Approve entering into an agreement with The Gordon Highway Development Committee to provide landscape maintenance along Gordon Highway between North Leg Road and Sibley Road as requested by AED. Attachments 2. Approve and award the first three phases of the Design Consultant Services Agreement to Pond and Company on the Berckmans Road Widening, Realignment and Bridge Replacement Project. The first three phases will include: Concept Development in the amount of $198,261.42; Database Preparation in the amount of $138,123.00; and Environmental Documentation in the amount of $15,066.80 ($351,451.22 total). Project to be funded from SPLOST Phase VI as requested by AED. Attachments 3. Approve Capital Project Budget Change Number One and Change Order One for the tunneling construction to replace 150 feet of direct jack and bore of 78 inch class III R.C.P., and 100 feet direct jack and bore of 42 inch class III R.C.P., resurfacing D’Antignac between R.A. Dent and Walton Way, and unforeseen subsurface construction in the amount of $375,731.09 to Mabus Brothers Construction, Inc. for the D’Antignac Street Drainage Improvements project. Funding is available in SPLOST Phase V Fund account as requested by AED. Attachments 4. Motion to approve a donated Easement between Jane C. Golden, as owner(s), and Augusta, Georgia, as optionee, in connection with the Goshen Plantation Road Drainage Improvement Project, said perpetual easement consists of 0.006 acre (255.0 sq. ft.) of permanent drainage and utility easement, more or less, from the property located at 4013 Burning Tree Lane, private. Attachments 5. Motion to approve a donated Easement between Elizabeth T. Brown, as owners, and Augusta, Georgia, as optionee, in connection with the Goshen Plantation Road Drainage Improvement Project, said perpetual easement consists of 0.008 acre (352.49 sq. ft.) of permanent drainage and utility easement, more or less, from the property located at 4007 Burning Tree Lane, private. Attachments 6. Motion to approve a donated Easement between Robert Childers and Catherine A. Childers, as owners, and Augusta, Georgia, as optionee, in connection with the Goshen Plantation Road Drainage Improvement Project, said perpetual easement consists of 0.009 acre (387.16 sq. ft.) of permanent drainage and utility easement, more or less, and (391.94 sq. ft.) of temporary construction easement from the property located at 4015 Burning Tree Lane, private. Attachments 7. Motion to approve a donated Easement between Scott A. Wolfe, as owners, and Augusta, Georgia, as optionee, in connection with the Goshen Plantation Road Drainage Improvement Project, said perpetual easement consists of 0.035 acre (1,531.76 sq. ft.) of permanent drainage and utility easement, more or less, from the property located at 1703 Deerwood Road, private. Attachments 8. Motion to approve a donated Easement between Leonard T. New, as owner(s), and Augusta, Georgia, as optionee, in connection with the Goshen Plantation Road Drainage Improvement Project, said perpetual easement consists of 0.10 acre (414.19 sq. ft.) of permanent drainage and utility easement, more or less, from the property located at 1704 Deerwood Road, private. Attachments 9. Approve entering into a Mowing and Maintenance agreement with the Georgia Department of Transportation along Gordon Highway between North Leg Road and Sibley Road in conjunction with median landscaping project as requested by AED. Approve CPB #324-041110-201824041 Change Number One and Change Order One of the construction contract to SITEC, LLC in the amount of $143,723.00 for the Goshen Lake South Drive Drainage Management Project, subject to receipt of signed change order and proper bonds as requested by Attachments AED. Funding is available in SPLOST Phase IV Fund balance account. 11. Motion to award a contract to Roof Professionals, Inc. to replace the roof at the Highland Avenue Water Treatment Filter Plant in the amount of $135,000. Attachments 12. Approve award of the On-Call Concrete Repair, Concrete Construction & Emergency Repair Contract to Horizon Construction, Larry McCord LLC, and SITEC LLC, subject to receipt of signed contract and proper bonds. Also approve $450,000 to fund the proposed on-call concrete and emergency services. Funding is available in the Grading & Drainage, Sidewalk Rehab/Replacement and Suburban Forces Resurfacing Phase VI accounts respectively as requested by AED. Attachments 13. Approve award of the On-Call Tree Services Agreement to Big Dog Tree and Stump, Arbor Equity, and Southern Arbor Tree Care subject to receipt of signed contracts and proper bonds. Also approve $1,000,000 to fund over the lifetime of SPLOST VI for the proposed On-Call Tree Services. Funding is available in SPLOST VI Tree Removal account as requested by AED. Attachments 14. Approval of agreement with Georgia Power Company for acquisition of 1,970 square feet of right-of-way and 1,322 square feet of temporary construction easement to Richmond County, Georgia. Attachments 15. Approve the purchase of repair parts for a flocculator at the Highland Avenue Water Treatment Plant from a sole source vendor. Attachments 16. Approve CPB #324-041110-201824021, Change Number One and Change Order One in the amount of $27,868.14 for the Wakefield Court Pipe Replacement project contracted with Blair Construction, Inc., subject to receipt of signed change order and proper bonds as requested by Augusta Engineering Department (AED). Ladson, PE, CPESC, Director Caption:Approve entering into an agreement with The Gordon Highway Development Committee to provide landscape maintenance along Gordon Highway between North Leg Road and Sibley Road as requested by AED. Background:The Gordon Highway Development Committee is privately- funded group proposing to landscape and maintain the median along Gordon Highway between North Leg Road and Sibley Road. For landscaping projects along State Routes, GDOT requires the city entering into a mowing and maintenance agreement, irrespective of funding source. The proposed agreement will allow The Gordon Highway Development Committee to provide this maintenance on behalf of the city. Analysis:Agreement would allow the beautification project to move forward. Financial Impact:None anticipated. Alternatives:1. Approve entering into an agreement with The Gordon Highway Development Committee to provide landscape maintenance along Gordon Highway between North Leg Road and Sibley Rd as requested by AED. 2. Do not approve and beautification project cannot proceed. Recommendation:Approve alternative one. Ladson, PE, CPESC, Director Caption:Approve and award the first three phases of the Design Consultant Services Agreement to Pond and Company on the Berckmans Road Widening, Realignment and Bridge Replacement Project. The first three phases will include: Concept Development in the amount of $198,261.42; Database Preparation in the amount of $138,123.00; and Environmental Documentation in the amount of $15,066.80 ($351,451.22 total). Project to be funded from SPLOST Phase VI as requested by AED. Background:Design for the Berckmans Road Widening, Realignment and Bridge Replacement Project was voted for and funded through SPLOST VI. Berckmans Road in combination with Highland Avenue and Wheeless Road provides the only continuous north- south connection between south Augusta and Washington Road. Subsequently, between Wheeler Road and Washington Road, Berckmans Road has an average daily traffic volume in excess of 12,000 vehicles per day. Moreover, the widening of Alexander Drive and the projected growth for the Villages at Riverwatch makes the maintenance of this route pertinent to the regional mobility of the area.Currently, Berckmans Road terminates at its intersection with Washington Road making it necessary for travelers who wish to access the commercial developments on Riverwatch Parkway to turn left onto Washington Road and then a right-turn onto Alexander Drive and vice versa resulting in inefficiency not only in this route but along Washington Road as well due to the fact that so much of the signal’s “green” time is used to address left-turns movements could be used more efficiently for other movements. Therefore, the purpose of this project is to realign Berckmans Road between Ingleside Drive and Washington Road and align it with Alexander Drive. This will provide a more efficient north-south connection between south Augusta and Riverwatch Parkway as well as improve progression along Washington Road.In August 2011, a request for Qualifications was released for qualified firms to provide design services for this project. Analysis:In August 2011, a request for Qualifications was released for Cover Memo Item # 2 qualified firms to provide design services for this project. Firms were evaluated based on qualifications, project approach, experience, and interviews in November 2011. The following firms submitted RFQs and were evaluated: 1. Florence and Hutchinson 2. Heath and Linebeack 3. LAI Engineering 4. Moreland Altobelli and Associates 5. Pond and Company 6. Wolverton and Associates 7. W.R. Toole Engineers, Inc. Based on the evaluation procedures, Pond and Company was selected for this project. Financial Impact:Funds are available in SPLOST Phase VI. Alternatives:1) Approve and award the first three phases of Design Consultant Services Agreement to Pond and Company for the Capital Project Budget in the amount of $351,451.22 on the Berckmans Road Widening, Realignment, and Bridge Replacement Project to be funded from SPLOST Phase VI as requested by AED. 2) Do not approve. MBC encountered unforeseen subsurface conditions in the process of jacking and boring under 13th Street. This made the initial tunneling method unsuitable and warranted using an alternate construction method to complete the subsurface construction. Also, cleaning the pipe and restoring the road surface are two other items that were not covered under the bonded work, but is required to complete the project. Analysis:To minimize the interruption of traffic and the day to day activities of the surrounding areas and medical facilities, tunneling construction was the most effective alternative to complete the work. Also, cleaning of the pipe will provide an efficient hydraulic capacity to the system, and restoring the road surface by resurfacing; will enhance traffic operation safety within the medical community. During this period, it was determined that another storm sewer line is failing and causing safety and drainage issues for the residents. Analysis:The failing storm line has created sinkholes and warrants immediate action to minimize safety risks to the residents and private properties. Work includes replacement of 748 LF of storm pipe and associated site work. Background:One of the flocculator mechanisms at the Highland Avenue Water Treatment Plant is currently out of service and in need of a complete rebuild. This equipment was originally manufactured in the early 1980's and the original manufactorer no longer handles the parts but has sold the rights to the design to Jim Myers & Sons, Inc in Charlotte, NC. It is our understanding that Myers is the company that fabricated the parts for the manufacturer when it was being produced. We have received the attached quotation from Jim Myers & Sons, Inc. for the parts needed at a total cost of $46,378.00. Analysis:The unit that is currently out of service is an important part of our treatment process and needs to be placed back into service prior to the high water demand experienced during summer months. This warrants a change in the original scope of work and materials listed in the original scope. Additional work is needed to further minimize drainage impacts on adjacent property. Analysis:This project is currently under construction and approximately 85 percent complete. Additional work consists of additional storm sewer, sanitary sewer, GAB and asphalt paving. Supplementing the additional work to the original contract with Blair Construction Company will allow AED to correct noted drainage issues and address safety concerns in a timely manner. Financial Impact:Funding is available in SPLOST Phase IV Fund balance account in the amount of $27,868.14 to be transferred to project construction account upon Commission approval. Alternatives:1.
