Attachments Engineering Services Committee Meeting 10/10/2011 12:55 PM AJC AV Carts Department:Recreation, Parks and Facilities - Facilities Management Caption:Receive as information the purchase of 2 additional AV Carts for the Augusta Judicial Center and John H. Ruffin, Jr. Courthouse from sole source TSAV in the amount of $53,667.62. Background:The original design intent for the Judicial Center was for all the courtrooms to have the audio visual equipment installed in all of the courtrooms. In an effort to economize funding to be expended the choice was made to limit the permanent AV installations to only the major courtrooms and provide two (2) mobile carts that could be moved about smaller courtrooms requiring AV capabilities. The current caseloads the courts are handling weekly have placed an additional need on the ability to provide the services provided by the state of the art audio visual equipment in more courtrooms daily than was initially planned. In accordance with a request by the Courts, two additional carts have been ordered from TSAV. Due to the high demand placed on the existing audio-visual equipment for display of documents/evidence, coordination of recording systems for court reporting, the provision of amplified sound, and the playing of recorded audio visual testimony, the courts requested two (2) additional carts. TSAV supplied the equipment for the original carts. In order to insure component compatibility, the additional carts were ordered from this same firm as a sole source. Analysis:The Audio-Visual specialized equipment that is in place is supporting the courts daily meets technical requirements extremely well but there is a need to provide two (2) additional mobile AV carts to fulfill the needs of the caseloads being handled in the Judicial Center courtrooms. To provide the appropriate and consistent technology the Courtrooms need the additional mobile AV carts. This is a documented Sole Source equipment request. Financial Impact:Cost of $53,667.62 for two (2) additional Audio visual mobile carts. Ladson Caption:Approve Capital Project Budget 323-041110-296823308 with Rhythm Engineering in the amount of $74,300.00 to provide InSync adaptive traffic control system. Background:The proposed adaptive traffic control system is identical not only to the system currently operating along Wrightsboro Road but, also currently being installed along Washington Road and Gordon Highway. The system utilizes state-of-the-art sensor technology, image processing, and artificial intelligence to automatically optimize local traffic signals and provides coordination for the arterial according to real-time traffic demand, thus, eliminating the need for static signal timing and coordination plans Along Bobby Jones Expressway, it is proposed to install these systems at the intersections of the Wal-Mart Driveway and Old Trail Road/Sams Club. These systems will be interconnected with the systems being installed by Columbia County at Rose Lane and Washington Road, thereby creating an adaptive traffic corridor between Washington Road and I-20. The resulting system will result in improved traffic operations and reduced fuel usage through a major commercial corridor in Richmond County. Analysis: Financial Impact:Rhythm Engineering has proposed a total cost of $74,300.00 and funds are available in the project utilities account to be transferred to the project traffic infrastructure account. Ladson, PE, CPESC Caption:Approve the deeds of dedication, maintenance agreements, and road resolutions submitted by the Engineering and Augusta Utilities Departments for Elderberry Subdivision Section 4. Background:The final plat was approved by the Commission on June 21, 2011. The subdivision design and plat for this section, including the storm drain system, have been reviewed and accepted by our engineering staff and the construction has been reviewed by our inspectors. The Utilities Department has inspected and reviewed the water and sanitary sewer installations, and hereby requests acceptance of the utility deed. Analysis:This section meets all codes, ordinances and standards. Portions of this subdivision lie within the 100-year flood plain and wetlands, which are noted on the final plat. Acceptance of said utility deed shall dedicate, as required, the water and sanitary sewer mains along with the applicable easements to Augusta, Georgia, for operation and maintenance. Financial Impact:By accepting these roads and storm drainage installations into the County system and after the 18-month maintenance warranty by the developer/contractor for the roads and storm drainage has expired, all future maintenance and associated costs will be borne by Augusta, Georgia. By acceptance of the utility deed and maintenance agreement, all future maintenance and associated costs for water and sanitary sewer installations will be borne by Augusta, Georgia, and positive revenue will be generated from the sale of water and sanitary sewer taps and monthly billing of same. Alternatives:1. Approve the deeds of dedication, maintenance agreements, and road resolutions submitted by the Engineering, and Augusta Utilities Departments for Elderberry Subdivision Section 4. 2. Ladson, PE, CPESC, Director Caption:Approve emergency construction services for repairing sections of storm conveyance system and sidewalks in the amount of $28,809.00 for Horizon Construction, funded from SPLOST Phase VI account number 328-041110-5414110/211828001- 5414110 as requested by the Augusta Engineering Department. Background:Augusta Engineering Department (AED) recently received complaints concerning storm sewer overflow causing flooding at private properties and trip hazard at sidewalks in the vicinity of high foot traffic areas. AED investigated these complaints and determined that due to the risk of public safety and exposure of private property to potential water damages, it created an emergency situation. It warranted immediate action to implement mitigation measures to minimize public exposure to the aforementioned hazards. Accordingly, AED developed the scope of the required work and obtained three bids. However, due to time constrains, AED could not go through the normal process to bid this contract. Analysis:Work was done under an emergency situation that warranted timely response by the AED to minimize public exposure to identified hazards, and also minimize the Augusta exposure to potential liability. AED obtained three bids and selected the lowest responsible bidder to complete the work. Cost to cover the Emergency Construction scope of work was $28,809.00. Financial Impact:Funding is available in the SPLOST Phase VI Grading & Drainage Account 328-041110-5414110/211828001-5414110 for this request. Background:In March of 2009, the Augusta-Richmond County Commission approved the selection of WK Dickson to complete design for the Wilkerson Gardens Drainage Improvements project. The hydraulic and hydrology study for this project revealed that drainage improvements in Wilkerson Gardens would result in an increased flow rate of storm water downstream to The Hyde Park Subdivision and may result in this already-flooding area to flood more severely and frequently. After several meetings and discussions with the District Two Commissioner, Administrator, Hyde Park residents, design consultants, and other City Departments, it was proposed to bring before the Engineering Committee and full Commission the option to construct a regional stormwater detention pond within Hyde Park. The plan would address both the Wilkerson Gardens and Hyde Park drainage issues and requires the relocation of Hyde Park residents to other dwellings not yet determined. . To proceed, the plan requires an estimated $200,000 for designing the detention pond, $8,000,000 to acquire Hyde Park properties, and $10,000,000 to construct the Hyde Park Regional Detention Pond and reconstruct the drainage system in Wilkerson Gardens. With only partial funding, The Engineering Department recommended applying for a $10,000,000 low-interest loan through the Georgia Environmental Facilities Authority (GEFA) and obtaining funds through The Georgia Emergency Management Agency (GEMA). The request to apply for the $10,000,000 low interest loan was disapproved by the Augusta-Richmond County Commission in June 2010 and, further, GEMA indicated that it is unlikely funding will be Cover Memo Item # 6 available for the Hyde Park/Wilkinson Gardens Drainage Improvements. Presently, the project cannot progress until funds are available for the detention pond design, and land acquisition and resident relocations that total $8,200,000. Analysis:The Department is recommending reallocating funds of $1,250,000 from SPLOST VI (Martin Luther King Drive), and $1,075,100 from SPLOST III (Old Savannah Road from Gordon Highway to 56 Highway) totaling $2,325,100 to the Hyde Park/Wilkerson Gardens Drainage Improvement Project. This would increase the total budget to $4,235,100 and fully-fund design and the initial phases of land acquisition and resident relocations. The Martin Luther King Drive project is a Phase VI SPLOST resurfacing project that extends from Old Savannah Road/Twiggs Street to 15th Street. In 2010, Urban Resurfacing Funds (SPLOST) were used to resurface this roadway in 2010 thereby allowing the funds to be reallocated. In a concept study completed by Toole Engineering, Inc., it was recommended that the existing two-lane cross-section of Old Savannah Road was sufficient and that widening to a three-lane roadway from Gordon Highway to 56 Highway was unnecessary. Moreover, this portion of Old Savannah Road was resurfaced in 2008 as well, which also justifies this reallocation. Once approved, The City of Augusta, GA will commence with the following process and schedule below: PROPOSED PROCESS: NO. ACTIVITY PROPOSED TIME ESTIMATED COSTS 1. Background:The Augusta Engineering Department project consist of widening Marvin Griffin Road from a 2-lane road to a 4-lane roadway with curb and gutter, storm sewer system, and sidewalks. The design and land acquisition are approximately 98% completed. It is scheduled to bid the first quarter of 2012. Analysis:In order to complete the construction plans 100%, traffic signal designs and individual right-of-way parcel maps are required. The cost to complete the activities is $25,350. The total cost also includes a fee of $6,060 for the preparation and submittal of the Tiger Discretionary Grant Program of the American Recovery and Reinvestment Act of 2009. The grand total fee is $31,410. Financial Impact:Funds are available in the project contingency to be transferred to the engineering phase account upon Commission approval. This agreement in no way modifies or changes the original contract of which it becomes a part, except as specifically stated herein. Funding will be from SPLOST VI Grading and Drainage as requested by AED. Background:National Ave. @ New Savannah Road pipe replacement project consisted of replacing a failed CMP with Corrugated Plastic Pipe (HDPE). During construction under the original contract, AED discovered additional areas of concern that warranted a change in materials listed in the original scope. Additional work is needed to further minimize drainage impacts on the adjacent property and roadway Analysis:This project is currently under construction and approximately 30 percent complete. Area drainage conditions and storm sewer close proximity to roadway warranted modification/addition to the current pipe replacement plans that resulted in additional work. Changes include using concrete pipe (RCP) with type 2 backfill bedding, asphalt parking lot paving and installing a concrete driveway. Financial Impact:Funding is available in SPLOST Phase VI Grading & Drainage in the amount of $80,262.00 upon Commission approval. Alternatives:1.
