmetto Propane and supports extending an 8” water main and installing a fire hydrant, with the work be funded under a cost share agreement. The construction cost is estimated to be in the amount of $64,350.00. The Utilities Department would perform the design and contract the construction. The cost share between the Utilities Department and Palmetto Propane would be an equal share, which would be $32,175.00 each. Background:The Windsor Spring Road Improvements Project is a GDOT managed project, however, Augusta, GA is responsible for roadway design services. Augusta Engineering Department (AED) purchased 8.7 Wetland Mitigation Credit for the project for satisfying the US Army Corps of Engineer issued environmental permit. This purchase was necessary to clear the project for construction letting. The project was reevaluated at final construction plans development stage and the required wetland credits were reduced to 8.28. It created a surplus of 0.42 wetland credits. Analysis:Augusta Regional Airport has a drainage and roadway improvement project that will impact wetlands and require mitigation. Augusta Regional Airport has requested using AED 0.42 surplus wetland credits towards its project. The AED project and Augusta Regional Airport project both are SPLOST funded projects.
