R. Toole Design Services Department:Augusta Utilities Department Caption:Approve award for design services in the amount of $86, 343.00 to W.R. Toole Engineers, Inc. (WRTE) in order to design a 24" water main on Lumpkin Road and a 24" water main on Doug Barnard Parkway. Background:The Lumpkin Rd. 24-inch Water Main Improvements project involves the design of 5,650 linear feet of 24-inch diameter ductile iron pipe from the HWY56 and Lumpkin Rd intersection to Doug Barnard intersection. Doug Barnard Parkway 24-inch Improvements project involves the design of 12,860 LF of 24-inch diameter ductile iron pipe along Doug Barnard Parkway, starting North of I-520 to the intersection of Gordon HWY. The design of both proposed 24-inch waterline is a transmission main that will allow the Augusta Utilities Department to supply surface water from the new N. Max Hicks Tobacco Road Water Treatment Plant into areas primarily served by the existing ground water system. Analysis:W.R. Toole submitted an acceptable proposal that was found fair and reasonable. The staff of the utilities department has reviewed the proposal & associated fees and recommend award of the engineering services agreement Financial Impact:The fee for this project is $86,343.00; Task Project 1 - Doug Barnard 24" Water Main - $49,662.00 and Task Project 2 - Lumpkin Road 24" Water Main - $36,681.00 . Reject WRTE Proposal, which would delay the design of the project and the construction of the water main extension. 2. Clerk of Commission Cover Memo Item # 3 At t a c h m e n t n u m b e r 1 \ n P a g e 1 o f 8 It e m # 3 PROPOSAL FOR CONSTRUCTION PLAN & PERMIT UPDATES DOUG BARNARD WATER MAIN IMPROVEMENTS PHASE I LUMPKIN ROAD WATER MAIN EXTENSION Project Background & Description Between 2005 and 2009 W.R. Toole Engineers designed and permitted four utility projects for the Augusta Utilities Department (AUD). The projects were located in vicinity of Gordon Highway, Doug Barnard Parkway, and Lumpkin Road and are bulleted below: ƒ Doug Barnard Water Main Project, Phase I ƒ Lumpkin Road Water Main ƒ Rocky Creek Trunk Sewer Improvements ƒ Doug Barnard Water Main Project, Phase III Based on an April 2, 2013 meeting, we understand that Doug Barnard Phase III and the Rocky Creek Trunk Sewer projects are on hold and are not subject to this proposal. Brief descriptions of the two project areas subject to this proposal are noted below. Doug Barnard Water Main Project, Phase I The proposed water main project includes approximately 12,700-feet of 24-inch diameter water main. The project alignment begins on the east side of Doug Barnard Parkway near the intersection of Brickyard Pond Road (approximately 650-feet south of Gordon Highway). The proposed alignment crosses Doug Barnard Parkway by jack or bore near the Brickyard Pond Road intersection and then extends to the south along the east side of Doug Barnard Parkway. The proposed water main ends approximately 1,600-feet south of Lumpkin Road near the “Barnyard Flea Market”. Intersecting roadways along the alignment include Dan Bowles Road, Nixon Road, and Lumpkin Road. Lumpkin Road Water Main The Lumpkin Road Water Main project includes the installation of approximately 4,600-feet of 24-inch water along the southern right-of-way of Lumpkin Road between Doug Barnard Parkway and Mike Padgett Highway. The Lumpkin Road water main will connect to 24-inch diameter water mains at each end of the project alignment. The proposed water main will cross the Norfolk Southern Railroad and a wetland area by jack or bore. The new water main will include sections of PVC due to the proximity of cathodically protected gas mains and anode beds. Scope of Work The scope of work subject to this proposal is limited to general plan and permit updates. We assume that additional engineering design and / or alignment revisions are not required. The assumed scope of work is noted below: Attachment number 1 \nPage 2 of 8 Item # 3 • Task #1: Cursory Plan Review o WRTE will review the previously designed plans and note any required updates. We understand that AUD will complete a plan review concurrently with WRTE’s review. o WRTE will complete one (1) site visit to each project area to observe the general site conditions. Should additional services be required due to a change in site conditions, we understand that these services will be addressed through a supplemental services agreement. o WRTE will meet with AUD to compile plan review comments. Deliverable: WRTE will prepare a letter summarizing all review comments and path forward action items. • Task #2: Permit Updates. WRTE anticipates that the following permits will require an update and submittal to the respective agencies: o Corps of Engineers Nationwide Permit for Wetland Impacts. The Doug Barnard Phase I Water Main and Lumpkin Road Water Main projects were previously authorized by the Corps of Engineers through Nationwide 12 permits. However, the Corps authorizations are more than 5-years old. Therefore, each project will have to be reevaluated based on the current Corps of Engineers permit requirements. We propose to utilize Resource and Land Consultants - Savannah, Georgia as a sub-consultant for environmental services. Toole Surveying Company will be used for field surveying and mapping services. Anticipated Task #2 services include: ƒ Wetland Delineation & Mapping - Professional services will include the delineation and flagging of wetland areas. Once located, the wetland limits will be surveyed by a Registered Land Surveyor in the State of Georgia. WRTE will revise the project basemap to include the updated wetland locations. ƒ Jurisdictional Determination Request - A request for Jurisdictional Determination will be submitted to the Corps of Engineers for each project. ƒ Corps of Engineers Nationwide Permit - Once the Corps verifies the wetlands, WRTE will submit an application for authorization to impact the wetland areas. Please note that WRTE has included fees for the development of a certified Wetlands Plat that would be executed by a Registered Land Survey in the State of Georgia. Refer to the Professional Fee Summary. Deliverables: WRTE will deliver an updated wetland delineation report, a formal Jurisdictional Determination Request, and a wetlands plat if required to the Corps of Engineers. Following the Corps verification, WRTE will submit the new Nationwide Permit application. Attachment number 1 \nPage 3 of 8 Item # 3 o Georgia Department of Transportation (GDOT) – Right-of-way Encroachment Permit ƒ WRTE will update the previously completed AUD-GDOT encroachment forms. ƒ WRTE understands that AUD will submit the updated application to GDOT. Deliverable: Updated AUD – GDOT Utility Encroachment Application Package o Augusta, Georgia Right-of-way (ROW) Encroachment Permit (Lumpkin Road Water Main only) ƒ WRTE will complete a ROW encroachment application for submittal to the Augusta Engineering Department (AED). ƒ WRTE will meet with AED as necessary to review the proposed improvements. Deliverable: AED ROW Encroachment Permit o Georgia Environmental Protection Division (GAEPD) ƒ The GAEPD Drinking Water Permitting & Engineering Program permit is only valid for one year. Therefore, WRTE will resubmit an updated application for each project. ƒ WRTE will coordinate the permitting process through EPD. Deliverable: Updated GAEPD Permit application. o Land Disturbance Permit (Local and State) ƒ WRTE will complete the Notice of Intent (NOI) as required for each project. ƒ We understand that all impact and submittal fees will be accounted for by the City of Augusta independently of this scope of work. • Task #3: Construction Document Updates. WRTE does not anticipate having to complete substantial design changes during the plan update process. The following Construction Document updates are anticipated: o WRTE will confirm project quantities and will develop an updated bid schedule and opinion of probable construction cost. o WRTE will revise the construction plans to include reference to the applicable AUD pay items. o WRTE will update the Erosion, Sedimentation, and Pollution Control (ESPC) plans to include the current general notes, State certification, and Professional Engineering stamp. ESPC plans will be separated per best management practice Attachment number 1 \nPage 4 of 8 Item # 3 phase (Initial, Intermediate, and Final). Plans will be submitted to the appropriate Local Issuing Authority (LIA) for review. o WRTE will provide public and private utilities with digital copies of the construction plans for review and comment. o WRTE will schedule a review meeting with AUD to review the Construction Plans and Contract Documents. Specific attention will be directed toward confirming the current City of Augusta front-end information is included; e.g., General Conditions, Bond and Insurance requirements, etc. o WRTE will revise the Construction Documents based on the review meeting. o Following AUD approval, WRTE will submit the updated plans through the City of Augusta Planning & Zoning Department for review and approval. Deliverables: WRTE will deliver three (3) sets of updated Construction Documents for AUD review and comment. Following the review meeting, WRTE will deliver three (3) signed sets of Final Construction Documents for project bidding. Digital files will be provided as requested. Additional Services During our April 2, 2013 meeting, it was noted that pre-construction and construction phase services were included in the original scope of work. With that understanding, WRTE has limited additionally requested fees for pre-construction and construction services. These services are noted for budgetary and planning purposes only. We propose to complete these services on a time and materials basis and have provided a budgetary lump-sum estimate for planning purposes. Please refer to the attached Professional Fee Summary. WRTE will not initiate these tasks without approval from AUD. • Task #4: Pre-Construction Services. WRTE will assist and support AUD and the Augusta Procurement Department through project advertising and bidding. o WRTE will attend a pre-bid meeting. o WRTE will review pre-bid requests for information (RFI) and issue any addenda necessary. o WRTE will attend the bid opening. o WRTE will review bids and issue a recommendation regarding project award. o WRTE will attend a pre-construction meeting. Attachment number 1 \nPage 5 of 8 Item # 3 Deliverables: WRTE will provide meeting minutes following the Pre-Construction meeting. WRTE will deliver a recommendation of award following bid review. Finally, WRTE will provide written responses to any contractor RFI. • Task #5: Construction Phase Services o WRTE will complete the required one-time inspection of the erosion control best management practices. o WRTE will provide periodic construction observation services as requested by Augusta Utilities Department. o WRTE will attend a punchlist development meeting. Deliverable: Field observation reports per site visit completed. WRTE will also provide the contractor and AUD with a punchlist following the punchlist development meeting. • Task #6: Post-Construction Services o WRTE will create a digital Record Drawing file using the contractor provided redline plans. Deliverables: Digital Record Drawings in pdf and / or AutoCad format. WRTE assumes that we will also provide two (2) hard copy sets of the Record Drawings. Professional services that are not included in this scope of work include: o Water main alignment revisions requiring additional engineering design. o Surveying and basemapping beyond that which is included to complete the wetlands delineation and jurisdictional verification request. o We understand that all easements have been acquired and that additional easement or right-of-way maps are not required. o Stream Buffer Variance(s) o Sub-surface investigation. o Soils / corrosion evaluations. Schedule We understand that time is of the essence and the following schedule is anticipated for the plan review and update process (Tasks #1 - #3). WRTE will provide a formal schedule upon receipt of a notice to proceed and will update this schedule on a monthly basis at minimum. o Task #1: WRTE will review the plans and visit the project sites within 1-week of receipt of a Notice to Proceed. o Task #2: Permitting updates will vary based on agency review schedules. We understand that 45-60 days should be anticipated for Corp of Engineers reviews. Permit Attachment number 1 \nPage 6 of 8 Item # 3 application reviews for GDOT, Augusta Engineering Department, and EPD range from 2-4 weeks. o Task #3: Following our Task #1 team meeting, WRTE will incorporate all review comments and will submit final plans within 3-4 weeks. We understand Local Issuing Authority (LIA) erosion control reviews are currently being completed on the State level and review times are extremely variable. WRTE will correspond with each review agency to estimate anticipated review schedules at the time of submittal. Background:The Broad Street Bridge – off ramp to Washington Rd over Raes Creek structure is an approved project in the restoration assessment phase. Noted repairs and maintenance includes painting, sidewalk repairs, expansion joint repairs, lighting repairs, sub-structure and super-structure repairs, barrier repairs, and restoring the historical significance and aesthetics of the structure. CSI completed its initial assessment and determined additional data gathering and design efforts are warranted for completion of the bridge restoration and associated roadway improvements plans. Analysis:Additional work includes surveying, landscaping and roadway design. This additional data is needed for supplementing preliminary assessment and finalizing construction plans for restoring the bridge historic appearance along with improving associated roadway section, sidewalks and greenway. This additional data is needed for supplementing preliminary assessment and finalizing construction plans for restoring the bridge historic appearance along with improving associated roadway section, sidewalks and greenway. It is agreed that as a result of the above described modification the contract amount is increased by $67,350.00 from $148,823.88 to a new total of $216,173.88. Any modifications to submittal dates shall be as identified in the attached proposal. This agreement in no way modifies or changes the original contract of which it becomes a part, except as specifically stated herein. NOW, THEREFORE, We, Civil Services INC, Consultant, hereby agree to said Supplemental Agreement consisting of the above mentioned items and prices, and agree that this Supplemental Agreement is hereby made a part of the original contract to be performed under the specifications thereof, and that the original contract is in full force and effect, except insofar as it might be modified by this Supplemental Agreement. Landscape Architecture: 1) Design the sidewalk layout per approved schematics. 2) Landscaping plan for Park Areas (trees shrubs & sod) enclosed by new sidewalks along with irrigation and site furniture. 3) Design low voltage lighting and provide suitable catalog numbers and details of the lighting assemblies for the green space. 4) Provide the light locations in green space for the layout drawings. 5) Inspection during construction and reports. Additional Fee for above listed Landscape Architecture scope: $$6,650.00 E. Survey and Utility Marking: 1) Topographic survey of extended project roadway limits and park areas enclosed by new sidewalks. 2) Horizontal and vertical control will be tied to the Richmond County GPS RTK broadcast coordinates using a Trimble 5700 unit. The horizontal and vertical control will be based on NAD 1983(2007) and NAVD 1988 respectively. This datum will be used as the “Project Control”. Intermediate control will be established using conventional surveying methods. 3) Sanitary and storm sewer lines located within the project area will be mapped (including pipe size and material & invert elevations). Any offsite sanitary or storm sewer that may be required for the project within 200’ of the site will be included in this scope of work. 4) If required, wetlands delineation flags (provided by others) will be located, mapped and shown on the topographic map within the scope of these services if the flagging is provided prior to initiating field services. If wetlands are flagged after field services have been initiated, an hourly rate will apply for its location. Wetland plats for submittal to the Corps of Engineers (for jurisdictional approval) are not included in this scope of work. 5) Any property lines immediately adjacent to the bridges will be compiled from the tax map records and shown as approximate locations. 6) The topographic survey will show 1-foot contour intervals based on a 50’ varying grid including spot shots on adjoining roadways and other paved surfaces in a manor sufficient to provide a clear understanding of existing conditions. Vertical control will be based on NAVD 1988 Datum. A vertical loop will be completed and checked for quality assurance. A minimum of two benchmarks will be established for the project. 7) Surveyor will be responsible for location of on-site sanitary and storm sewer systems and visible above ground utilities within the project area. The surveyor assumes no liability for the inclusion or accurate location of non-visible underground utilities. A qualified sub-surface utility engineer will be required to locate non-visible underground utilities. Therefore, an additional Utility Marking Firm has been included to provide a simple “spray locate” in the project area. GPR, “pot holing”, excavation pits or other “direct” means of location will not be utilized in this scope of work. 8) Non-metallic lines cannot be located using standard pipe and cable locating equipment. The Utility Marking firm will attempt to locate the lines using existing utility records and indirect locating methods. The Utility Marking firm does not guarantee the accuracy of these locates and will not guarantee that all non-metallic lines will be located. 9) The Utility Marking firm will attempt to locate all utility lines. If no records are provided or available, we cannot guarantee that all utilities specified in this agreement will be located and marked. If damage occurs, the Utility Marking firm is held forever harmless of any action. 10) All guidelines and laws MUST be observed in excavating around marked utilities. The Utility Marking firm will actively promote “DIG SAFE” guidelines. Additional Fee for above listed Survey scope: $8,850.00 F.
