Background:Georgia DOT has a new program that can provide funding for landscaping of state routes. The program guidelines suggest that grants are limited to $50,000 but sources within GDOT have told us that we might be able to get more. We have prepared an application for funding for Doug Barnard Parkway because we believe that from an economic development perspective it is the most important gateway to our city. We have divided the roadway into five components, and we are asking GDOT to fund four of them with priority on the area in front of the wastewater treatment plant. The conceptual landscape plan is being prepared at this time and the exact amount of funding to be requested will be determined after cost estimates are completed. We should apply for approximately $50,000 focused on the treatment plant, and ask for enough additional funds to do the entire project. Analysis:The application has to be submitted to GDOT by October 30, 2009, so the application must be approved by the commission on October 20. This is 100% State money, so there is no local matching requirement. The project would be extremely beneficial from aesthetic and economic development perspectives. Financial Impact:The City would have to accept responsibility for perpetual maintenance of the landscaping. The Augusta Regional Airport now maintains the area south of Lock and Dam Road and they would continue to do so. Private sector funding will be sought to landscape the medians, and if that is not successful future TEA funds will be applied for. Background:The City has been unable to reach an agreement with the owner. In order to proceed and avoid further delays, it is necessary to condemn a portion of subject property. The required property consisting of a permanent easement of 53,329 sq. ft. and temporary easement of 22,701 sq. ft. The appraised value is $11,574.00.(dh) Analysis:Condemnation is necessary in order to acquire the required property. Financial Impact:The necessary costs will be covered under the project budget. Alternatives:Deny condemnation. Recommendation:Approve condemnation. (Referred from September 28 Engineering Services) Background:An Ordinance setting standards for private roads used by law enforcement, fire department and other emergency vehicles was adopted by the Commission in June, 2008. The Ordinance stated it amended Augusta Code Section 7-3-8. In November, 2008, the Commission adopted another amendatory Ordinance (No. 7093) amending Code Section 7-3-8 to include “speed humps” in the list of public improvements (streets, roads, sidewalks, curbs and storm water and sewer systems) which are constructed upon the approval of the Augusta-Richmond County Commission when 75% of the owners of the properties abutting such improvement(s) consent thereto and agree to be assessed the cost thereof on a pro-rata basis. Ordinance No. 7093 did not address how the provisions of Ordinance No. 7056 were to be incorporated into the Augusta Code Section 7-3-8, as amended by Ordinance No. 7093. These ordinances can be reconciled by re-designating the provisions of Ordinance No. 7056 as a new section in the Augusta-Richmond County Code, to wit: 7-3- 17.1. A copy of this proposed new Ordinance is attached hereto as Exhibit “A”. Background:On November 3, 1999 the Commission authorized execution of an agreement with the US Army Corps’ of Engineers to perform a Flood Control Feasibility Study for the Rocky Creek, Augusta Canal, Phinizy Swamp and Raes Creek Drainage Basins. Analysis:The Phase I report that includes Rocky Creek and Augusta Canal Basin is completed and will soon be distributed for public review. Phase 2 will focus on additional work to be performed for the Raes Creek Basin. Completion of the Phase 2 work will increase the total study estimated cost by $364,696 with the city’s share being $182,348.
