ENGINEERING SERVICES
1. Approve award of design services to Johnson, Laschober, and
Associates for the Augusta Entryway and Corridor Master
Design in the amount of $121,500 as requested by AED.

Augusta Entryway and Corridor Master Design- Contract Award

Caption:Approve award of design services to Johnson, Laschober, and
Associates for the Augusta Entryway and Corridor Master Design
in the amount of $121,500 as requested by AED.
Background:In 2011, a GDOT awarded the Augusta Convention and Visitors
Bureau a Transportation Enhancement Grant for Augusta
Entryway and Corridor Master Design. The amount of the grant is
$200,000 with the City providing $50,000 in matching funds. In
April 2012, a request for Qualifications was released for qualified
firms to provide design services for this project.
Analysis:In April 2012, a request for Qualifications was released for
qualified firms to provide design services for this project. Firms
were evaluated based on qualifications, project approach,
experience, and interviews in May 2012. The following firms
submitted RFQs and were evaluated: 1.Cranston Engineering
Group 2.Johnson, Laschober and Associates 3.WR Toole
Engineers Based on the evaluation procedures, Johnson,
Laschober and Associates was selected for this project.
Financial Impact:Funding is available in account number 328041110-5223110/JL
212828901-5223110.
Alternatives:1) Approve award of design services to Johnson, Laschober, and
Associates for the Augusta Entryway and Corridor Master Design
in the amount of $121,500 as requested by AED. 2) Do not
approve.

RFQ documents may be viewed on the Augusta Georgia web site under the Procurement Department
ARCbid. RFQ documents may be obtained at the office of the Augusta, GA Procurement Department, 530
Greene Street – Room 605, Augusta, GA 30901. A Mandatory Pre-Qualification Conference will be held
on Friday, May 4, 2012 @ 10:00 a.m. in the Procurement Department, 530 Greene Street, Room 605. All
questions must be submitted in writing by fax to 706 821-2811 or by email to
procbidandcontract@augustaga.gov to the office of the Procurement Department by Tuesday, May 8,
2012 @ 5:00 P.M. No RFQ will be accepted by fax, all must be received by mail or hand delivered.
No RFQ may be withdrawn for a period of 90 days after time has been called on the date of opening.
Invitation for bids and specifications. An invitation for bids shall be issued by the Procurement Office and
shall include specifications prepared in accordance with Article 4 (Product Specifications), and all contractual
terms and conditions, applicable to the procurement. All specific requirements contained in the invitation
to bid including, but not limited to, the number of copies needed, the timing of the submission, the
required financial data, and any other requirements designated by the Procurement Department are
considered material conditions of the bid which are not waiveable or modifiable by the Procurement
Director. All requests to waive or modify any such material condition shall be submitted through the
Procurement Director to the appropriate committee of the Augusta, Georgia Commission for approval by the
Augusta, Georgia Commission. Please mark RFQ number on the outside of the envelope.
Bidders are cautioned that acquisition of RFQ documents through any source other than the office of the
Procurement Department is not advisable. Acquisition of RFQ documents from unauthorized sources places
the bidder at the risk of receiving incomplete or inaccurate information upon which to base his qualifications.

Landscape Maintenance Agreement for Alexander Drive

Caption:Approve entering into a Maintenance Agreement with Palmetto
Storey LLC to provide landscape maintenance along Alexander
Drive between Riverwatch Parkway and Washington Road as well
as a Memorandum of Understanding with The Augusta
Convention and Visitors Bureau (ACVB) to manage the execution
of the agreement through the Garden City Improvement Fund as
requested by AED/TE.
Background:Palmetto Storey LLC is a privately-funded entity that through The
Augusta Beautification Program has installed and maintained
landscaped medians throughout the county. Projects completed
through this program include: Wheeler Road and St. Sebastian
Way. Currently, Palmetto Storey is proposing to landscape and
maintain the median along Alexander Drive between Riverwatch
Parkway and Washington Road. This proposed agreement will
allow Palmetto-Storety to provide this maintenance on behalf of
the city and for it to be managed by ACVB through the Garden
City Improvement Fund.
Analysis:Agreement would allow the beautification project to move
forward and provide necessary maintenance in the future.
Financial Impact:None anticipated
Alternatives:1. Approve entering into a Memorandum of Understanding with
The Augusta Convention and Visitors Bureau (ACVB) as well as
a Maintenance Agreement between ACVB and The Augusta
Beautification Program to provide landscape maintenance along
Alexander Drive between Riverwatch Parkway and Washington
Road. 2. Do not approve and beautification project cannot
proceed.

Windsor Spring Road Phase V Cost to Cure Bid Award

Caption:Authorize the Engineering Department to enter into an agreement
with Moreland Altobelli Associates, Inc. MA, for the purpose of
preparing the Cost to Cure Reports on the Windsor Spring Road
Phase V Project, from State Route 88 in Hephzibah to Willis
Foreman Road, Change Number Fourteen, CPB #323-04-
299823786, at a cost of $65,570.00. Funds are available in the
project Right of Way account for the Engineering Department.
Background:On April 6, 1999 the Augusta, Georgia Commission approved for
Augusta, Georgia to enter into an agreement with the Georgia
Department of Transportation (GDOT) to accept responsibility for
the project preliminary engineering, right of way acquisition and
relocation of utilities on the Windsor Spring Road Phase V
project. The project will widen and reconstruct Windsor Spring
Road to 4 lanes with a 19’ raised median from SR 88 in
Hephzibah to Willis Foreman Road and replace the bridge over
Norfolk Southern Railroad. Funding for the right of way is a joint
effort between Augusta, Georgia ($1,198,000) and GDOT (not to
exceed $4,236,500). Augusta, Georgia is responsible for the
acquisition and r/w activities are underway. GDOT is responsible
for the construction cost and the current estimated cost is
$13,246,372. The current let date is November 2013.
Analysis:The acquisition of the right of way for this project shall be in
accordance with the Uniform Relocation Assistance and Real
Property Acquisition Policies Act of 1970 (Federal-aid Highway
Act) and GDOT regulations and guidelines. Cost to Cure reports
are required so that each property owner receives just
compensation for the acquisition of their property. The cost to
cure valuations are to reestablish septic tanks, fences, parking,
decorative shrubs, etc., that may be involved in the construction of
this project. The Procurement Department advertised bids for this
service with a deadline of August 14, 2012. Four (4) bids were
received and the low bid was from Moreland Altobelli Associates,
Inc. MA, at a cost of $65,570. They meet the qualifications
established by GDOT to perform this work. Cover Memo

Financial Impact:The fee proposed for this is $65,570 with funding available in

transferred to 323-041110-5411120/299823786 upon Commission
approval.

Georgia that the following Capital Project Budget is hereby adopted:
Section 1: This project is authorized to CPB#323-041110-299823766 and Change Number Fourteen. The funding for
this project in the amount of $65,570 is an agreement with Moreland Altobelli Associates, for the purpose
of preparing the Cost to Cure Reports on the Windsor Spring Road, Section V project.
The funding will be transferred from the project Sec IV, R/W account to the Sec V R/W account.
Section 2: The following revenues are anticipated to be available to the Consolidated
Government to complete the project.
