Department:Tom Wiedmeier, PE, Director-Augusta Utilities Department Caption:Approve award of construction project to subject contractor, Strack, Inc., in the amount of $1,229,030.45 for construction of the Butler Creek West Sanitary Sewer Upgrades Project 60106, Ph. 2. This award will include installation of sanitary sewer mains, manholes, and associated sanitary sewer branch lines. Background:Sanitary sewer upgrades are needed in the western Butler Creek Basin area of Augusta-Richmond County. The project is designed to provide for the installation of a new gravity sanitary sewer main which will provide upgrade of sewer service to subject areas due to population growth and the need for Augusta to replace sanitary sewer mains that have reached their life expectancy. Analysis:Johnson, Laschober, and Associates, P.C. (JLA) has provided a bid tabulation for the work to be performed by Strack, Inc. Augusta Utilities Department has reviewed the subject documents prepared by JLA, and found the documents to be in order and tabulated correctly. Approval of Strack, Inc. is needed to move the Butler Creek West Ph. 2 project forward to construction. Financial Impact:Funds for the project are provided in 511043420- 5212115/80360106-5212115 Alternatives:No alternatives are recommended. Recommendation:Augusta Utilities Department recommends the Commission approve Strack, Inc. in the amount of $1,229,030.45 to construct the Butler Creek West Ph. 2 Sanitary Sewer Upgrades Project. (Referred from December 10 Engineering Services Committee) Background:Augusta-Richmond County is responsible for Preliminary Engineering activities on several Georgia Department of Transportation (GDOT) projects including Windsor Spring Road Phase IV & Phase V, Wrightsboro Road, and improvements to Riverwatch Parkway. These projects are in various stages of development and require knowledgeable, efficient and effective interaction and coordination with GDOT, the respective Design Consultants and work units within Augusta-Richmond County. Analysis:On June 7, 2005 the Commission approved the initial agreement with Jacobs Engineering Group Inc. for David Griffith to provide staff support as Project Manager. This agreement has proven to be very effective and beneficial to AED. David’s knowledge of the GDOT processes and understanding of how to request assistance on projects has resulted in saving AED millions of dollars. He has also been successful in finding and securing funds for projects after the original funds for these projects had been reallocated to other projects. In November 2011 GDOT advised AED that it is our responsibility to take over the coordination of relocation of utilities on the Windsor Spring Road Phase IV and Phase V projects which David is managing. It is the desire of AED to extend this agreement. The priority projects are Wrightsboro Road and Windsor Spring Road. 3) The Consultant’s Project Manager will provide training to AED’s Engineering Manager or designee to manage transportation projects that are fully or partially funded by GDOT and/or FHA. (No recommendation from Public Services Committee December 10, 2012) (No action in Commission meeting December 18, 2012) (Requested by the Administrator) Background:The design for the Municipal Building Renovations has progressed through the Design Narrative and Schematic Design phases and is ready to move into the Construction Document phase. During the Code Review process it was discovered that the stairways and elevators did not meet current code requirements. The stairway can be brought up to code with some modifications and by moving meeting and training rooms down to the first level. This required an increase in the size of the planed Board of Elections. However, the optimum solution for the elevators, which require an enclosed smoke lobby and are not ADA Compliant, is to construct a 9-story addition to the building to house new code compliant elevators. At their regular meeting held on Tuesday, September 4, 2012, the Augusta Georgia Commission approved the recommendation of the Administrator to proceed with Option 2d for the Augusta Georgia Municipal Building Renovations and Modernization project. In order to evaluate construction of all phases and to same future costs the architect was asked to design the entire project now and produce a set of construction documents for Option 2d as a Phase I package. Accomplishing this adds to the scope of services being performed by Virgo Gambill Architects and a need for an increase in their fees. Analysis:Approving the additional fees will allow Virgo Gambill Architects to proceed with the design incorporating the modifications necessary to bring the building up to life safety and ADA codes and produce construction documents for Option 2d. The end result will be a safer and more accessible building.
